Modeling the Transport and Chemical Evolution of Onshore and Offshore Emissions and their Impact on Local and Regional Air Quality Using a Variable-Grid-Resolution Air Quality Model

This semiannual report summarizes the research performed from 17 April through 16 October 2004. Major portions of the research in several of the project's current eight tasks have been completed, and the results obtained are briefly presented. We have successfully developed the meteorological inputs using the best possible modeling configurations, resulting in improved representation of atmospheric processes. Ingestion of satellite-derived sea surface temperatures in conjunction with the use of our new surface data assimilation technique have resulted in largely improved meteorological inputs to drive the MAQSIP-VGR. The development of the variable-grid-resolution emissions model, SMOKE-VGR, is also largely complete. We expect to develop the final configuration of the SMOKE-VGR during the upcoming reporting period. We are in the process of acquiring the newly released emissions database and offshore emissions data sets to update our archives. The development of the MAQSIP-VGR has been completed and a test run was performed to ensure the functionality of this air quality model. During the upcoming reporting period, we expect to perform the first MAQSIP-VGR simulations over the Houston-Galveston region to study the roles of the meteorology, offshore emissions, and chemistry-transport interactions that determine the temporal and spatial evolution of ozone and its precursors.

DELPHI: An introduction to output layout and data content

DELPHI was the data summary and interpretation code used by gas diagnostics personnel during the period from 1968 through 1986. It was written by Floyd Momyer, and went through several revisions during its period of use. Described here is the final version, which provided the most extensive set of summary tables. Earlier versions of the code lacked some of the capabilities of the final version, but what they did include was of substantially the same format. DELPHI was run against most available input decks in the mid 1980s. Microfiche and hardcopy output were generated. Both now reside in our archives. These reruns used modified input decks, which may not have had the proper {open_quotes}trigger{close_quotes} to instruct DELPHI to output some tables. These tables could, therefore be missing from a printout even though the necessary data was present. Also, modifications to DELPHI did, in some instances, eliminate DELPHIs` capability to correctly output some of the earlier optional tables. This monologue is intended to compliment the archived printout, and to provide enough insight so that someone unfamiliar with the techniques of Gas Diagnostics can retrieve the results at some future date. AN ANALYSIS OF THE IMPACT OF SPORTS UTILITY VEHICLES IN THE UNITED STATES

During the 1990s, sport utility vehicles (SUVs) became the fastest growing segment of the auto industry, especially those in the medium-size category. In 1999, SUV sales reached almost 19% of the total light vehicle market and the mix of SUVs on the road, as measured by registration data, was about 8.7%. This immense popularity has been called by some a passing fad--vehicle purchases based on the SUV ''image''. But the continued yearly increases in SUV sales seem to indicate a more permanent trend. Additional explanations for SUV popularity include the general economic well being in the United States, a perception of safety, and ''utility''. Generally larger and heavier than the typical automobile, SUVs require more fuel per mile to operate and produce greater amounts of pollutants. They are also driven further annually than are automobiles of the same vintage, a fact that exacerbates the fuel-use and emission problems. Although buyers believe that SUVs are safer than automobiles which they are in some cases, SUVs are more prone to roll-overs than are automobiles. In addition, SUVs, with their higher bumpers and greater weight, may be a threat to other vehicles on the highway, especially in side-impact crashes. With sales projected to …

Data warehousing, metadata, and the World Wide Web

The connection between data warehousing and the metadata. used to catalog and locate warehouse data is obvious, but what is the connection between data warehousing, metadata, and the World Wide Web (WWW)? Specifically, the WWW can be used to allow users to search metadata (data about the data) and retrieve data from a warehouse database. In addition, the Internet/Intranet can be used to manage the metadata in archive databases and to streamline the database administration functions of a large archive center. The Oak Ridge National Laboratory`s (ORNL`s) Distributed Active Archive Center (DAAC) is a data archive and distribution center for the National Air and Space Administration`s (NASA`s) Earth Observing System Data and Information System (EOSDIS); the ORNL DAAC provides access to tabular and imagery datasets used in ecological and environmental research. To support this effort, we have taken advantage of the rather unique and user-friendly features of the WWW to (1) allow users to search for and download the data we archive and (2) provide DAAC developers with effective metadata and data management tools. In particular, the ORNL DAAC has developed the Biogeochemical Information Ordering Management Environment (BIOME), a WWW search-and-order system, as well as a WWW-based database administrator`s (DBA`s) …

