A letter report issued by the Government Accountability Office with an abstract that begins "In 2006, the Millennium Challenge Corporation (MCC) established a records and information management program to maintain and preserve its federal records. The program includes policies related to compact management records--a subset of MCC's federal records. These policies also address the handling of other compact-related information generated by MCC partner governments' accountable entities, which typically manage compact implementation until the 5-year compacts close. MCC's policies require that the entities transfer their compact management records to MCC for storage before compact closure. MCC also requires that partner governments retain compact-related information not classified as records, such as survey data and data quality reviews, for at least 5 years after their compacts close, to facilitate audits and analysis of MCC assistance. However, MCC does not require, and has not conducted, periodic reviews to determine whether it has received all compact-management records from the accountable entities consistent with federal internal control standards. As a result, MCC cannot be sure that it is meeting the federal requirement that it preserve all records documenting its functions, activities, and other transactions."

A letter report issued by the Government Accountability Office with an abstract that begins "Since January 2010, the Office of Management and Budget (OMB) and selected agencies have held multiple TechStat Accountability Sessions (TechStats) on information technology (IT) investments that varied in terms of function, significance, and risk. As of April 2013, OMB reported conducting 79 TechStats, which focused on 55 investments at 23 federal agencies. The four agencies conducted 37 TechStats covering 28 investments. About 70 percent of the OMB- and 76 percent of agency-led TechStats on major investments were considered medium- to high-risk at the time of the TechStat. However, the number of at-risk TechStats held to date is relatively small compared to the current number of medium- and high-risk IT investments. Until OMB and agencies develop plans to address these investments, the investments will likely remain at risk."

These plains buffalo hunters and traders were one of the first groups to acquire horses, and with this advantage they expanded from the Panhandle across Texas and into Coahuila, coming into conflict with the Comanches. With a knack for making friends and forging alliances, they survived against all odds, and were still free long after their worst enemies were corralled on reservations. In the most thorough account yet published, Sherry Robinson tracks the Lipans from their earliest interactions with Spaniards and kindred Apache groups through later alliances and to their love-hate relationships with Mexicans, Texas colonists, Texas Rangers, and the U.S. Army. For the first time we hear of the Eastern Apache confederacy of allied but autonomous groups that joined for war, defense, and trade. Among their confederates, and led by chiefs with a diplomatic bent, Lipans drew closer to the Spanish, Mexicans, and Texans. John Wesley Hardin! His name spread terror in much of Texas in the years following the Civil War as the most wanted fugitive with a $4000 reward on his head. A Texas Ranger wrote that he killed men just to see them kick. Hardin began his killing career in the late 1860s and remained a wanted man until his capture in 1877 by Texas Rangers and Florida law officials. He certainly killed twenty men; some credited him with killing forty or more. After sixteen years in Huntsville prison he was pardoned by Governor Hogg. For a short while he avoided trouble and roamed westward, eventually establishing a home of sorts in wild and woolly El Paso as an attorney. He became embroiled in the dark side of that city and eventually lost his final gunfight to an El Paso constable, John Selman. Hardin was forty-two years old. Besides his reputation as the deadliest man with a six-gun, he left an autobiography in which he detailed many of the troubles of his life. There is a need for accurate dosimetry for studies of health effects in the Japanese atomic bomb survivors because of the important role that these studies play in worldwide radiation protection standards. International experts have developed dosimetry systems, such as the Dosimetry System 2002 (DS02), which assess the initial radiation exposure to gamma rays and neutrons but only briefly consider the possibility of some minimal contribution to the total body dose by residual radiation exposure. In recognition of the need for an up-to-date review of the topic of residual radiation exposure in Hiroshima and Nagasaki, recently reported studies were reviewed at a technical session at the 57th Annual Meeting of the Health Physics Society in Sacramento, California, 22-26 July 2012. A one-day workshop was also held to provide time for detailed discussion of these newer studies and to evaluate their potential use in clarifying the residual radiation exposures to the atomic-bomb survivors at Hiroshima and Nagasaki. Suggestions for possible future studies are also included in this workshop report.

The National Museum of the Pacific War presents an interview with George Riddle. Riddle joined the Navy in March of 1943. He served as a Radarman, completing training in radio design, electronics, communications, and on a magnetic air detection system to locate submarines. Riddle was stationed in Florida, training pilots and other operators in radar systems. He was stationed in the US throughout the duration of the war, receiving a discharge in late 1945.

The National Museum of the Pacific War presents an interview with Benjamin Ostrofsky. Ostrofsky joined the Army Air Forces in January of 1943 as an Aviation Cadet. He completed Navigation School that same year. He then went through a College Training Detachment at the University of Massachusetts to study algebra and physics. In 1944, Ostrofsky completed pre-flight training as part of his navigation training at Maxwell Air Force Base, and received additional navigation training at Ellington Air Force Base, graduating January of 1945. While waiting for assignment with a B-29 combat crew headed for the Pacific, the war ended. He shares numerous details of his training experiences. He served in the Reserves in the Korean War, and was discharged around late 1953.
