Managing electronic records: A guideline

A committee at Martin Marietta Energy Systems (MMES) has drafted a guideline to assist offices in the management of electronic records. This paper will address the activities surrounding its creating. The guideline is for use by creators, users, and custodians of any type of electronic information. The guideline supports and supplements requirements from DOE and the National Archives and Records Administration (NARA), other internal processes such as system reviews, and the comprehensive records management program. While an in-house publication, it could prove useful to other organizations implementing an electronic records management program.

Development of low-expansion ceramics with strength retention to elevated temperatures. Final report

The development of advanced engines has resulted in the need for new ceramic compositions which exhibit thermo-mechanical properties suitable for the engine environment, e.g., low thermal expansion, stability to 1,200 C, and thermal shock resistance. To meet these goals, a two phase research program was instituted. In the first phase, new oxide ceramics were identified in the AlPO{sub 4}-{beta}-eucryptite, {beta}-cristobalite, mullite and zircon systems. This research focused on screening and property characterization of ceramics in the four systems. The most promising compositions in the AlPO{sub 4}-{beta}-eucryptite and zircon systems were then further evaluated and developed in the second phase with the goal of being ready for prototype testing in actual engines. Of the compositions, calcium magnesium zirconium phosphate (zircon system) exhibits the most desirable properties and is presently being developed for commercialization.

The major objectives of this work are (1) to determine the Eh-pH conditions under which pyrite is stable, (2) to determine the mechanism of the initial stages of pyrite oxidation and (3) to determine if the semi-conducting properties of pyrite effects its oxidation behavior. It is known that moderate oxidation of pyrite produces a hydrophobic surface product. This hydrophobic product makes it extremely difficult to depress pyrite in coal flotation circuits. The eventual objective of this work is to prevent pyrite oxidation in order to better depress pyrite in coal flotation circuits. In this work clean, unoxidized pyrite surfaces are being produced by fracturing pyrite electrodes in an electrochemical cell. It has been shown that pyrite assumes a unique potential referred to as the ``stable potential`` at the instance it is fractured and that this potential is several hundred millivolts more negative than the steady state mixed potential of pyrite. It has also been shown that by holding the potential of pyrite at its stable potential during fracture, pyrite undergoes neither oxidation nor reduction. Investigation of properties and performance of ceramic composite components. Final report on Phase 2

The purpose of Phase 2 of the Investigation of Properties and Performance of Ceramic Composite Components has been to build on and extend the work completed during Phase 1 to further advance the transition from properties of ceramic composite materials to performance of ceramic composite components used in fossil energy environments. The specific tasks of Phase 2 were: (1) develop and validate reliable and accurate high temperature, biaxial mechanical tests methods for structural ceramic composite components; (2) test and evaluate ceramic composite components, specifically tubes; (3) characterize long-term, mechanical performance of ceramic composite tubes at high temperatures; (4) develop a fundamental understanding of the mechanical degradation and performance limitations of ceramic composite components under service conditions; (5) develop predictive models for damage tolerance and reliability; and (6) relate component performance to microstructure and, thereby, provide feedback to the associated process-development effort, to improve performance. DELPHI: An introduction to output layout and data content

DELPHI was the data summary and interpretation code used by gas diagnostics personnel during the period from 1968 through 1986. It was written by Floyd Momyer, and went through several revisions during its period of use. Described here is the final version, which provided the most extensive set of summary tables. Earlier versions of the code lacked some of the capabilities of the final version, but what they did include was of substantially the same format. DELPHI was run against most available input decks in the mid 1980s. Microfiche and hardcopy output were generated. Both now reside in our archives. These reruns used modified input decks, which may not have had the proper {open_quotes}trigger{close_quotes} to instruct DELPHI to output some tables. These tables could, therefore be missing from a printout even though the necessary data was present. Also, modifications to DELPHI did, in some instances, eliminate DELPHIs` capability to correctly output some of the earlier optional tables. This monologue is intended to compliment the archived printout, and to provide enough insight so that someone unfamiliar with the techniques of Gas Diagnostics can retrieve the results at some future date. Engineering Development of Advanced Physical Fine Coal Cleaning Technologies: Froth Flotation. Quarterly Technical Progress Report No. 25, October 1, 1994--December 31, 1994

A study conducted by Pittsburgh Energy Technology Center of sulfur emissions from about 1300 United States coal-fired utility boilers indicated that half of the emissions were the result of burning coals having greater than 1.2 pounds of SO{sub 2} per million BTU. This was mainly attributed to the high pyritic sulfur content of the boiler fuel. A significant reduction in SO{sub 2} emissions could be accomplished by removing the pyrite from the coals by advanced physical fine coal cleaning. An engineering development project was prepared to build upon the basic research effort conducted under a solicitation for research into Fine Coal Surface Control. The engineering development project is intended to use general plant design knowledge and conceptualize a plant to utilize advanced froth flotation technology to process coal and produce a product having maximum practical pyritic sulfur reduction consistent with maximum practical BTU recovery. This progress report provides a summary of the technical work undertaken during this period, highlighting the major results. A brief description of the work done prior to this quarter is provided in this report under the task headings.

