Homeland Security: Intergovernmental Coordination and Partnership Will Be Critical to Success

Testimony issued by the General Accounting Office with an abstract that begins "The challenges posed by homeland security exceed the capacity and authority of any one level of government. Protecting the nation against these threats calls for a truly integrated approach, bringing together the resources of all levels of government. The proposed Department of Homeland Security will have a central role in efforts to enhance homeland security. The proposed consolidation of homeland security programs has the potential to reduce fragmentation, improve coordination, and clarify roles and responsibilities. However, formation of a department should not be considered a replacement for the timely issuance of a national homeland security strategy to guide implementation of the complex mission of the department. Appropriate roles and responsibilities within and between the government and private sector need to be clarified. New threats are prompting a reassessment and shifting of long-standing roles and responsibilities, but these shifts are being considered on a piecemeal and ad hoc basis without benefit of an overarching framework and criteria. A national strategy could provide guidance by more systematically identifying the unique capacities and resources at each level of government to enhance homeland security and by providing increased accountability within the intergovernmental …

Overview of the INPRO Project

During the last fifty years remarkable results are achieved in the application of nuclear technology for the production of electricity. Looking ahead to the next fifty years it is clear that the demand for energy will grow considerably and also the requirements for the way the energy will be supplied. Within the International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO), the future of the energy demand and supply was explored and several scenario's identified. A leading requirement for energy supply is coming up and will play a crucial role: sustainability of the way the energy supply will be realized. Fulfilling the growing need for energy in developing countries is as well an important issue. Based on these scenario's for the next fifty years, an inventory of requirements for the future of nuclear energy systems has been collected as well a methodology developed by INPRO to assess innovative nuclear systems and fuel cycles. FINAL CLOSE-OUT REPORT

The Interstate Oil and Gas Compact Commission (IOGCC) engaged in numerous projects outlined under the scope of work discussed in the United States Department of Energy (DOE) grant number DE-FG26-01BC15336 awarded to the IOGCC. Numerous projects were completed that were extremely valuable to state oil and gas agencies as a result of work performed utilizing resources provided by the grant. There are numerous areas in which state agencies still need assistance. This additional assistance will need to be addressed under another grant because funding resources have been exhausted under The scope of work objectives for the eight projects covered under this grant is as follows: (1) Improve uniformity within state oil and gas data management efforts. (2) Conduct environmental compliance workshops and related educational projects on natural gas and oil exploration and production. (3) Improve regulatory efficiency through partnering opportunities provided by the Appalachian Illinois Basin Directors. (4) Promote the development and implementation of risk-based environmental regulation at the state level through an expertise-sharing program that brings stakeholders together to develop guidelines and models to meet regulatory challenges. (5) Support the IOGCC's regulatory streamlining efforts, including the identification and elimination of unnecessary duplications of effort between state and federal programs …

The expiration of the JPA (Joint Project Agreement), the implementation of the Affirmation of Commitments, and the continuing U.S. authority over the DNS root zone remain issues of interest to the 112th Congress, the Administration, foreign governments, and other Internet stakeholders worldwide.
