PRIDE Surveillance Projects Data Packaging Project Information Package Specification Version 1.1

Information Package Specification version 1.1 describes an XML document format called an information package that can be used to store information in information management systems and other information archives. An information package consists of package information, the context required to understand and use that information, package metadata that describes the information, and XML signatures that protect the information. The information package described in this specification was designed to store Department of Energy (DOE) and National Nuclear Security Administration (NNSA) information and includes the metadata required for that information: a unique package identifier, information marking that conforms to DOE and NNSA requirements, and access control metadata. It is an implementation of the Open Archival Information System (OAIS) Reference Model archival information package tailored to meet NNSA information storage requirements and designed to be used in the computing environments at the Y-12 National Security Complex and at other NNSA sites.

Proceedings of RIKEN BNL Research Center Workshop: Progress in High-pT Physics at RHIC

This volume archives the presentations at the RIKEN BNL Research Center workshop 'Progress in High-PT Physics at RHIC', held at BNL in March 2010. Much has been learned from high-p{sub T} physics after 10 years of RHIC operations for heavy-ion collisions, polarized proton collisions and d+Au collisions. The workshop focused on recent progress in these areas by both theory and experiment. The first morning saw review talks on the theory of RHIC high-p{sub T} physics by G. Sterman and J. Soffer, and on the experimental results by M. Tannenbaum. One of the most exciting recent results from the RHIC spin program is the first observation of W bosons and their associated single-spin asymmetry. The new preliminary data were reported on the first day of our workshop, along with a theoretical perspective. There also were detailed discussions on the global analysis of polarized parton distributions, including the knowledge on gluon polarization and the impact of the W-data. The main topic of the second workshop day were single-transverse spin asymmetries and their analysis in terms of transverse-momentum dependent parton distributions. How can DOE, NNSA, and Y-12 best handle the integration of information from diverse sources, and what will best ensure that legacy data will survive changes in computing systems for the future? Although there is no simple answer, it is becoming increasingly clear throughout the information-management industry that a key component of both preservation and integration of information is the adoption of standardized data formats. The most notable standardized format is XML, to which almost all data is now migrating. XML is derived from SGML, as is HTML, the common language of the World Wide Web. XML is becoming increasingly important as part of the Y-12 data infrastructure. Y-12 is implementing a new generation of XML-based publishing systems. Y-12 already has been supporting projects at DOE Headquarters, such as the Guidance Streamlining Initiative (GSI) that will result in the storage of classification guidance in XML. Y-12 collects some test data in XML as the result of Electronic Data Capture (EDC), and XML data is also used in Engineering Releases. Cultural Resource Investigations for a Multipurpose Haul Road on the Idaho National Laboratory

The U. S. Department of Energy, Idaho Operations Office is considering options for construction of a multipurpose haul road to transport materials and wastes between the Materials and Fuels Complex (MFC) and other Idaho National Laboratory (INL) Site facilities. The proposed road will be closed to the public and designed for limited year-round use. Two primary options are under consideration: a new route south of the existing T-25 power line road and an upgrade to road T-24. In the Spring of 2010, archaeological field surveys and initial coordination and field reconnaissance with representatives from the Shoshone-Bannock Tribes were completed to identify any resources that may be adversely affected by the proposed road construction and to develop recommendations to protect any listed or eligible for listing on the National Register of Historic Places. The investigations showed that 24 archaeological resources and one historic marker are located in the area of potential effects for road construction and operation south of the T-25 powerline road and 27archaeological resources are located in the area of potential effects for road construction and operation along road T-24. Generalized tribal concerns regarding protection of natural resources were also documented in both road corridors. This report outlines recommendations …

MEASUREMENTS OF PAST 14C LEVELS AND 13C/12C RATIOS IN THE SURFACE WATERS OF THE WORLD'S SUBPOLAR OCEANS.

