Federal Advisory Committees: An Overview
This report discusses Federal advisory committees, which are created as provisional advisory bodies that can circumvent bureaucratic constraints to collect a variety of viewpoints on specific policy issues. Advisory bodies have been created to address a host of issues, ranging from policies on organ donation to the design and implementation of the Department of Homeland Security. In commenting on a draft of this report, SEC's Chair expressed her pleasure that GAO found that SEC had successfully remediated the two significant deficiencies identified in 2012. The Chair added that SEC will focus on the significant deficiency GAO reported in 2013 in the area of information security."

Grant request: to implement energy conservation measures as part of the state original and supplemental energy conservation plans
The program measures described in this document comprise a grant request to DOE under the Energy Policy and Conservation Act of 1975 and the Energy Conservation and Production Act of 1976. The amount requested, $5,555,000, will allow the extension, acceleration, and implementation of energy conservation activities already in progress in California. Accomplishments to date have included the adoption of residential standards, and the implementation of an energy survey program for public buildings. Efficiency standards have been established for refrigerators and room and central air conditioners, appliances which utilize a significant amount of residential energy. Before the end of 1977, efficiency standards will be established for clothes dryers, washers, and water heaters. Program elements are: technical/financial assistance; public awareness; standards setting; solar element; research/analysis/evaluation; and coordination and management.

Independent Evaluators of Federal Programs: Approaches, Devices, and Examples
Congress and the executive, as well as outside organizations, have long been attentive to the evaluation of federal programs, with frequent interest paid to the independent status of the evaluator. This interest continues into the current era, with numerous illustrations of the multifaceted approaches adopted and proposed. This report focuses on examples of independent evaluators (IEs): when an evaluation is to be conducted by an entity outside the immediate organization that is responsible for policy implementation, and the entity also is intended to have one or more dimensions of independence.

Homeland Security: DHS's Actions to Recruit and Retain Staff and Comply with the Vacancies Reform Act
A letter report issued by the Government Accountability Office with an abstract that begins "Since its inception in 2003, the Department of Homeland Security (DHS) has faced numerous human capital challenges related to recruiting, retaining, and managing its workforce of nearly 171,000 employees. As requested, this report analyzes DHS's attrition, efforts to recruit and retain staff, use of external employees, and compliance with certain provisions of the Vacancies Reform Act, which requires agencies to report to Congress and the Comptroller General vacancies in certain presidentially-appointed positions requiring Senate confirmation. To conduct its work, GAO surveyed human capital personnel from DHS and its component agencies; analyzed federal personnel data files, Office of Personnel Management (OPM) human capital documentation, and relevant legislation; and interviewed key DHS officials."

Unfunded Mandates Reform Act: History, Impact, and Issues
This report examines debates regarding what constitutes an "unfunded federal mandate" and the Unfunded Mandates Reform Act of 1995's (UMRA) implementation. It focuses on UMRA's requirement that the Congressional Budget Office (CBO) issue written cost estimate statements for federal mandates in legislation, its procedures for raising points of order in the House and Senate concerning unfunded federal mandates in legislation, and its requirement that federal agencies prepare written cost estimate statements for federal mandates in rules. It also assesses UMRA's impact on federal mandates and arguments concerning UMRA's future, focusing on UMRA's definitions, exclusions, and exceptions which currently exempt many federal actions with potentially significant financial impacts on nonfederal entities.

Climate Change: Financial Risks to Federal and Private Insurers in Coming Decades Are Potentially Significant
A letter report issued by the Government Accountability Office with an abstract that begins "Weather-related events have cost the nation billions of dollars in damages over the past decade. Many of these losses are borne by private insurers and by two federal insurance programs--the National Flood Insurance Program (NFIP), which insures properties against flooding, and the Federal Crop Insurance Corporation (FCIC), which insures crops against drought or other weather disasters. GAO was asked to (1) describe how climate change may affect future weather-related losses, (2) determine past insured weather-related losses, and (3) determine what major private insurers and federal insurers are doing to prepare for potential increases in such losses. While the Internet was originally developed by the Department of Defense, the vast majority of its infrastructure is currently owned and operated by the private sector. Federal policy recognizes the need to prepare for debilitating Internet disruptions and tasks the Department of Homeland Security (DHS) with developing an integrated public/private plan for Internet recovery.
