Analysis of the Costs of a Backlog Project in Response to Recommendation 2 of the 2004 Archives and History Office Program Review Committee Report

SLAC Archives and History Office (AHO) backlog of unprocessed material is over 3,000 cubic feet and growing. Because much of this material was directly transferred to off-site storage, the provenance and contents are a mystery. The costs of off-site storage, lack of knowledge of the contents, and the impending federal regulations in 2009 concerning storage facilities all suggest the need for a long-term plan for the backlog. AHO presents these options to SLAC management: (1) Continue with the status quo, adding new accessions to OffSite Records Management, LLC (hereinafter referred to as OffSite) storage; (2) Pull the backlog back a segment at a time for box-level processing, determine what is in each box, get rid of extraneous material, and return what is left to OffSite storage; (3) Gradually retrieve the backlog for thorough, folder-level processing and then transfer to the Federal Records Center in San Bruno (hereinafter referred to as FRC) or the Archives side of the operations at the National Archives and Records Administration in San Bruno (hereinafter referred to as NARA); and (4) Gradually retrieve the backlog for a combination of box-level processing with return to OffSite storage and thorough folder-level processing with transfer to FRC or NARA.

The GNEMRE Dendro Tool.

The GNEMRE Dendro Tool provides a previously unrealized analysis capability in the field of nuclear explosion monitoring. Dendro Tool allows analysts to quickly and easily determine the similarity between seismic events using the waveform time-series for each of the events to compute cross-correlation values. Events can then be categorized into clusters of similar events. This analysis technique can be used to characterize historical archives of seismic events in order to determine many of the unique sources that are present. In addition, the source of any new events can be quickly identified simply by comparing the new event to the historical set.

Nova DAQ, System Architecture, Data Combiner and Timing System

NOvA (E929) is a long baseline experiment that will search for neutrino oscillations. There will be one detector near the beam source at Fermilab, and one detector in northern Minnesota. The DAQ system for the far detector collects over-threshold hits from over 450,000 channels of scintillator readouts, sorts the time-stamped data packets and archives selected time periods of data for transmission and processing. While a simple point-to-point protocol is used for the first level of data collection, Ethernet was chosen as the fabric for the rest of the DAQ. The packet time-stamp and overall system synchronization is based on two common-view GPS trained clock oscillators, one at each site. The present design cost-effectively satisfies the experiment's moderate speed and data volume requirements.

Digital Manufacturing of Gradient Meshed SOFC Sealing Composites with Self-Healing Capabilities

Solid oxide fuel cells (SOFC) hold great promise for clean power generation. However, high temperature stability and long term durability of the SOFC components have presented serious problems in SOFC technological advancement and commercialization. The seals of the fuel cells are the most challenging area to address. A high temperature gas seal is highly needed which is durable against cracking and gas leakage during thermal cycling and extended operation. This project investigates a novel composite seal by integrating 3D printed shape memory alloy (SMA) wires into a glass matrix. The SMA we use is TiNiHf and the glass matrix we use is SrO-La{sub 2}O{sub 3}-Al{sub 2}O{sub 3}-B{sub 2}O{sub 3}-SiO{sub 2} (SLABS). Dilatometry shows to be an extremely useful tool in providing the CTEs. It pinpoints regions of different CTEs under simulated SOFC thermal cycles for the same glass. For the studied SLABS glass system, the region with the greatest CTE mismatch between the glass seal and the adjacent components is 40-500 C, the typical heating and cooling regions for SOFCs. Advanced Characterization of Slags and Refractory Bricks Using Electron Backscatter Diffraction

