Riding Lucifer's Line: Ranger Deaths Along the Texas-mexico Border

The Texas-Mexico border is trouble. Haphazardly splashing across the meandering Rio Grande into Mexico is—or at least can be—risky business, hazardous to one’s health and well-being. Kirby W. Dendy, the Chief of Texas Rangers, corroborates the sobering reality: “As their predecessors for over one hundred forty years before them did, today’s Texas Rangers continue to battle violence and transnational criminals along the Texas-Mexico border.” In Riding Lucifer’s Line, Bob Alexander, in his characteristic storytelling style, surveys the personal tragedies of twenty-five Texas Rangers who made the ultimate sacrifice as they scouted and enforced laws throughout borderland counties adjacent to the Rio Grande. The timeframe commences in 1874 with formation of the Frontier Battalion, which is when the Texas Rangers were actually institutionalized as a law enforcing entity, and concludes with the last known Texas Ranger death along the border in 1921. Alexander also discusses the transition of the Rangers in two introductory sections: “The Frontier Battalion Era, 1874-1901” and “The Ranger Force Era, 1901-1935,” wherein he follows Texas Rangers moving from an epochal narrative of the Old West to more modern, technological times. Algorithm for Screening Phasor Measurement Unit Data for Power System Events and Categories and Common Characteristics for Events Seen in Phasor Measurement Unit Relative Phase-Angle Differences and Frequency Signals

A network of multiple phasor measurement units (PMU) was created, set up, and maintained at the University of Texas at Austin to obtain actual power system measurements for power system analysis. Power system analysis in this report covers a variety of time ranges, such as short- term analysis for power system disturbances and their effects on power system behavior and long- term power system behavior using modal analysis. The first objective of this report is to screen the PMU data for events. The second objective of the report is to identify and describe common characteristics extracted from power system events as measured by PMUs. The numerical characteristics for each category and how these characteristics are used to create selection rules for the algorithm are also described. Trends in PMU data related to different levels and fluctuations in wind power output are also examined.

Preparing the Way for New Policy Regarding Adaptation of US Electricity Infrastructure to Climate Change

The following pages represent the status of policy regarding adaptation of the electric grid to climate change and proposed directions for new policy development. While strides are being made to understand the current climate and to predict hazards it may present to human systems, both the science and the policy remain at present in an analytical state. The policy proposed in this document involves first continued computational modeling of outcomes which will produce a portfolio of options to be considered in light of specific region-related risks. It is proposed that the modeling continue not only until reasonable policy at various levels of jurisdiction can be derived from its outcome but also on a continuing basis so that as improvements in the understanding of the state and trajectory of climate science along with advancements in technology arise, they can be incorporated into an appropriate and evolving policy.

The Extent of Autism Knowledge of Novice Alternatively Certified Special Education Teachers in Texas

An increase in the prevalence rate of autism is not necessarily matched by a concurrent increase in the rate of highly qualified special education teachers. The low ratio of highly qualified teachers to the number of students with autism has resulted in chronic teacher shortages in this area. Alternative certification is used as a mechanism to alleviate the demand for highly qualified teachers in special education. However, alternative certification routes have often left novice teachers underprepared for teaching students with autism, more specifically in the implementation of evidence-based practices necessary for instructional effectiveness. The purposes of the study were: a) to assess the knowledge of novice alternatively certified (AC) teachers in the area of autism education; and b) to determine the extent to which age, credit hours of instruction, formal hours of instruction, amount of professional development, and number of students with autism predict the variance in knowledge scores. Participants included all novice (i.e., first-and second-year) alternatively certified special education teachers in the state of Texas. Data were collected through an electronic survey instrument disseminated state-wide to approximately 33 individuals. Phase I Flow and Transport Model Document for Corrective Action Unit 97: Yucca Flat/Climax Mine, Nevada National Security Site, Nye County, Nevada, Revision 1 with ROTC 1

The Underground Test Area (UGTA) Corrective Action Unit (CAU) 97, Yucca Flat/Climax Mine, in the northeast part of the Nevada National Security Site (NNSS) requires environmental corrective action activities to assess contamination resulting from underground nuclear testing. These activities are necessary to comply with the UGTA corrective action strategy (referred to as the UGTA strategy). The corrective action investigation phase of the UGTA strategy requires the development of groundwater flow and contaminant transport models whose purpose is to identify the lateral and vertical extent of contaminant migration over the next 1,000 years. In particular, the goal is to calculate the contaminant boundary, which is defined as a probabilistic model-forecast perimeter and a lower hydrostratigraphic unit (HSU) boundary that delineate the possible extent of radionuclide-contaminated groundwater from underground nuclear testing. Because of structural uncertainty in the contaminant boundary, a range of potential contaminant boundaries was forecast, resulting in an ensemble of contaminant boundaries. The contaminant boundary extent is determined by the volume of groundwater that has at least a 5 percent chance of exceeding the radiological standards of the Safe Drinking Water Act (SDWA) (CFR, 2012).

Alstom's Chemical Looping Combustion Prototype for CO{sub 2} Capture from Existing Pulverized Coal-Fired Power Plants: Final Report

Alstom’s Limestone Chemical Looping (LCL™) process has the potential to capture CO{sub 2} from new and existing coal-fired power plants while maintaining high plant power generation efficiency. This new power plant concept is based on a hybrid combustion- gasification process utilizing high temperature chemical and thermal looping technology. This process could also be potentially configured as a hybrid combustion-gasification process producing a syngas or hydrogen for various applications while also producing a separate stream of CO{sub 2} for use or sequestration. The targets set for this technology is to capture over 90% of the total carbon in the coal at cost of electricity which is less than 20% greater than Conventional PC or CFB units. Previous work with bench scale test and a 65 kWt Process Development Unit Development (PDU) has validated the chemistry required for the chemical looping process and provided for the investigation of the solids transport mechanisms and design requirements. The objective of this project is to continue development of the combustion option of chemical looping (LCL-C™) by designing, building and testing a 3 MWt prototype facility. The LTS Timing Analysis program described in this report uses signals from the Tempest Lasers, Pulse Forming Lines, and Laser Spark Detectors to carry out calculations to quantify and monitor the performance of the the Z-Accelerator's laser triggered SF6 switches. The program analyzes Z-shots beginning with Z2457, when Laser Spark Detector data became available for all lines.