The UPAFC Records Management Plan is based on the life cycle of a record - the evolution of a record from creation until final disposition. There are three major phases in the life cycle of a record: (1) creation and receipt, (2) maintenance and use, and (3) disposition. Accordingly, the Records Management Plan is structured to follow each of those phases. During each of the three phases, some kind of control is mandatory. The Records Management Plan establishes appropriate standards, policies, and procedures to ensure adequate control is always maintained. It includes a plan for records management, a plan for records management training activities, and a plan for auditing and appraising the program.

Interim report of the Advisory Committee on human radiation experiments

The Advisory Committee on Human Radiation Experiments was created by President Clinton to advise the Human Radiation Interagency Working Group on the ethical and scientific criteria applicable to human radiation experiments carried out or sponsored by the U.S. Government. The Committee seeks to answer several fundamental question: What ethics criteria should be used to evaluate human radiation experiments? What was the Federal Government`s role in human radiation experiments? What are the criteria for determining appropriate Federal responses where wrongs or harms have occurred? What lessons learned from studying past and present research standards and practices should be applied to the future? The Committee has been gathering vast amounts of information and working to render it orderly and accessible. In the next six months, the Committee will continue with the tasks of data gathering and organizing. The focus of the work, however, will be developing criteria for judging historical and contemporary experiments, policies, and procedures, as well as criteria for remedies that may be appropriate where harms or wrongs have ocurred. Based on findings, the Committee will make specific recommendations regarding policies for the future.

This book focuses on the lineage of America`s production reactors, those three at Hanford and their descendants, the reactors behind America`s nuclear weapons. The work will take only occasional sideways glances at the collateral lines of descent, the reactor cousins designed for experimental purposes, ship propulsion, and electric power generation. Over the decades from 1942 through 1992, fourteen American production reactors made enough plutonium to fuel a formidable arsenal of more than twenty thousand weapons. In the last years of that period, planners, nuclear engineers, and managers struggled over designs for the next generation of production reactors. The story of fourteen individual machines and of the planning effort to replace them might appear relatively narrow. Yet these machines lay at the heart of the nation`s nuclear weapons complex. The story of these machines is the story of arming the winning weapon, supplying the nuclear arms race. This book is intended to capture the history of the first fourteen production reactors, and associated design work, in the face of the end of the Cold War.

Ground Water Protection Management Program Plan

U.S. Department of Energy (DOE) Order 5400.1 requires the establishment of a ground water protection management program to ensure compliance with DOE requirements and applicable federal, state, and local laws and regulations. The Uranium Mill Tailings Remedial Action (UMTRA) Project Office was prepared this Ground Water Protection Management Program Plan (ground water protection plan) whose scope and detail reflect the program`s significance and address the seven activities required in DOE Order 5400.1, Chapter III, for special program planning. This ground water protection plan highlights the methods designed to preserve, protect, and monitor ground water resources at UMTRA Project processing and disposal sites. The plan includes an overview of the remedial action status at the 24 designated processing sites and identifies technical guidance documents and site-specific documents for the UMTRA Project ground water protection management program. In addition, the plan addresses the general information required to develop a water resources protection strategy at the permanent disposal sites. Finally, the plan describes ongoing activities that are in various stages of development at UMTRA Project sites.

The long-term surveillance plan (LTSP) for the Lowman, Idaho, Uranium Mill Tailings Remedial Action (UMTRA) Project disposal site describes the surveillance activities for the Lowman disposal site, which will be referred to as the Lowman site throughout this document. The US Department of Energy (DOE) will carry out these activities to ensure that the disposal cell continues to function as designed. The radioactive sands at the Lowman site were stabilized on the site. This final LTSP is being submitted to the US Nuclear Regulatory Commission (NRC) as a requirement for issuance of a general license for custody and long-term care for the disposal site. The general license requires that the disposal cell be cared for in accordance with the provisions of this LTSP. The LTSP documents whether the land and interests are owned by the United States or a state, and describes, in detail, how the long-term care of the disposal site will be carried out through the UMTRA Project long-term surveillance program. The Lowman, Idaho, LTSP is based on the DOE`s Guidance for Implementing the UMTRA Project Long-term Surveillance Program, (DOE, 1992).

Shaping the library of the future: Digital library developments at Los Alamos National Laboratory`s Research Library

This paper offers an overview of current efforts at the Research Library, Los Alamos National Laboratory, (LANL), to develop digital library services. Current projects of LANL`s Library without Walls initiative are described. Although the architecture of digital libraries generally is experimental and subject to debate, one principle of LANL`s approach to delivering library information is the use of Mosaic as a client for the Research Library`s resources. Several projects under development have significant ramifications for delivering library services over the Internet. Specific efforts via Mosaic include support for preprint databases, providing access to citation databases, and access to a digital image database of unclassified Los Alamos technical reports.

