3-D subsurface modeling within the framework of an environmental restoration information system: Prototype results using earthvision

As a result of the DOE Oak Ridge Reservation (DOE-ORR) placement on the EPA Superfund National Priorities List in December of 1989, all remedial activities, including characterization, remedial alternatives selection, and implementation of remedial measures, must meet the combined requirements of RCRA, CERCLA, and NEPA. The Environmental Restoration Program, therefore, was established with the mission of eliminating or reducing to prescribed safe levels the risks to the environment or to human health and safety posed by inactive and surplus DOE-ORR managed sites and facilities that have been contaminated by radioactive and surplus DOE-ORR managed sites and facilities that have been contaminated by radioactive, hazardous, or mixed wastes. In accordance with an established Federal Facilities Agreement (FFA), waste sites and facilities across the DOE-ORR have been inventoried, prioritized, and are being systematically investigated and remediated under the direction of Environmental Restoration. EarthVision, a product of Dynamic Graphics, Inc., that provides three-dimensional (3-D) modeling and visualization, was exercised within the framework of an environmental restoration (ER) decision support system. This document serves as the 45-day report deliverable for the tank C-203 auger samples collected on April 5, 1995 (samples 95-AUG-20 and 95-AUG-021). As no secondary analyses were required and no other analyses have been requested, this document also serves as the final report for C-203 auger sampling. Each sample was received, extruded, and analyzed by the 222-S Laboratories in accordance with the Tank Characterization Plan (TCP) referenced below. Included in this report are the primary safety screening results (DSC, TGA, and alpha) and density results. The worklists and raw data are included in this report. Photographs of the auger samples were taken during extrusion and, although not included in this report, are available.

Two auger samples from tank 241-BY-103 (BY-103) were received by the 222-S Laboratories and underwent safety screening analysis, consisting of differential scanning calorimetry (DSC), thermogravimetric analysis (TGA), and total alpha activity. Analytical results for the TGA analyses for both samples were less than the safety screening notification limit. Since notification is made if the sample is analyzed at less than 17% water, notification was made on April 20, 1995. Although the sample results were below this limit, no secondary analyses were required or performed. Included in this report are the primary safety screening results obtained from the analyses and copies of all DSC and TGA raw data scans as requested per the TCP. Photographs of the auger samples were taken during extrusion and, although not included in this report, are available. Tank BY-103 is on the ferrocyanide Watch List.

Two auger samples from tank 241-C-201 (C-201) were received by the 222-S Laboratories and underwent safety screening analysis, consisting of differential scanning calorimetry (DSC), thermogravimetric analysis (TGA), and total alpha activity. Analytical results for the DSC analyses of both samples exceeded the notification limit of 481 J/g (dry weight basis). As well, the TGA analyses for both samples were less than the safety screening notification limit (notification is made if the sample is analyzed at less than 17 percent water). Notification of both of these occurrences was made on May,15, 1995, and secondary analysis of total organic carbon (TOC) was initiated. These TOC analysis results are also included in this report.

Two one-segment core samples from tank 241-U-203 (U-203) were received by the 222-S Laboratories and underwent safety screening analysis, consisting of differential scanning calorimetry (DSC), thermogravimetric analysis (TGA), and total alpha activity. In addition to the safety screening requirements, inductively coupled plasma (ICP) spectrographic analysis for lithium was performed to determine the extent of hydrostatic head fluid contamination during the sampling event. No notification limits were exceeded for these analyses.

The 1992 Pacific Northwest Residential Energy Survey: Phase 1 : Book 1 : Getting Started.

This Executive Summary outlines the general processes employed in and the major findings from the conduct of Phase I of the Pacific Northwest Residential Energy Survey (PNWRES92-I) during the last quarter of 1992. This study was Bonneville`s third comprehensive residential survey of the region, conducted to provide data on energy usage, conservation awareness and behaviors, and associated consumer characteristics for use in forecasting and planning. The summary is divided into four sections: Background sets the stage with respect to the need for the survey, relates it to previous work, outlines the implementation processes, and summarizes the data products. Profiling the respondents summarizes the survey results under these six categories: Demographics; Housing Units; Room Inventory; Appliance Inventory; Air-Conditioning/Heating; Water-Heating; and Opinion. Reports and cross-tabulations describes the various individual documents. Bonneville Power Plus provides a short description of an Excel-spreadsheet-based software program that contains all of the tabulated material in a format that encourages browsing among the tables and charts, with special feature that they can be copied directly into other Windows-based documents.

Summaries of significant environmental compliance programs in progress, such as National Environmental Policy Act documentation, environmental permits, environmental restoration, and various waste management programs for Sandia National Laboratories in Albuquerque, New Mexico, are included. The maximum offsite dose impact was calculated to be 0.0016 millirem. The total population within a 50-mile (80 kilometer) radius of Sandia National Laboratories/New Mexico received an estimated collective dose of 0.027 person-rem during 1993 from the laboratories operations, As in the previous year, the 1993 operations at Sandia National Laboratories/New Mexico had no discernible impact on the general public or on the environment. This report is prepared for the U.S. Department of Energy in compliance with DOE Order 5400.1.

This 22nd annual report of the US Nuclear Regulatory Commission (NRC) describes accomplishments, activities, and plans made during Fiscal Year 1996 (FH 1996)--October 1, 1995, through September 30, 1996. Significant activities that occurred early in FY 1997 are also described, particularly changes in the Commission and organization of the NRC. The mission of the NRC is to ensure that civilian uses of nuclear materials in the US are carried out with adequate protection of public health and safety, the environment, and national security. These uses include the operation of nuclear power plants and fuel cycle plants and medical, industrial, and research applications. Additionally, the NRC contributes to combating the proliferation of nuclear weapons material worldwide. The NRC licenses and regulates commercial nuclear reactor operations and research reactors and other activities involving the possession and use of nuclear materials and wastes. It also protects nuclear materials used in operation and facilities from theft or sabotage. To accomplish its statutorily mandated regulatory mission, the NRC issues rules and standards, inspects facilities and operations, and issues any required enforcement actions.
