Problems Encountered in Money Laundering Investigations

The purpose of this study is to identify how the U.S. is responding to money laundering and what kind of problems arise while countering it, beginning with a detailed description of money laundering, its stages, typologies, impacts, and complications. Due to the broad nature of this subject only three main issues form the focal point of this study: problems concerning the banking industry and other financial organizations, problems resulting from the limitations of law enforcement agencies, and problems arising from the lack of cooperation between and within financial institutions and law enforcement agencies. Several probable solutions to the above problems are identified: Considering the financial industry, there are loopholes in the Bank Secrecy Act (BSA) and in other regulations that apply to the industry. Thus, there is a comparison of the Subjective Model vs. Objective Model in terms of reporting systems for financial organizations. On the law enforcement side, the priority is the need to update and upgrade their technology and investigation mechanisms in order not to fall behind the criminals. The Lawrence Livermore National Laboratory (LLNL) was founded in 1952 and has been managed since its inception by the University of California (UC) for the U.S. Department of Energy (DOE). Because of this long association with UC, the Laboratory has been able to recruit a world-class workforce, establish an atmosphere of intellectual freedom and innovation, and achieve recognition in relevant fields of knowledge as a scientific and technological leader. This environment and reputation are essential for sustained scientific and technical excellence. As a DOE national laboratory with about 7,000 employees, LLNL has an essential and compelling primary mission to ensure that the nation's nuclear weapons remain safe, secure, and reliable and to prevent the spread and use of nuclear weapons worldwide. The Laboratory receives funding from the DOE Assistant Secretary for Defense Programs, whose focus is stewardship of our nuclear weapons stockpile. Funding is also provided by the Deputy Administrator for Defense Nuclear Nonproliferation, many Department of Defense sponsors, other federal agencies, and the private sector. Managing Water Resources in the Tigris and Euphrates Drainage Basin: An Inquiry into the Policy Process

The Tigris and Euphrates are international rivers vital to the four countries through which they flow: Turkey, Syria, Iraq, and Iran. The population in the region has more than doubled in less than thirty years, and irrigated agriculture, hydroelectric power generation, industrialization, and urbanization have increased. All of these developments require more water, and the dependence of the riparian nations on the waters of the Tigris and Euphrates Rivers has become apparent, as has the need for comprehensive, basin-wide management of water resources. At present the riparians have shown some concern about the management of water in the two rivers, although no consensus exists as to the precise nature of the problem or what should be done to resolve it. This policy-oriented dissertation attempts to help frame the policy issues of managing the waters of the Tigris and Euphrates basin. It also seeks to provide an understanding of the policy process and to meet the intelligence needs of policy-makers with regard to the future management of these international waterways. Finally, it provides strategies for developing and implementing a cooperative water policy for this international basin.

Thank you for your interest in the activities of the Lawrence Livermore National Laboratory Computation Directorate. This collection of articles from the Laboratory's Science & Technology Review highlights the most significant computational projects, achievements, and contributions during 2002. In 2002, LLNL marked the 50th anniversary of its founding. Scientific advancement in support of our national security mission has always been the core of the Laboratory. So that researchers could better under and predict complex physical phenomena, the Laboratory has pushed the limits of the largest, fastest, most powerful computers in the world. In the late 1950's, Edward Teller--one of the LLNL founders--proposed that the Laboratory commission a Livermore Advanced Research Computer (LARC) built to Livermore's specifications. He tells the story of being in Washington, DC, when John Von Neumann asked to talk about the LARC. He thought Teller wanted too much memory in the machine. (The specifications called for 20-30,000 words.) Teller was too smart to argue with him. Later Teller invited Von Neumann to the Laboratory and showed him one of the design codes being prepared for the LARC. He asked Von Neumann for suggestions on fitting the code into 10,000 words of memory, and flattered him about ''Labbies'' …

Power Politics in a Federal Agency: a Policy Study in Federal Aid Programs for Students in Higher Education

This paper determines relationships between three elements of the American policy process: legislature, agency, and administrative clientele. It concerns interrelationships between these elements and their affect to agency functions. A model is constructed; revealing the policy process, illustrating behavior patterns responsible for normal functioning and failure of policies and programs. The model develops through study of a single policy area. Supplemental data are provided from a survey. The paper concludes that the process is based on legislation-- causing activity in an agency or substantial change in programs; agency actions, seated in its own organizational objectives, and resultant to internal conflicts; and by clientele behavior, determined by agency actions or inactions. This model may help predicting policy outcomes, but only after similar but more comprehensive studies.

Teaching Outside the Box: Student and Teacher Perceptions of Flexible Learning Environments Outside the 21st Century Classroom

The purpose of this study was to ascertain student and teacher perceptions of the environment in which student learning takes place and their perceptions of how it has helped them in the cognitive and social domains. Data collected were through student and teacher perception surveys, student and teacher perception questionnaires, classroom observations, student focus group discussions, and teacher interviews. Themes that emerged from the data sources were student interactions, students' autonomy in personalizing their learning space, teacher perceptions of comfort in the classroom, and student perceptions of comfort in the classroom. The findings of this study point to four recommendations for educational leaders to ensure the effective implementation of new and dynamic learning spaces: (1) consult and support teacher and students, (2) provide professional development, (3) visit campuses and other learning spaces, and (4) add color. In order for real change to take place, teachers need to enquire about and embrace student preferences and allow for the discomfort that will be present when trying something new. Teachers must be willing to relinquish control of the learning experience for the student in order to allow for possibilities in personalized learning on the part of the student.