The development of a distributed computing environment for the design and modeling of plasma spectroscopy experiments

The design and analysis of plasma spectroscopy experiments can be significantly complicated by relatively routine computational tasks arising from the massive amount of data encountered in the experimental design and analysis stages of the work. Difficulties in obtaining, computing, manipulating and visualizing the information represent not simply an issue of convenience -- they have a very real limiting effect on the final quality of the data and on the potential for arriving at meaningful conclusions regarding an experiment. We describe ongoing work in developing a portable UNIX environment shell with the goal of simplifying and enabling these activities for the plasma-modeling community. Applications to the construction of atomic kinetics models and to the analysis of x-ray transmission spectroscopy will be shown.

ELSI Bibliography: Ethical, legal and social implications of the Human Genome Project. 1994 Supplement

This report updates and expands the second edition of the ELSI Bibliography, published in 1993. The Bibliography and Supplement provides a comprehensive resource for identifying publications on the major topics related to the ethical, legal and social issues (ELSI) of the Human Genome Project. The Bibliography and Supplement are extracted from a database compiled at Los Alamos National Laboratory with the support of the Office of Energy Research, US Department of Energy. The second edition of the ELSI Bibliography was dated May 1993 but included publications added to the database until fall 1993. This Supplement reflects approximately 1,000 entries added to the database during the past year, bringing the total to approximately 7,000 entries. More than half of the new entries were published in the last year, and the remainder are earlier publications not previously included in the database. Most of the new entries were published in the academic and professional literature. The remainder are press reports from newspapers of record and scientific journals. The topical listing of the second edition has been followed in the Supplement, with a few changes. The topics of Cystic Fibrosis, Huntington`s Disease, and Sickle Cell Anemia have been combined in a single topic, Disorders. …

The Department of Energy (DOE) proposes to authorize Mississippi State University (MSU) to proceed with the detailed design, construction and equipping of the proposed Diagnostic Instrumentation and Analysis Laboratory (DIAL). DOE grant funds are available to the University for the limited purpose of performing preliminary studies, including analysis necessary to conduct this environmental assessment. The proposed facility would be located in the Mississippi Research and Technology Park, adjacent to the Mississippi Agriculture and Forestry Experiment Station campus in Starkville, Mississippi. Total project cost is estimated at $7,953,600. This proposed laboratory would be designed to conduct research into combustion devices related to waste management and environmental restoration that is of importance to industry and government. The proposed facility`s role would be to develop diagnostic instrumentation capabilities in the area of combustion and related processes.

Seventeen burbot Lota lota were caught in the Kootenai River with two sizes of hoop nets baited with fish. One burbot was a recapture. Burbot catch from March 19 through May 10, 1993 averaged 0.03 fish/net/day. Total length ranged from 367 to 701 mm and weight from 369 to 2,610 g (mean = 916 g). Nearly all burbot were caught at Ambush Rock. Preliminary findings are that burbot abundance in the Kootenai River is substantially less than it was in the late 1970s. Rainbow trout Oncorhynchus mykiss and seven other species of fish were sampled in tributary streams of the Kootenai River. A single pass was made with a backpack electroshocker. Species diversity ranged from two found in Cascade Creek to eight each in Snow and Caribou creeks. Most streams were partially channelized in their lower reaches, and these segments were lower in species richness. Sculpins Cottus sp. were often the only species found in channelized segments. Trout were caught in all streams. Rainbow trout were the most abundant salmonid. Cutthroat trout 0. clarki numbers were highest in Cascade Creek. Environmental Resources of Selected Areas of Hawaii: Climate, Ambient Air Quality, and Noise (DRAFT)

This report has been prepared to make available and archive background scientific data and related information on climate, ambient air quality, and ambient noise levels collected during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of hawaii in its April 1989 proposal to Congress. The US Department of Energy (DOE) published a notice in the Federal Register on May 17, 1994 withdrawing its Notice of Intent of February 14, 1992, to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The report presents a general description of the climate and air quality for the islands of Hawaii (henceforth referred to as Hawaii), Maui, and Oahu. It also presents a literature review as baseline information on the health effects of hydrogen sulfide. the scientific background data and related information is being made available for use by others in conducting future scientific research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts.

This report details the archaeological investigation of a 200 foot wide sample corridor extending approximately 9 miles along the southern portion of Maui within the present districts of Hana and Makawao. A total of 51 archaeological sites encompassing 233 surface features were documented. A GPS receiver was used to accurately and precisely plot locations for each of the documented sites. Analysis of the locational information suggests that archaeological sites are abundant throughout the region and only become scarce where vegetation has been bulldozed for ranching activities. At the sea-land transition points for the underwater transmission cable, both Ahihi Bay and Huakini Bay are subjected to seasonal erosion and redeposition of their boulder shorelines. The corridor at the Ahihi Bay transition point runs through the Moanakala Village Complex which is an archaeological site on the State Register of Historic Places within a State Natural Area Reserve. Numerous other potentially significant archaeological sites lie within the project corridor. It is likely that rerouting of the corridor in an attempt to avoid known sites would result in other undocumented sites located outside the sample corridor being impacted.