Numerous studies have been conducted to determine changes that occur in slag that cause a rapid change in viscosity, but these studies have been limited by the inability to characterize/identify the phases present in the slag. Rapid freezing of slag in entrained gasifiers and slagging combustion systems can cause a shutdown of the system. The reactions occurring in slag that result in rapid freezing of slags are not well understood. It is believed that electron backscatter diffraction (EBSD) can be used to analyze slags and aid in their characterization although its use has not been found in literature. The EBSD technique allows particle-by-particle mineralogy based on diffraction patterns generated by the electron beam when the sample is tilted to a high angle. The diffraction pattern (Kikuchi bands) can only come from crystalline phases, which makes this technique ideally suited to study crystal formation in slags where oftentimes the crystals are very small and a reasonable chemical analysis cannot be made by conventional energy-dispersive spectrometry (EDS) methods in the scanning electron microscope. The ability to have mineralogical data based on the crystalline structure of a phase rather than a chemical analysis by EDS allows much better interpretation of the temperature regimes …

The Idaho National Laboratory Site is home to vast numbers and a wide variety of important cultural resources representing at least a 13,500-year span of human occupation in the region. As a federal agency, the Department of Energy Idaho Operations Office has legal responsibility for the management and protection of those resources and has delegated these responsibilities to its primary contractor, Battelle Energy Alliance (BEA). The INL Cultural Resource Management Office, staffed by BEA professionals, is committed to maintaining a cultural resource management program that accepts these challenges in a manner reflecting the resources’ importance in local, regional, and national history. This annual report summarizes activities performed by the INL Cultural Resource Management Office staff during Fiscal Year 2006. This work is diverse, far-reaching and though generally confined to INL cultural resource compliance, also includes a myriad of professional and voluntary community activities. Public health and economic impact of dampness and mold

The public health risk and economic impact of dampness and mold exposures was assessed using current asthma as a health endpoint. Individual risk of current asthma from exposure to dampness and mold in homes from Fisk et al. (2007), and asthma risks calculated from additional studies that reported the prevalence of dampness and mold in homes were used to estimate the proportion of U.S. current asthma cases that are attributable to dampness and mold exposure at 21% (95% confidence internal 12-29%). An examination of the literature covering dampness and mold in schools, offices, and institutional buildings, which is summarized in the appendix, suggests that risks from exposure in these buildings are similar to risks from exposures in homes. Of the 21.8 million people reported to have asthma in the U.S., approximately 4.6 (2.7-6.3) million cases are estimated to be attributable to dampness and mold exposure in the home. Estimates of the national cost of asthma from two prior studies were updated to 2004 and used to estimate the economic impact of dampness and mold exposures. CAU 224 is listed in the Federal Facility Agreement and Consent Order (FFACO) of 1996 as Decon Pad and Septic Systems and is comprised of the following nine Corrective Action Sites (CASs): CAS 02-04-01, Septic Tank (Buried); CAS 03-05-01, Leachfield; CAS 05-04-01, Septic Tanks (4)/Discharge Area; CAS 06-03-01, Sewage Lagoons (3); CAS 06-05-01, Leachfield; CAS 06-17-04, Decon Pad and Wastewater Catch; CAS 06-23-01, Decon Pad Discharge Piping; CAS 11-04-01, Sewage Lagoon; and CAS 23-05-02, Leachfield. The Nevada Division of Environmental Protection (NDEP)-approved corrective action alternative for CASs 02-04-01, 03-05-01, 06-03-01, 11-04-01, and 23-05-02 is no further action. As a best management practice, the septic tanks and distribution box were removed from CASs 02-04-01 and 11-04-01 and disposed of as hydrocarbon waste. The purpose of this project is to organize the databases/information and organize and move the tissues from the long-term dog (4,000 dogs) and mouse (over 30,000 mice) radiation experiments done at Argonne National Laboratory during the 1970's and 80's to Northwestern University. These studies were done with the intention of understanding the effects of exposure to radiation at a variety of different doses, dose-rates, and radiation qualities on end-points such as life-shortening, carcinogenesis, cause of death, shifts in disease incidence and other biological parameters. Organ and tissue samples from these animals including cancers, metastases and other significant degenerative and inflammatory lesions and those in a regular protocol of normal tissues were preserved in paraffin blocks, tissue impressions and sections and represent a great resource for the radiation biology community. These collections are particularly significant since these experiments are not likely to be repeated because of the extreme cost of monies and time for such large-scale animal studies. This project contributed significantly to the development of new codes and standards, both domestically and internationally. The NHA collaborated with codes and standards development organizations to identify technical areas of expertise that would be required to produce the codes and standards that industry and DOE felt were required to facilitate commercialization of hydrogen and fuel cell technologies and infrastructure. NHA staff participated directly in technical committees and working groups where issues could be discussed with the appropriate industry groups. In other cases, the NHA recommended specific industry experts to serve on technical committees and working groups where the need for this specific industry expertise would be on-going, and where this approach was likely to contribute to timely completion of the effort. The project also facilitated dialog between codes and standards development organizations, hydrogen and fuel cell experts, the government and national labs, researchers, code officials, industry associations, as well as the public regarding the timeframes for needed codes and standards, industry consensus on technical issues, procedures for implementing changes, and general principles of hydrogen safety. CRATES: An All-Sky Survey of Flat-Spectrum Radio Sources