Under this project we have developed methods that allow the reconstruction of past {sup 14}C levels of the surface waters of the subpolar North Pacific Ocean by measuring the {sup 14}C contents of archived salmon scales. The overall goal of this research was to reduce of the uncertainty in the uptake of fossil CO{sub 2} by the oceans and thereby improve the quantification of the global carbon cycle and to elucidate the fate of anthropogenic CO{sub 2}. Ocean General Circulation Models (OGCMs), with their three dimensional global spatial coverage and temporal modeling capabilities, provide the best route to accurately calculating the total uptake of CO{sub 2} by the oceans and, hence, to achieving the desired reduction in uncertainty. {sup 14}C has played, and continues to play, a central role in the validation of the OGCMs calculations, particularly with respect to those model components which govern the uptake of CO{sub 2} from the atmosphere and the transport of this carbon within the oceans. Under this project, we have developed time-series records of the {sup 14}C levels of the surface waters of three areas of the subpolar North Pacific Ocean. Attributes of the Federal Energy Management Program's Federal Site Building Characteristics Database

Typically, the Federal building stock is referred to as a group of about one-half million buildings throughout the United States. Additional information beyond this level is generally limited to distribution of that total by agency and maybe distribution of the total by state. However, additional characterization of the Federal building stock is required as the Federal sector seeks ways to implement efficiency projects to reduce energy and water use intensity as mandated by legislation and Executive Order. Using a Federal facility database that was assembled for use in a geographic information system tool, additional characterization of the Federal building stock is provided including information regarding the geographical distribution of sites, building counts and percentage of total by agency, distribution of sites and building totals by agency, distribution of building count and floor space by Federal building type classification by agency, and rank ordering of sites, buildings, and floor space by state. A case study is provided regarding how the building stock has changed for the Department of Energy from 2000 through 2008.

Judging Edward Teller: A Closer Look at One of the Most Influential Scientists of the Twentieth Century

Much has been written about Edward TEller, but little of it is objective. Given, on the one hand, his position as one of the most inventive theoretical physicists of the 20th century, and on the other, his central role in the development and advocacy of thermonuclear weapons, one might imagine it impossible at this point in history to write a scholarly, impartial account of Teller's life and his impact. Now, however, Istvan Hargittai, a prominent Hungarian physical chemist and historian of science, has written a balanced, thoughtful, and beautifully research biography that comes closest. Hargittai is uniquely qualified for this difficult task. Coming a generation and a half later from a similar Hungarian-Jewish background, Hargittai understands well the influences and terrible events that shaped Teller. The advent of virulent, political anti-Semitism, first in Hungary and then in Germany, made Teller twice a refugee. Both Teller and Hargittai lost close family in the Holocaust; Hargittai was himself liberated from a Nazi concentration camp as a child. While Teller was in the US by then, his and Hargittai's surviving family members in Hungary suffered mistreatment at the hands of the postwar Hungarian Communist dictatorship. BER Science Network Requirements

The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2010 ESnet and the Office of Biological and Environmental Research, of the DOE Office of Science, organized a workshop to characterize the networking requirements of the science programs funded by BER. The requirements identified at the workshop are summarized and described in more detail in the case studies and the Findings section. A number of common themes emerged from the case studies and workshop discussions. One is that BER science, like many other disciplines, is becoming more and more distributed and collaborative in nature. Another common theme is that data set sizes are exploding. Canada Geese at the Hanford Site – Trends in Reproductive Success, Migration Patterns, and Contaminant Concentrations

Pacific Northwest National Laboratory (PNNL) has conducted several studies for the U.S. Department of Energy (DOE) to evaluate the status and condition of Canada geese on the Hanford Reach of the Columbia River. This report summarizes results of studies of Canada geese (Branta canadensis moffitti) at the Hanford Site dating back to the 1950s. Results include information on the nesting (reproductive) success of Canada geese using the Hanford Reach, review of the local and regional migration of this species using data from bird banding studies, and summary data describing monitoring and investigations of the accumulation of Hanford-derived and environmental contaminants by resident goose populations.

Cultural Resource Investigation for the Materials and Fuels Complex Wastewater System Upgrade at the Idaho National Laboratory

The Materials and Fuels Complex (MFC) located in Bingham County at the Idaho National Laboratory (INL) in southeastern Idaho is considering several alternatives to upgrade wastewater systems to meet future needs at the facility. In April and May of 2010, the INL Cultural Resource Management Office conducted archival searches, archaeological field surveys, and coordination with the Shoshone-Bannock Tribes to identify cultural resources that may be adversely affected by the proposed construction and to provide recommendations to protect any resources listed or eligible for listing on the National Register of Historic Places. These investigations showed that one National Register-eligible archaeological site is located on the boundary of the area of potential effects for the wastewater upgrade. This report outlines protective measures to help ensure that this resource is not adversely affected by construction.

