Public Safety Communications Policy

Since September 11, 2001, the effectiveness of America’s communications capabilities in support of the information needs of first responders and other public safety workers have been a matter of concern to Congress. The Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458) included sections that responded to recommendations made by the 9/11 Commission, in its report of July 2004, and by others in recent years, regarding public safety communications. Most public safety advocates consider that the communications failures following the the onslaught of Hurricane Katrina demonstrates that there is much still to be done to provide the United States with adequate communications capabilities in emergencies.

Restructured Electricity Markets: Three States' Experiences in Adding Generating Capacity

A letter report issued by the General Accounting Office with an abstract that begins "Twenty-four states and the District of Columbia have restructured electricity markets by shifting from service provided through a regulated monopoly to service provided through open competition among the local utilities and their competitors. The restructuring was intended to boost competition and expand consumer choice, increase efficiency, and lower prices. Of the three states GAO studied, Texas had the greatest need for additional electric power, and it added the most new capacity from 1995 through 2001. In contrast, California added 25 percent of the forecasted need for capacity over this period. Although Pennsylvania added less than half of its forecasted need for capacity, the state continues to be a net exporter of electricity to nearby states. The three states have similar processes for approving applications to build and operate new power plants. In all three states, state and local agencies must review the applications to ensure that the developer complies with environmental, land use, and other requirements before issuing the permits necessary to build and operate a power plant. California also has a state energy commission that reviews each power plant application to determine whether the benefits …

Unfunded Mandates Reform Act: History, Impact, and Issues

This report examines debates regarding what constitutes an "unfunded federal mandate" and the Unfunded Mandates Reform Act of 1995's (UMRA) implementation. It focuses on UMRA's requirement that the Congressional Budget Office (CBO) issue written cost estimate statements for federal mandates in legislation, its procedures for raising points of order in the House and Senate concerning unfunded federal mandates in legislation, and its requirement that federal agencies prepare written cost estimate statements for federal mandates in rules. It also assesses UMRA's impact on federal mandates and arguments concerning UMRA's future, focusing on UMRA's definitions, exclusions, and exceptions which currently exempt many federal actions with potentially significant financial impacts on nonfederal entities.

Although the national strategy for homeland security acknowledges the need to address these challenges, much work remains to successfully implement it."

Recovery Act: Grant Implementation Experiences Offer Lessons for Accountability and Transparency

A letter report issued by the Government Accountability Office with an abstract that begins "Federal, state, and local officials responsible for implementing grants funded by the American Recovery and Reinvestment Act of 2009 (Recovery Act) as well as the external oversight community reported lessons learned regarding both useful practices and challenges to ensuring accountability. Faced with aggressive timelines for distributing billions of dollars, they adopted a number of practices to foster accountability including (1) strong support by top leaders; (2) centrally-situated collaborative governance structures; (3) the use of networks and agreements to share information and work towards common goals; and (4) adjustments to, and innovations in, usual approaches to conducting oversight such as the increased use of up-front risk assessments, the gathering of "real time" information, earlier communication of audit findings, and the use of advanced data analytics. For example, in 2009, the Recovery Accountability and Transparency Board (Recovery Board) established the Recovery Operations Center which used advanced data analysis techniques to identify potential fraud and errors before and after payments were made.