We have assembled an 8.4 GHz survey of bright, flat-spectrum ({alpha} > -0.5) radio sources with nearly uniform extragalactic (|b| > 10{sup o}) coverage for sources brighter than S{sub 4.8 GHz} = 65 mJy. The catalog is assembled from existing observations (especially CLASS and the Wright et al. PMN-CA survey), augmented by reprocessing of archival VLA and ATCA data and by new observations to fill in coverage gaps. We refer to this program as CRATES, the Combined Radio All-sky Targeted Eight GHz Survey. The resulting catalog provides precise positions, sub-arcsecond structures, and spectral indices for some 11,000 sources. We describe the morphology and spectral index distribution of the sample and comment on the survey's power to select several classes of interesting sources, especially high energy blazars. Comparison of CRATES with other high-frequency surveys also provides unique opportunities for identification of high-power radio sources.

The Sloan Digital Sky Survey (SDSS) Data Archive Server (DAS) provides public access to data files produced by the SDSS data reduction pipeline. This article discusses challenges in public distribution of data of this volume and complexity, and how the project addressed them. The Sloan Digital Sky Survey (SDSS)1 is an astronomical survey of covering roughly one quarter of the night sky. It contains images of this area, a catalog of almost 300 million objects detected in those images, and spectra of more than a million of these objects. The catalog of objects includes a variety of data on each object. These data include not only basic information but also fit parameters for a variety of models, classifications by sophisticated object classification algorithms, statistical parameters, and more. If the survey contains the spectrum of an object, the catalog includes a variety of other parameters derived from its spectrum. Data processing and catalog generation, described more completely in the SDSS Early Data Release2 paper, consists of several stages: collection of imaging data, processing of imaging data, selection of spectroscopic targets from catalogs generated from the imaging data, collection of spectroscopic data, processing of spectroscopic data, and loading of processed data into …

Successful implementation of both the nuclear safety program and fire protection program is best accomplished using a coordinated process that relies on sound technical approaches. When systematically prepared, the documented safety analysis (DSA) and fire hazard analysis (FHA) can present a consistent technical basis that streamlines implementation. If not coordinated, the DSA and FHA can present inconsistent conclusions, which can create unnecessary confusion and can promulgate a negative safety perception. This paper will compare the scope, purpose, and analysis techniques for DSAs and FHAs. It will also consolidate several lessons-learned papers on this topic, which were prepared in the 1990s.

Designing a Multi-Petabyte Database for LSST

The 3.2 giga-pixel LSST camera will produce approximately half a petabyte of archive images every month. These data need to be reduced in under a minute to produce real-time transient alerts, and then added to the cumulative catalog for further analysis. The catalog is expected to grow about three hundred terabytes per year. The data volume, the real-time transient alerting requirements of the LSST, and its spatio-temporal aspects require innovative techniques to build an efficient data access system at reasonable cost. As currently envisioned, the system will rely on a database for catalogs and metadata. Several database systems are being evaluated to understand how they perform at these data rates, data volumes, and access patterns. This paper describes the LSST requirements, the challenges they impose, the data access philosophy, results to date from evaluating available database technologies against LSST requirements, and the proposed database architecture to meet the data challenges.

