Application of interstate compacts to energy-facility siting

This paper examines the nature and function of interstate compacts in the US, and explores their potential for helping to resolve environmental issues related to the siting and permitting of energy-producing facilities (e.g., power plants, synthetic fuel plants). Elements of state energy facility-siting programs are identified, and the ability of interstate compacts to assist in accomplishing each element is analyzed. This analysis provides the basis for assessing the potential capabilities and limitations of compacts, and for initially estimating the possible benefits of a Federal program to promote the formation of compacts to address regional energy-siting issues.

Feasibility study for Boardman River hydroelectric power. Final report

The feasibility of generating additional hydroelectric power from five consecutive existing dams located on the Boardman River in Grand Traverse County and Traverse City, Michigan, was investigated. The potential hydropower production capabilities, in terms of base load power and peak load power, the legal-institutional-environmental constraints, and the economic feasibility, including capital investment, operating costs and maintenance costs, were evaluated for each of the five dam sites individually and as a series of co-dependent facilities. The impact of installing fish passages at each site was analyzed separately. The feasibility assessment utilized the present worth analytical method, considering revenue based on thirty mills/kWh for power, 0.4% general economy escalation rate, and a 6% net income to the municipal utility. The sensitivity of fuel costs increasing at a different rate than the general price-escalation was tested by allowing the increase in fuel costs to vary from 3 to 8% per year. Assuming fuel costs increase at the same rate as the general economy, it is feasible to update, retrofit, renovate, and install hydroelectric generating capacity at Sabin, Boardman and Brown Bridge. This Preliminary Assessment was prepared in response to the California Forest Resources Assessment and Policy Act of 1977 (FRAPA). This Act was passed to improve the information base upon which State resource administrators formulate forest policy. The Act provides for this report and a full assessment by 1987 and at five year intervals thereafter. Combustion: an oil spill mitigation tool

The technical feasibility of using combustion as an oil spill mitigation tool was studied. Part I of the two-part report is a practical guide oriented toward the needs of potential users, while Part II is the research or resource document from which the practical guidance was drawn. The study included theoretical evaluations of combustion of petroleum pool fires under the effects of weathering and an oil classification system related to combustion potential. The theoretical analysis of combustion is balanced by practical experience of oil burning and case history information. Decision elements are provided which can be used as a guide for technical evaluations of a particular oil spill situation. The rationale for assessing technical feasibility is given in the context of other alternatives available for response to an oil spill. A series of research and technology development concepts are included for future research. The ethics of using oil burning are discussed as issues, concerns, and tradeoffs. A detailed annotated bibliography is appended along with a capsule review of a decade of oil burning studies and other support information.

Institutional arrangements for the reduction of proliferation risks formulation, evaluation, and implementation of institutional concepts. Appendices

The purpose of this supporting analysis is to provide a foundation for developing a model, an international or multinational institution capable of accomodating the back end of the fuel cycle, while meeting US nonproliferation goals. The analysis is based on a review of selected, defunct and extant institutions which, although not necessarily concerned with nonproliferation, have faced a trade-off between acceptability and effectiveness in meeting their objectives. Discussion of the various institutions is divided into three categories: international organizations, multinational consortia, and cartels or producer associations. Examples of international organizations include the International Seabed Authority, Intelsat, the United Nations and the International Atomic Energy Agency (IAEA). The International Seabed Authority is discussed. Multinational consortia are organizations that have been developed primarily to meet common commercial objectives. Membership includes at least three member nations. Examples include the Scandinavian Airline System (SAS), URENCO, Unilever, Royal Dutch Shell, Eurochemic, Eurodif, Euratom, European Coal and Steel Community, and Serena. Cartels or producer associations are multinational agreements that restrict market forces; viz, production, market share, customers or prices. Annual status report on the inactive uranium mill tailings sites remedial action program

Assessments of inactive uranium mill tailings sites in the United States led to the designation of 25 processing sites for remedial action under the provisions of Section 102(a) Public Law 95-604. The Department of Energy assessed the potential health effects to the public from the residual radioactive materials on or near the 25 sites; and, with the advice of the Environmental Protection Agency, the Secretary established priorities for performing remedial action. In designating the 25 sites and establishing the priorities for performing remedial action, the Department of Energy consulted with the Environmental Protection Agency, Nuclear Regulatory Commission, Department of the Interior, governors of the affected States, Navajo Nation, and appropriate property owners. Public participation in this process was encouraged. During Fiscal Year 1980, Department of Energy will be conducting surveys to verify the radiological characterization at the designated processing sites; developing cooperative agreements with the affected States; and initiating the appropriate National Environmental Policy Act documentation prior to conducting specific remedial actions.

Significant Problems in Geothermal Development in California, Final Report on Four Workshops, December 1978 - March 1979

From November 1978 through March 1979 the California Geothermal Resources Board held four workshops on the following aspects of geothermal development in California: County Planning for Geothermal Development; Federal Leasing and Environmental Review Procedures; Transmission Corridor Planning; and Direct Heat Utilization. One of the objectives of the workshops was to increase the number of people aware of geothermal resources and their uses. This report is divided into two parts. Part 1 provides summaries of all the key information discussed in the workshops. For those people who were not able to attend, this part of the report provides you with a capsule version of the workshop sessions. Part 2 focuses on the key issues raised at the workshops which need to be acted upon to expedite geothermal resource development that is acceptable to local government and environmentally prudent. For the purpose of continuity, similar Geothermal Resources Task Force recommendations are identified.
