The feasibility of geothermal energy use at naval installations in Norfolk, VA, Jacksonville, FL, and Charleston, SC was assessed. Geophysical and geological studies of the above areas were performed. Engineering and economic factors, affecting potential energy use, were evaluated. The Norfolk and Jacksonville facilities are identified as candidates for geothermal systems. System costs are predicted. Economic benefits of the proposed geothermal systems are forecast, using the net present value method of predicting future income.

Microbubble flotation of fine coal. Final report

Fine coal flotation has been a longstanding problem in industry. Coal particles below approximately 38 microns in diameter are difficult to float, and the process consumes large amounts of reagents. Hydrodynamic analyses have shown, however, that the use of air bubbles smaller than those that are generated in conventional flotation machines (0.2 to 3 mm diameter) can improve the flotation rate and, hence, the coal recovery. Theoretically, a tenfold reduction in average bubble size should result in a thousandfold increase in the flotation rate constant at a given gas flow rate. Therefore, work has been done to use microbubbles less than 100 microns in diameter for the flotation of fine coal particles. Seven different U.S. coal samples have been tested in the present work. The feed size varies from -100 mesh to -500 mesh. Flotation kinetics tests have been conducted on some of these coal samples as a function of bubble size at a constant gas flow rate. The results show a drastic improvement in flotation rate with the use of microbubbles, which may account for the improved recoveries obtained with the microbubble flotation technique. Nevada test site fallout atom ratios: /sup 240/Pu//sup 239/Pu and /sup 241/Pu//sup 239/Pu

The exposure of the population in Utah to external gamma radiation from the fallout from nuclear weapons tests carried out between 1951 and 1958 at the Nevada Test Site (NTS) has been reconstructed from recent measurements of /sup 137/Cs and plutonium in soil. The fraction of /sup 137/Cs in the fallout from NTS events was calculated from the total plutonium and the /sup 240/Pu//sup 239/Pu ratios measured in the soil, using the values of 0.180 +- 0.006 and 0.032 +- 0.003 for that ratio in global fallout and NTS fallout, respectively. The total population exposure from NTS events was then calculated on the basis of exposure rates resulting from short-lived radionuclides associated with the /sup 137/Cs at the time of deposition. While the /sup 240/Pu//sup 239/Pu ratio is constant in global fallout, this ratio varies greatly in the fallout from individual events. While the composition of fallout on Utah from NTS events is rather uniform, the Off-Site Radiation Exposure Review Project is currently reconstructing radiation exposures for locations close to NTS where the fallout may be predominantly from one event. Therefore, the authors compiled the pertinent ratios in order to provide information concerning the exposure resulting from any individual event. …

Reducing the likelihood of future human activities that could affect geologic high-level waste repositories

The disposal of radioactive wastes in deep geologic formations provides a means of isolating the waste from people until the radioactivity has decayed to safe levels. However, isolating people from the wastes is a different problem, since we do not know what the future condition of society will be. The Human Interference Task Force was convened by the US Department of Energy to determine whether reasonable means exist (or could be developed) to reduce the likelihood of future human unintentionally intruding on radioactive waste isolation systems. The task force concluded that significant reductions in the likelihood of human interference could be achieved, for perhaps thousands of years into the future, if appropriate steps are taken to communicate the existence of the repository. Consequently, for two years the task force directed most of its study toward the area of long-term communication. Methods are discussed for achieving long-term communication by using permanent markers and widely disseminated records, with various steps taken to provide multiple levels of protection against loss, destruction, and major language/societal changes. Historical survey of resonance ionization spectroscopy

We have recently celebrated the 10th birthday of Resonance Ionization Spectroscopy (RIS), and this seems an appropriate time to review the history of its development. Basically, RIS is a photophysics process in which tunable light sources are used to remove a valence electron from an atom of selected atomic number, Z. If appropriate lasers are used as the light source, one electron can be removed from each atom of the selected Z in the laser pulse. This implies that RIS can be a very efficient, as well as selective, ionization process. In what we normally call RIS, laser schemes are employed which preserve both of these features. In contrast, multiphoton ionization (MPI) is more general, although not necessarily Z selective or very efficient because resonances are often not used. Early research completed in the USSR and described as selective two-step photoionization, employed resonances to ionize the rubidium atom and served to guide work on laser isotope separation. 29 references, 8 figures.

