Speech given to the Texas Association of Rural Water Cooperatives on February 1, 1974 by Senator John Tower. Tower describes how the Administration and Congress are working to facilitate growth in rural areas, but they face several obstacles. There is disagreement about the goals of rural development and how they should be implemented, and even where legislators do agree, there are practical obstacles to implementation. Yet, there is a consensus that rural areas need more job opportunities, increased income levels, improved housing, and higher quality community services. The members of the Texas Association of Rural Water Cooperatives play a key role in improving quality of life by providing and improving water and sewage facilities.

He states that sources of housing money should be expanded beyond savings and loan institutions, thrifts should broaden their services, government involvement in financial institutions should be reduced, consumers should be provided with all needed services (not discriminating against household services), and the federal government should support a more efficient and flexible financial system to enable financial institutions to adapt to rapid changes in society.

Speech delivered by Senator John Tower to Savings and Loan Associations updating them on legislative developments that may affect their industry. Tower explains changes occurring in the housing market such as reduced construction of homes and the flight of people to inner city housing. He also mentions measures that could hurt thrift associations such as President Nixon's proposal for a Department of Housing and Urban Development co-insurance program that would require savings and loan associations to insure loans with the Federal Housing Administration. There is also a major concern about Federal Reserve regulations that could essentially transfer funds from thrifts to commercial banks. To alleviate this issue, John Tower introduced and promoted Senate Joint Resolution 160 as a "band-aid" and hopes that Senate Bill 2591 will provide a more thorough diagnosis of the problem.