Completion Report for Well ER-EC-11 Corrective Action Units 101 and 102: Central and Western Pahute Mesa

Well ER-EC-11 was drilled for the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office, in support of the Nevada Environmental Restoration Project at the Nevada National Security Site (formerly Nevada Test Site), Nye County, Nevada. The well was drilled in September and October 2009 as part of the Pahute Mesa Phase II drilling program. A main objective was to investigate radionuclide migration down-gradient from Well Cluster ER-20-5 and Well ER-20-7 and across the northern Timber Mountain moat structural zone into the area referred to as the Bench, between Pahute Mesa and the Timber Mountain caldera complex. A secondary purpose of the well was to provide detailed hydrogeologic information for the shallow- to intermediate-depth Tertiary volcanic section in the Bench area. This well also provided detailed hydrogeologic information in the Tertiary volcanic section to reduce uncertainties within the Pahute Mesa-Oasis Valley hydrostratigraphic framework model (Bechtel Nevada, 2002). The main 52.1-centimeter hole was drilled to a depth of 507.5 meters and then opened to a diameter of 66.0 centimeters. It was cased with 50.8-centimeter casing to 504.9 meters. The hole diameter was then decreased to 47.0 centimeters, and drilling continued to a total depth of 979.3 meters. It was …

As energy efficiency in buildings continues to move from discreet technology development to an integrated systems approach, the need to understand and integrate complementary goals and targets becomes more pronounced. Whether within Department of Energy’s (DOE) Building Technologies Program (BTP), across the Office of Energy Efficiency and Renewable Energy (EERE), or throughout DOE and the Federal government, mutual gains and collaboration synergies exist that are not easily achieved because of organizational and time constraints. There also cases where federal agencies may be addressing similar issues, but with different (and sometimes conflicting) outcomes in mind. This report conducts a comprehensive inventory across all EERE and other relevant Federal agencies of potential activities with synergistic benefits. A taxonomy of activities with potential interdependencies is presented. The report identifies a number of federal program objectives, products, and plans related to building energy efficiency and characterizes the current structure and interactions related to these plans and programs. Areas where overlap occurs are identified as are the challenges of addressing issues related to overlapping goals and programs. This report documents the second phase of work under the Sustainable Knowledge Management (SKM) project for the Neutron Generator organization at Sandia National Laboratories. Previous work under this project is documented in SAND2008-1777, Sustaining Knowledge in the Neutron Generator Community and Benchmarking Study. Knowledge management (KM) systems are necessary to preserve critical knowledge within organizations. A successful KM program should focus on people and the process for sharing, capturing, and applying knowledge. The Neutron Generator organization is developing KM systems to ensure knowledge is not lost. A benchmarking study involving site visits to outside industry plus additional resource research was conducted during this phase of the SKM project. The findings presented in this report are recommendations for making an SKM program successful. The recommendations are activities that promote sharing, capturing, and applying knowledge. The benchmarking effort, including the site visits to Toyota and Halliburton, provided valuable information on how the SEA KM team could incorporate a KM solution for not just the neutron generators (NG) community but the entire laboratory. Strategies for enhancing the effectiveness of metagenomic-based enzyme discovery in lignocellulytic microbial communities

Producing cellulosic biofuels from plant material has recently emerged as a key U.S. Department of Energy goal. For this technology to be commercially viable on a large scale, it is critical to make production cost efficient by streamlining both the deconstruction of lignocellulosic biomass and fuel production. Many natural ecosystems efficiently degrade lignocellulosic biomass and harbor enzymes that, when identified, could be used to increase the efficiency of commercial biomass deconstruction. However, ecosystems most likely to yield relevant enzymes, such as tropical rain forest soil in Puerto Rico, are often too complex for enzyme discovery using current metagenomic sequencing technologies. One potential strategy to overcome this problem is to selectively cultivate the microbial communities from these complex ecosystems on biomass under defined conditions, generating less complex biomass-degrading microbial populations. To test this premise, we cultivated microbes from Puerto Rican soil or green waste compost under precisely defined conditions in the presence dried ground switchgrass (Panicum virgatum L.) or lignin, respectively, as the sole carbon source. Phylogenetic profiling of the two feedstock-adapted communities using SSU rRNA gene amplicon pyrosequencing or phylogenetic microarray analysis revealed that the adapted communities were significantly simplified compared to the natural communities from which they were derived. …