Communication measures to bridge ten millennia. [Contains glossary]

The Department of Energy created the Human Interference Task Force (HITF) in 1980 to investigate the problems connected with the postclosure, final marking of a filled nuclear waste repository. The task of the HITF is to devise a method of warning future generations not to mine or drill at that site unless they are aware of the consequences of their actions. Since the likelihood of human interference should be minimized for 10,000 years, an effective and long-lasting warning system must be designed. This report is a semiotic analysis of the problem, examining it in terms of the science or theory of messages and symbols. Because of the long period of time involved, the report recommends that a relay system of recoding messages be initiated; that the messages contain a mixture of iconic, indexical, and symbolic elements; and that a high degree of redundancy of messages be employed.

Impact of instrument response variations on health physics measurements

Uncertainties in estimating the potential health impact of a given radiation exposure include instrument measurement error in determining exposure and difficulty in relating this exposure to an effective dose value. Instrument error can be due to design or manufacturing deficiencies, limitations of the sensing element used, and calibration and maintenance of the instrument. This paper evaluates the errors which can be introduced by design deficiencies and limitations of the sensing element for a wide variety of commonly used survey instruments. The results indicate little difference among sensing element choice for general survey work, with variations among specific instrument designs being the major factor. Ion chamber instruments tend to be the best for all around use, while scintillator-based units should not be used where accurate measurements are required. The need to properly calibrate and maintain an instrument appears to be the most important factor in instrument accuracy. 8 references, 6 tables.

Ultraviolet spectrophotometry of two dwarf novae, CN Ori and RX And, at various phases of their outburst cycles confirms that the far uv flux increases dramatically about 1-2 days after the optical outburst begins. Database requirements for the Advanced Test Accelerator project

The database requirements for the Advanced Test Accelerator (ATA) project are outlined. ATA is a state-of-the-art electron accelerator capable of producing energetic (50 million electron volt), high current (10,000 ampere), short pulse (70 billionths of a second) beams of electrons for a wide variety of applications. Databasing is required for two applications. First, the description of the configuration of facility itself requires an extended database. Second, experimental data gathered from the facility must be organized and managed to insure its full utilization. The two applications are intimately related since the acquisition and analysis of experimental data requires knowledge of the system configuration. This report reviews the needs of the ATA program and current implementation, intentions, and desires. These database applications have several unique aspects which are of interest and will be highlighted. The features desired in an ultimate database system are outlined. 3 references, 5 figures.

Message development for surface markers at the Hanford Radwaste Disposal sites

At the Hanford Reservation in Washington, there are sites which received liquid and solid transuranic wastes from the late 1940`s until 1970. Rockwell Hanford Operations (Rockwell) is investigating the feasibility of several options for the permanent disposal of these wastes. One option is to stabilize the wastes in their present locations and to add barriers to minimize water infiltration and root penetration into the wastes. This report forms part of the project to develop a marking system for transuranic wastes on the Hanford Reservation. The focus of this report is the development of the message system to appear on the surface markers. A logical framework is developed to deduce what is required by the message system. Alternatives for each message component are evaluated and justification is provided for the choice of each component. The components are then laid out on the surface marker to provide a legible, comprehensible message system. The surface markers are tall, standing monoliths which ring the perimeter of each disposal area. Based on the logical framework, it is recommended that three domains of representation -- symbols, pictures, and language -- be used in the message system. Photodegradation of mutagens in solvent-refined coal liquids

