This report provides background information and policy analysis pertinent to proposals to restructure first responder assistance programs. Specifically, this report provides information on existing programs, appropriations, legislation in the 107th and 108th Congress, and selected policy issues. This report does not discuss all relevant policy issues, but, rather, those issues that may be germane to any significant restructuring of existing programs.

Since the end of the Cold War in the early 1990s, a number of reports have been prepared on a broad range of science and technology (S&T) policy issues, most notably dealing with national research and development (R&D) goals, priorities, and budgets, and university-government-industry relationships. This report discusses and analyzes ten of these S&T reports.

A letter report issued by the Government Accountability Office with an abstract that begins "Federal and state trade promotion activities are intended to help U.S. firms compete successfully in foreign markets. Small and medium-sized enterprises (SME)--firms with fewer than 500 employees--represent a key segment of exporting firms. GAO was asked to determine (1) the relationship between the Department of Commerce's (Commerce) U.S. Commercial Service (CS) and states' trade offices' export promotion programs, (2) CS's methodology and practices for determining costs and establishing user fees for export promotion services, and (3) how CS's user fees affect SMEs' use of its programs. GAO conducted a survey of states' trade offices and reviewed data such as export promotion budgets and fees, program information, government standards, and user fee studies. GAO met with officials from Commerce, the State International Development Organizations, six states' trade offices, and others."

In the late 1950's, Edward Teller--one of the LLNL founders--proposed that the Laboratory commission a Livermore Advanced Research Computer (LARC) built to Livermore's specifications. He tells the story of being in Washington, DC, when John Von Neumann asked to talk about the LARC. He thought Teller wanted too much memory in the machine. (The specifications called for 20-30,000 words.) Teller was too smart to argue with him. Later Teller invited Von Neumann to the Laboratory and showed him one of the design codes being prepared for the LARC. He asked Von Neumann for suggestions on fitting the code into 10,000 words of memory, and flattered him about ''Labbies'' …
