Information Technology: OMB and Agencies Need to Fully Implement Major Initiatives to Save Billions of Dollars

Testimony issued by the Government Accountability Office with an abstract that begins "GAO has issued a number of key reports on the federal government's efforts to efficiently acquire and operate information technology (IT) investments and found that if major initiatives are fully implemented, billions of dollars in savings could be realized. In particular, GAO has made recommendations regarding the Office of Management and Budget's (OMB) public website, known as the IT Dashboard, which provides detailed information on federal agencies' major IT investments; agencies' efforts to perform analyses on existing IT investments; and agencies' progress toward consolidating data centers."

Information Technology: Leveraging Best Practices to Help Ensure Successful Major Acquisitions

Testimony issued by the Government Accountability Office with an abstract that begins "Information technology (IT) acquisition best practices have been developed by both industry and the federal government. For example, the Software Engineering Institute has developed highly regarded and widely used guidance on best practices, such as requirements development and management, risk management, validation and verification, and project monitoring and control. GAO's own research in IT management best practices led to the development of the Information Technology Investment Management Framework, which describes essential and complementary IT investment management disciplines, such as oversight of system development and acquisition management, and organizes them into a set of critical processes for successful investments."

Oral History Interview with James Snellen, March 8, 2013

The National Museum of the Pacific War presents an oral interview with James R. Snellen. Snellen was born 27 September 1926 in Bullitt County, Kentucky. He joined the Navy in April 1944 and went to Great Lakes Naval Training Center for boot camp. He then went to Fort Pierce, Florida for amphibious training as radioman and gunner on LCVPs. Upon completion, he was assigned to the USS Cofer (APD-62). At Leyte, Snellen saw the USS Mahan (DD-364) and the USS Lidde (APD-60) get hit by kamikazes. Afterwards, he boarded the stricken Lidde and scooped body parts over the side. While landing infantry on Mindoro, he observed the USS Nashville (CL-43) get hit by a kamikaze. In recalling one landing, in which the LCVP got stuck on a reef, Snellen saw the soldiers wading toward shore as a mortar round hit among them, killing them all. He also worked with underwater demolition teams at Borneo and tells of an attack on his ship during which crew shot down two Japanese planes. When Japan surrendered, the Cofer led six hospital ships through mine fields using a Japanese pilot arriving at Wakayama, Japan on 11 September. Upon departing, they sailed to Nagasaki and …

Information Technology: OMB and Agencies Need to More Effectively Implement Major Initiatives to Save Billions of Dollars

Testimony issued by the Government Accountability Office with an abstract that begins "GAO has issued a number of key reports on the federal government's efforts to efficiently acquire and manage information technology (IT). While the Office of Management and Budget (OMB) and federal agencies have taken steps to address underperforming IT projects and more effectively manage IT through a number of major initiatives, additional actions are needed. For example, OMB has taken significant steps to enhance the oversight accountability of federal investments by creating the IT Dashboard, an OMB public website which provides detailed information on federal agencies' major investments. However, GAO previously found there were issues with the accuracy and reliability of cost and schedule data in the Dashboard and recommended steps that OMB and agencies should take to improve these data--this is important since the Dashboard currently reports 154 investments totaling almost $10.4 billion being at risk. OMB agreed with the recommendations."

Education Research: Preliminary Observations on the Institute of Education Sciences' Research and Evaluation Efforts

Testimony issued by the Government Accountability Office with an abstract that begins "The Institute of Education Sciences (IES) supports high-quality research, according to stakeholders, but lacks certain key procedures needed to fulfill other aspects of its mission. Since its inception, IES has substantially improved the quality of education research. However, stakeholders expressed some concerns about IES's ability to produce timely and relevant research that meets their various needs. For example, IES's efforts to respond quickly to its stakeholders are slowed, in part, because the time IES's products have spent in peer review substantially increased this past year, and IES does not monitor some aspects of these timeframes. In addition, IES does not have a structured process for incorporating stakeholder input into its research agenda, which previous GAO work has shown to be key to sound federal research programs. Lastly, IES's performance measures do not fully reflect its current programs, which is not consistent with GAO's leading practices for performance management. IES officials said, however, that they have begun to develop new performance measures for all of their programs."