The purpose of this investigation was to evaluate any changes in the chemical composition and microbial mutagenicities of two representative solvent-refined coal (SRC) liquids as a function of exposure time to sunlight and air. This information was desired to assess potential health hazards arising from ground spills of these liquids during production, transport and use. Results of microbial mutagenicity assays using Salmonella typhimurium TA98, conducted after exposure, showed that the mutagenicities of both an SRC-II fuel oil blend and an SRC-I process solvent decreased continuously with exposure time to air and that the decrease was accelerated by simultaneous exposure to simulated sunlight. The liquids were exposed as thin layers supported on surfaces of glass, paper, clay or aluminum; but the type of support had little effect on the results. The contrast between these results and the reported increases of mutagenesis in organisms exposed simultaneously to coal liquids and near-ultraviolet light suggested that short-lived mutagenic intermediates, e.g., organic free radicals, were formed in the liquids during exposure to light. The highest activities of microbial mutagenicity in the SRC liquids were found in fractions rich in amino polycyclic aromatic hydrocarbons (amino PAH). Communication across 300 generations: deterring human interference with waste deposit sites

The conditions attendant on the deep land burial of nuclear waste products raise a number of possible scenarios to cover the necessary 10,000 years of burial. However, no matter what kind of futuristic scenario obtains, it is desirable to develop an information system indicating the locale and nature of the deposit site and the types of materials stored, along with forewarnings not to interefere with the sites. A variety of such informational sites are suggested. Attention then turns to the recipients of such messages, recognizing from the outset that the psychological/perceptual makeup of individuals across the next 300 or so generations is virtually impossible to predict, particularly since new technologies may well alter that makeup in the furture. Nevertheless, current evidence suggests that certain human characteristics may be considered universal, and that these suggest the incorporation of selected sign signification into the message system. There are other such characteristics that, while probably not intrinsic, can probably be acquired with a minimum of formal training. That still leaves much of the message content to be deliberately created and, hence, learned. The common trefoil or other developed biohazardous signs emerge as the best candidates for a generic base symbol for the buried …

Unlike most of the specialities treated in this volume, control system design is still an art, not a science. These lectures are an attempt to produce a primer for prospective practitioners of this art. A large modern accelerator requires a comprehensive control system for commissioning, machine studies and day-to-day operation. Faced with the requirement to design a control system for such a machine, the control system architect has a bewildering array of technical devices and techniques at his disposal, and it is our aim in the following chapters to lead him through the characteristics of the problems he will have to face and the practical alternatives available for solving them. We emphasize good system architecture using commercially available hardware and software components, but in addition we discuss the actual control strategies which are to be implemented since it is at the point of deciding what facilities shall be available that the complexity of the control system and its cost are implicitly decided. 19 references.

This report summarizes the research performed in the Physics, Computer Science and Mathematics Division of the Lawrence Berkeley Laboratory during calendar year 1983. The major activity of the Division is research in high-energy physics, both experimental and theoretical, and research and development in associated technologies. A smaller, but still significant, program is in computer science and applied mathematics. During 1983 there were approximately 160 people in the Division active in or supporting high-energy physics research, including about 40 graduate students. In computer science and mathematics, the total staff, including students and faculty, was roughly 50. Because of the creation in late 1983 of a Computing Division at LBL and the transfer of the Computer Science activities to the new Division, this annual report is the last from the Physics, Computer Science and Mathematics Division. In December 1983 the Division reverted to its historic name, the Physics Division. Its future annual reports will document high energy physics activities and also those of its Mathematics Department.

The work breakdown structure has been prepared for the AVLIS Production Plant to define, organize, and identify the work efforts and is summarized in Fig. 1-1 for the top three project levels. The work breakdown structure itself is intended to be the primary organizational tool of the AVLIS Production Plant and is consistent with the overall AVLIS Program Work Breakdown Structure. It is designed to provide a framework for definition and accounting of all of the elements that are required for the eventual design, procurement, and construction of the AVLIS Production Plant. During the present phase of the AVLIS Project, the conceptual engineering phase, the work breakdown structure is intended to be the master structure and project organizer of documents, designs, and cost estimates. As the master project organizer, the key role of the work breakdown structure is to provide the mechanism for developing completeness in AVLIS cost estimates and design development of all hardware and systems. The work breakdown structure provides the framework for tracking, on a one-to-one basis, the component design criteria, systems requirements, design concepts, design drawings, performance projections, and conceptual cost estimates.