Lessons Learned from Decontamination Experiences

This interim report describes a DOE project currently underway to establish what is known about decontamination of buildings and people and the procedures and protocols used to determine when and how people or buildings are considered ''clean'' following decontamination. To fulfill this objective, the study systematically examined reported decontamination experiences to determine what procedures and protocols are currently employed for decontamination, the timeframe involved to initiate and complete the decontamination process, how the contaminants were identified, the problems encountered during the decontamination process, how response efforts of agencies were coordinated, and the perceived social psychological effects on people who were decontaminated or who participated in the decontamination process. Findings and recommendations from the study are intended to aid decision-making and to improve the basis for determining appropriate decontamination protocols for recovery planners and policy makers for responding to chemical and biological events.

This corrective action decision document (CADD) identifies and rationalizes the U.S. Department of Energy, National Nuclear Security Administration Nevada Operations Office's selection of a recommended corrective action alternative (CAA) appropriate to facilitate the closure of Corrective Action Unit (CAU) 271, Areas 25, 26, and 27 Septic Systems, Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order (FFACO). Located on the NTS approximately 65 miles northwest of Las Vegas, CAU 271 consists of fifteen Corrective Action Sites (CASs). The CASs consist of 13 septic systems, a radioactive leachfield, and a contaminated reservoir. The purpose of this CADD is to identify and provide a rationale for the selection of a recommended CAA for each CAS within CAU 271. Corrective action investigation (CAI) activities were performed from October 29, 2001, through February 22, 2002, and April 29, 2002, through June 25, 2002. Analytes detected during the CAI were evaluated against preliminary action levels and regulatory disposal limits to determine contaminants of concern (COC) for each CAS. It was determined that contaminants of concern included hydrocarbon-contaminated media, polychlorinated biphenyls, and radiologically-contaminated media. FY02 I/O Integration Blueprint

This document describes I/O focused requirements, issues, options, plans, deliverables and budgets for Livermore Computing (LC) in FY02. Areas covered include I/O for archival storage, network, platform, visualization and the I/O Testbed. Implementation Plan (IP) milestones and tasks in each of these areas map to the efforts and plans described in this document. When developing FY02 I/O requirements, a survey of key LC customers was performed (see Appendix A and D) and DisCom2 requirements were gathered. The LC customer provided throughput and capacity estimates were quite conservative when compared to ASCI curve projections and were history-based rather than being based on hardware capabilities. Because substantial differences exist in the ASCI platform in FY02, required I/O throughput rates were raised appropriately (i.e., by over 200% platform-to-archive). Archive capacity requirements remain fairly stable in FY02 as aggressive FY01 plans and purchases will accommodate most of the volume of data received through FY02. 10 Gigabit Ethernet network infrastructure will begin to get deployed in early FY02. When full implementation becomes cost effective it will allow us to greatly increase bandwidth between computer facilities. This Corrective Action Investigation Plan contains the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's approach to collect the data necessary to evaluate corrective action alternatives (CAAs) appropriate for the closure of Corrective Action Unit (CAU) 322, Areas 1 and 3 Release Sites and Injection Wells, Nevada Test Site, Nevada, under the Federal Facility Agreement and Consent Order. Corrective Action Unit 322 consists of three Corrective Action Sites (CASs): 01-25-01, AST Release (Area 1); 03-25-03, Mud Plant AST Diesel Release (Area 3); 03-20-05, Injection Wells (Area 3). Corrective Action Unit 322 is being investigated because existing information on the nature and extent of potential contamination is insufficient to evaluate and recommend corrective action alternatives. The investigation of three CASs in CAU 322 will determine if hazardous and/or radioactive constituents are present at concentrations and locations that could potentially pose a threat to human health and the environment. The results of this field investigation will support a defensible evaluation of corrective action alternatives in the corrective action decision document.

