The ACIR Library is composed of publications that study the interactions between different levels of government. This document addresses the role of federal mandates.

For nearly 20 years, biosphere reserves have offered a unique framework for building the knowledge, skills, and attitudes required for conservation and sustainable use of ecosystems. The 12 case studies in this volume chronicle many of the cooperative efforts to implement the biosphere reserve concept in the United States. Considered together, these efforts involve more than 20 types of protected areas, and the participation of all levels of government, and many private organizations, academic institutions, citizens groups, and individuals. Biosphere reserves are multi-purpose areas that are nominated by the national committee of the Man and the Biosphere Program (MAB) and designated by the United Nations Educational, Scientific and Cultural Organization (UNESCO) to serve as demonstration areas for cooperation in building harmonious relationships between human activities and the conservation of ecosystems and biological diversity. Each biosphere reserve exemplifies the characteristic ecosystems of one of the worlds biogeographical regions. It is a land or coas%arine area involving human communities as integral components and including resources managed for objectives ranging from complete protection to intensive, yet sustainable development. A letter report issued by the Government Accountability Office with an abstract that begins "This report responds to two ongoing GAO mandates under the American Recovery and Reinvestment Act of 2009 (Recovery Act). It is the latest in a series of reports on the uses of and accountability for Recovery Act funds in 16 selected states, certain localities in those jurisdictions, and the District of Columbia (District). These jurisdictions are estimated to receive about two-thirds of the intergovernmental assistance available through the Recovery Act. This report also responds to GAO's mandate to comment on the jobs estimated in recipient reports. GAO collected and analyzed documents and interviewed state and local officials and other Recovery Act award recipients. GAO also analyzed federal agency guidance and spoke with individual federal officials."

A letter report issued by the Government Accountability Office with an abstract that begins "Emergency communications breakdowns undermined response efforts during terrorist attacks in 2001 and Hurricane Katrina in 2005. In response, federal agencies like the Department of Homeland Security (DHS) and Federal Communications Commission (FCC) have increased efforts to enhance emergency communications. This requested report identifies (1) vulnerabilities, if any, to emergency communications systems; (2) federal assistance available or planned to first responders for addressing vulnerabilities or enhancing emergency communications; and (3) challenges, if any, with federal emergency communications efforts. GAO developed six catastrophic disaster case studies, reviewed agency documents, and interviewed public and private sector officials at the national, state, and local levels."

Over the past 25 years more than 20 major studies have examined the technological potential to improve the fuel economy of passenger cars and light trucks in the US. The majority has used technology/cost analysis, a combination of analytical methods from the disciplines of economics and automotive engineering. In this paper they describe the key elements of this methodology, discuss critical issues responsible for the often widely divergent estimates produced by different studies, review the history of its use, and present results from six recent assessments. Whereas early studies tended to confine their scope to the potential of proven technology over a 10-year time period, more recent studies have focused on advanced technologies, raising questions about how best to include the likelihood of technological change. The paper concludes with recommendations for further research.

This report describes the structure and development of the narcotics trade in Afghanistan and explores its relevance to Afghan, U.S., and international security interests, including the 9/11 Commission’s recommendation that the United States make a long term commitment to the stability and security of Afghanistan. The report provides current statistical information on the opium trade, profiles its various participants, explores alleged narco-terrorist linkages, and reviews the U.S. and international policy response since late 2001. The report also considers current policy debates regarding the role of the U.S. military in future counternarcotics operations in Afghanistan; planned opium poppy eradication; and funding issues for Congress.

A letter report issued by the General Accounting Office with an abstract that begins "Before 1850, an estimated 16 million salmon and steelhead returned to the Columbia River Basin annually to spawn. Over the past 25 years, the number of salmon and steelhead returning to the Columbia River Basin has averaged only 660,000 per year although annual population levels have varied widely. Factors such as over-harvesting, construction and operation of dams, degradation of spawning habitat, increased human population, and unfavorable weather and ocean conditions have contributed to the long-term decline. The population decline has resulted in the listing of 12 salmon and steelhead populations in the basin as threatened or endangered under the Endangered Species Act. Once a species is listed as threatened or endangered, the act requires that efforts be taken to allow its recovery. Eleven federal agencies are involved with salmon and steelhead recovery efforts in the Columbia River Basin. The National Marine Fisheries Service (NMFS), as the lead agency, is responsible for preparing a recovery plan and consulting with the other federal agencies on their planned actions. In lieu of property taxes, the Forest Service generally shares 25% of receipts from the sale, lease, rental, or other use of the national forests to the states for use on roads and schools in the counties where the national forests are located. This report discusses concerns about the equity and stability of Forest Service receipt-sharing payments, especially with the decline in timber sales over the past decade, and about the incentives of the current system.

"Enterprise zones" as a concept originated in England in the late 1970s. The idea is to free certain specified urban areas of taxes and government regulations to encourage private business investment and create new jobs. Empirical evidence to support the concept is lacking. This paper contains a discussion of the concept of enterprise zones, without reference to any legislative proposals in the United States. Analyses of legislation will appear as prime sponsors introduce new bills.

The Homeland Security Act of 2002 and federal policy established DHS as the focal point for coordinating activities to protect the computer systems that support our nation's critical infrastructures. GAO was asked to determine (1) DHS's roles and responsibilities for cyber critical infrastructure protection, (2) the status and adequacy of DHS's efforts to fulfill these responsibilities, and (3) the challenges DHS faces in fulfilling its cybersecurity responsibilities."