The Role of INSPIRE in HEP Data Preservation Efforts

INSPIRE is a new community resource for HEP literature and associated information. It is based on the combination of SPIRES content and features and the powerful Invenio software developed at CERN. The INSPIRE service will come online in fall of 2009, and be run by CERN, DESY, Fermilab and SLAC. Data preservation, to be successful, must not only preserve the data, but must also organize it and allow it to be found by those who would make use of it, and resources such as INSPIRE are ideally positioned and ready to provide this organization and context. In addition, INSPIRE will soon be ready to provide storage of smaller datasets, such as high-level analysis objects, as stand-alone objects placed in the repository or as objects associated with an analysis paper. This small project could pave the way towards the context and organization which is one piece of the infrastructure needed for all levels of data preservation.

The UO portion of the larger TASCS project was focused on the usability subproject identified in the original project proposal. The key usability issue that we tacked was that of supporting legacy code developers in migrating to a component-oriented design pattern and development model with minimal manual labor. It was observed during the lifetime of the TASCS (and previous CCA efforts) that more often than not, users would arrive with existing code that was developed previous to their exposure to component design methods. As such, they were faced with the task of both learning the CCA toolchain and at the same time, manually deconstructing and reassembling their existing code to fit the design constraints imposed by components. This was a common complaint (and occasional reason for a user to abandon components altogether), so our task was to remove this manual labor as much as possible to lessen the burden placed on the end-user when adopting components for existing codes. To accomplish this, we created a source-based static analysis tool that used code annotations to drive code generation and transformation operations. Dynamics of Arctic and Sub-Arctic Climate and Atmospheric Circulation: Diagnosis of Mechanisms and Biases Using Data Assimilation

This is the final report for DOE grant DE-FG02-07ER64434 to Eric DeWeaver at the University of Wisconsin-Madison. The overall goal of work performed under this grant is to enhance understanding of simulations of present-day climate and greenhouse gas-induced climate change. Enhanced understanding is desirable 1) as a prerequisite for improving simulations; 2) for assessing the credibility of model simulations and their usefulness as tools for decision support; and 3) as a means to identify robust behaviors which commonly occur over a wide range of models, and may yield insights regarding the dominant physical mechanisms which determine mean climate and produce climate change. A furthe objective is to investigate the use of data assimilation as a means for examining and correcting model biases. Our primary focus is on the Arctic, but the scope of the work was expanded to include the global climate system to the extent that research targets of opportunity present themselves. Field Derived Emission Factors For Formaldehyde and other Volatile Organic Compounds in FEMA Temporary Housing Units

Sixteen previously occupied temporary housing units (THUs) were studied to assess emissions of volatile organic compounds. The whole trailer emission factors wereevaluated for 36 VOCs including formaldehyde. Indoor sampling was carried out in the THUs located in Purvis staging yard in Mississippi, USA. Indoor temperature andrelative humidity (RH) were also measured in all the trailers during sampling. Indoor temperatures were varied (increased or decreased) in a selection of THUs using theheating, ventilation and air conditioning (HVAC) systems. Indoor temperatures during sampling ranged from 14o C to 33o C, and relative humidity (RH) varied between 35percentand 74percent. Ventilation rates were increased in some trailers using bathroom fans and vents during some of the sampling events. Ventilation rates measured during some aselection of sampling events varied from 0.14 to 4.3 h-1. Steady state indoor formaldehyde concentrations ranged from 10 mu g-m-3 to 1000 mu g-m-3. The formaldehyde concentrations in the trailers were of toxicological significance. The effects of temperature, humidity and ventilation rates were also studied.