Energy-performance improvements in consumer products are an essential element in any government's portfolio of energy-efficiency and climate change mitigation programs. Governments need to develop balanced programs, both voluntary and regulatory, that remove cost-ineffective, energy-wasting products from the marketplace and stimulate the development of cost-effective, energy-efficient technology. Energy-efficiency labels and standards for appliances, equipment, and lighting products deserve to be among the first policy tools considered by a country's energy policy makers. The U.S. Agency for International Development (USAID) and the United Nations Foundation (UNF) recognize the need to support policy makers in their efforts to implement energy-efficiency standards and labeling programs and have developed this guidebook, together with the Collaborative Labeling and Appliance Standards Program (CLASP), as a primary reference. This guidebook was prepared over the course of the past year with significant contribution from the authors and reviewers mentioned previously. Furnace Blower Electricity: National and Regional Savings Potential

Currently, total electricity consumption of furnaces is unregulated, tested at laboratory conditions using the DOE test procedure, and is reported in the GAMA directory as varying from 76 kWh/year to 1,953 kWh/year. Furnace blowers account for about 80percent of the total furnace electricity consumption and are primarily used to distribute warm air throughout the home during furnace operation as well as distribute cold air during air conditioning operation. Yet the furnace test procedure does not provide a means to calculate the electricity consumption during cooling operation or standby, which account for a large fraction of the total electricity consumption. Furthermore, blower electricity consumption is strongly affected by static pressure. Field data shows that static pressure in the house distribution ducts varies widely and that the static pressure used in the test procedure as well as the calculated fan power is not representative of actual field installations. Therefore, accurate determination of the blower electricity consumption is important to address electricity consumption of furnaces and air conditioners. ASSESSMENT OF RADIONUCLIDES DATABASES IN CAP88 MAINFRAME VERSION 1.0 AND WINDOWS-BASED VERSION 3.0

In this study the radionuclide databases for two versions of the Clean Air Act Assessment Package-1988 (CAP88) computer model were assessed in detail. CAP88 estimates radiation dose and the risk of health effects to human populations from radionuclide emissions to air. This program is used by several Department of Energy (DOE) facilities to comply with National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations. CAP88 Mainframe, referred to as Version 1.0 on the Environmental Protection Agency (EPA) website (http://www.epa.gov/radiation/assessment/CAP88/), was the very first CAP88 version released in 1988. Some DOE facilities including the Savannah River Site still employ this version (1.0) while others use the more user-friendly personal computer Windows-based Version 3.0 released in December 2007. Version 1.0 uses the program RADRISK based on International Commission on Radiological Protection (ICRP) Publication 30 as its radionuclide database. Version 3.0 uses half-life, dose and risk factor values based on Federal Guidance Report 13. Differences in these values could cause different results for the same input exposure data (same scenario), depending on which version of CAP88 is used. Bulk Data Movement for Climate Dataset: Efficient Data Transfer Management with Dynamic Transfer Adjustment

Many scientific applications and experiments, such as high energy and nuclear physics, astrophysics, climate observation and modeling, combustion, nano-scale material sciences, and computational biology, generate extreme volumes of data with a large number of files. These data sources are distributed among national and international data repositories, and are shared by large numbers of geographically distributed scientists. A large portion of data is frequently accessed, and a large volume of data is moved from one place to another for analysis and storage. One challenging issue in such efforts is the limited network capacity for moving large datasets to explore and manage. The Bulk Data Mover (BDM), a data transfer management tool in the Earth System Grid (ESG) community, has been managing the massive dataset transfers efficiently with the pre-configured transfer properties in the environment where the network bandwidth is limited. Dynamic transfer adjustment was studied to enhance the BDM to handle significant end-to-end performance changes in the dynamic network environment as well as to control the data transfers for the desired transfer performance. We describe the results from the BDM transfer management for the climate datasets. We also describe the transfer estimation model and results from the dynamic transfer adjustment.
