Study of Multi-Scale Cloud Processes Over the Tropical Western Pacific Using Cloud-Resolving Models Constrained by Satellite Data

Clouds in the tropical western Pacific are an integral part of the large scale environment. An improved understanding of the multi-scale structure of clouds and their interactions with the environment is critical to the ARM (Atmospheric Radiation Measurement) program for developing and evaluating cloud parameterizations, understanding the consequences of model biases, and providing a context for interpreting the observational data collected over the ARM Tropical Western Pacific (TWP) sites. Three-dimensional cloud resolving models (CRMs) are powerful tools for developing and evaluating cloud parameterizations. However, a significant challenge in using CRMs in the TWP is that the region lacks conventional data, so large uncertainty exists in defining the large-scale environment for clouds. This project links several aspects of the ARM program, from measurements to providing improved analyses, and from cloud-resolving modeling to climate-scale modeling and parameterization development, with the overall objective to improve the representations of clouds in climate models and to simulate and quantify resolved cloud effects on the large-scale environment. Our objectives will be achieved through a series of tasks focusing on the use of the Weather Research and Forecasting (WRF) model and ARM data. Oral History Interview with Arthur Powell, March 12, 2013

The National Museum of the Pacific War presents an oral interview with Arthur Powell. Powell was born in Enid, Oklahoma, on 3 November 1924. Upon graduating from high school he entered the US Army. After completing basic training in Amarillo, Texas, he was selected to enter flight training at Cedar City, Utah. In the middle of his training, the program was cancelled. Boarding USS Mitchell (APA-114) he spent thirty-nine days at sea before arriving at Bombay, India. There he was assigned to the 148th Replacement Battalion where he participated in the processing of troops to and from the China-Burma-India Theater. He returned to the United States in 1946 aboard the merchant ship, Marine Cardinal, and was discharged shortly after his return to the US.

Evolution of Long-Term Stewardship at Hanford - 14189

Hanford�s Long-Term Stewardship (LTS) Program has evolved from a small, informal process, with minimal support, to a robust program that provides comprehensive transitions from cleanup contractors to long-term stewardship for post-cleanup requirements specified in the associated cleanup decision documents. The LTS Program has the responsibility for almost 100,000 acres of land, along with over 200 waste sites and will soon have six cocooned reactors. Close to 2,600 documents have been identified and tagged for storage in the LTS document library. The program has successfully completed six consecutive transitions over the last two years in support of the U.S. DOE Richland Operations Office�s (DOE-RL) near-term cleanup objectives of significantly reducing the footprint of active cleanup operations for the River Corridor. The program has evolved from one that was initially responsible for defining and measuring Institutional Controls for the Hanford Site, to a comprehensive, post remediation surveillance and maintenance program that begins early in the transition process. In 2013, the first reactor area―the cocooned 105-F Reactor and its surrounding 1,100 acres, called the F Area was transitioned. In another �first,� the program is expected to transition the five remaining cocooned reactors into the program through using a Transition and Turnover Package (TTP). …

The National Museum of the Pacific War presents an interview with Walter Oweiss. Oweiss joined the Army in March 1943 and trained in Virginia. His first stop was in the Army Specialized Training Program until he transferred to a flight school. The Army had too many pilot trainees,so oweiss was tranferred to a parachute infantry training and became a paratrooper attached to the 127th Airborne Engineers, 11th Airborne Division. He shipped overseas t oLuzon, Philippine Islands, with them. He also went with the unit to Okinawa. He also shares anecdotes about occupation duty in Japan. After returning to the US, Oweiss was discharged in February 1946.

IT Dashboard: Agencies Are Managing Investment Risk, but Related Ratings Need to Be More Accurate and Available

A letter report issued by the Government Accountability Office with an abstract that begins "As of August 2013, the Chief Information Officers (CIO) at the eight selected agencies rated 198 of their 244 major information technology (IT) investments listed on the Federal IT Dashboard (Dashboard) as low risk or moderately low risk, 41 as medium risk, and 5 as high risk or moderately high risk. However, the total number of investments reported by these agencies has varied over time, which impacts the number of investments receiving CIO ratings. For example, Energy reclassified several of its supercomputer investments from IT to facilities and Commerce decided to reclassify its satellite ground system investments. Both decisions resulted in the removal of the investments from the Dashboard, even though the investments were clearly IT. In addition, the Office of Management and Budget (OMB) does not update the public version of the Dashboard as the President's budget request is being created. As a result, the public version of the Dashboard was not updated for 15 of the past 24 months, and so was not available as a tool for investment oversight and decision making."