Exposure information in environmental health research: Current opportunities and future directions for particulate matter, ozone, and toxic air pollutants

Understanding and quantifying outdoor and indoor sources of human exposure are essential but often not adequately addressed in health-effects studies for air pollution. Air pollution epidemiology, risk assessment, health tracking and accountability assessments are examples of health-effects studies that require but often lack adequate exposure information. Recent advances in exposure modeling along with better information on time-activity and exposure factors data provide us with unique opportunities to improve the assignment of exposures for both future and ongoing studies linking air pollution to health impacts. In September 2006, scientists from the US Environmental Protection Agency (EPA) and the Centers for Disease Control and Prevention (CDC) along with scientists from the academic community and state health departments convened a symposium on air pollution exposure and health in order to identify, evaluate, and improve current approaches for linking air pollution exposures to disease. This manuscript presents the key issues, challenges and recommendations identified by the exposure working group, who used cases studies of particulate matter, ozone, and toxic air pollutant exposure to evaluate health-effects for air pollution. One of the over-arching lessons of this workshop is that obtaining better exposure information for these different health-effects studies requires both goal-setting for what is needed …

Project Title: Comparison of Characterization Methods for Anisotropy and Microstructure of TRISO Particle Layers This INERI was created to support a comparative study between the newly developed two modulator generalized ellipsometry microscope (2-MGEM) at the Oak Ridge National Laboratory (ORNL) and the more traditional optical polarimeter (RAPAX) at the Commissariat l' nergie Atomique (CEA). These two systems are used to measure the anisotropy of the pyrocarbon layers in tri-isotropic (TRISO) coated particle fuel, which is an important parameter related to fuel performance. Although this project was only just started in June 2007, good progress has already been made. A kickoff meeting was held at ORNL on July 30-31, 2007 to present early progress and discuss details of the proposed work plan. This meeting was of great benefit to the participants, offering an opportunity to overcome the language barrier and more thoroughly communicate project relevant information. Each technical lead gave a presentation explaining the analysis techniques used in his task and presented data on early measurements of the German reference fuels. This year’s report is the eighteen revision of the original document published in 1988 and is (until replaced by the nineteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents. Two chapters are included in this document (Chapters 4 and 6), numbered to correspond to chapters typically presented in environmental impact statements (EISs) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology; air quality; geology; hydrology; ecology; cultural, archaeological, and historical resources; socioeconomics; noise; and occupational health and safety. Sources for extensive tabular data related to these topics are provided in the chapter. Summary report on safety and licensing strategy support for the ABR prototype.

Argonne National Laboratory is providing support to the US Department of Energy in the Global Nuclear Energy Partnership (GNEP) in certification of an advanced, sodium-cooled fast reactor. The reactor is to be constructed as a prototype for future commercial power reactors that will produce electricity while consuming actinides recovered from light water reactor spent fuel. This prototype reactor has been called the Advanced Burner Reactor, or ABR, and is now often referred to as the advanced recycle reactor. As part of its activities, Argonne is providing technical services to assist definition of a safety and licensing strategy for the ABR prototype, and to further implementation of the strategy. In FY06, an organizational meeting was held for DOE and its laboratory contractors to discuss licensing alternatives and review previous licensing experience for the Fast Flux Test Facility (FFTF) and the Clinch River Breeder Reactor Plant (CRBRP). Near the end of FY06, a report summarizing the discussions and conclusions was written. One of the top-level conclusions recorded in the report was a recommendation to follow a licensing strategy that included the US Nuclear Regulatory Commission (NRC) as the regulatory review and licensing authority.
