300 Area Uranium Stabilization Through Polyphosphate Injection: Final Report
The objective of the treatability test was to evaluate the efficacy of using polyphosphate injections to treat uranium-contaminated groundwater in situ. A test site consisting of an injection well and 15 monitoring wells was installed in the 300 Area near the process trenches that had previously received uranium-bearing effluents. This report summarizes the work on the polyphosphate injection project, including bench-scale laboratory studies, a field injection test, and the subsequent analysis and interpretation of the results. Previous laboratory tests have demonstrated that when a soluble form of polyphosphate is injected into uranium-bearing saturated porous media, immobilization of uranium occurs due to formation of an insoluble uranyl phosphate, autunite [Ca(UO2)2(PO4)2•nH2O]. These tests were conducted at conditions expected for the aquifer and used Hanford soils and groundwater containing very low concentrations of uranium (10-6 M). Because autunite sequesters uranium in the oxidized form U(VI) rather than forcing reduction to U(IV), the possibility of re-oxidation and subsequent re-mobilization is negated. Extensive testing demonstrated the very low solubility and slow dissolution kinetics of autunite. 2007-2008 Annual Progress Report for BPA Grant Exp Restore Walla Walla River Flow
WWBWC and its partners have been working on a wide variety of conservation and aquifer recharge related activities including: monitoring groundwater and surface water conditions, creating a geospatial database for the Walla Walla River valley (project focal area), expanding aquifer recharge testing at the HBDIC site and conducting an extensive outreach/education program by which to share the information, ideas and potential solutions to our current water management issues in this basin. This report is an outline of those activities and is accompanied by individual program-component (attached as appendices) reports for the areas that BPA is assisting to fund these on-the-ground projects along with the innovative research and monitoring being done to further aquifer recharge as a water management tool for the Pacific Northwest.

2008 Groundwater Monitoring Report Central Nevada Test Area, Corrective Action Unit 443
This report presents the 2008 groundwater monitoring results collected by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) for the Central Nevada Test Area (CNTA) Subsurface Corrective Action Unit (CAU) 443. Responsibility for the environmental site restoration of the CNTA was transferred from the DOE Office of Environmental Management (DOE-EM) to DOE-LM on October 1, 2006. The environmental restoration process and corrective action strategy for CAU 443 are conducted in accordance with the Federal Facility Agreement and Consent Order (FFACO 2005) entered into by DOE, the U.S. Department of Defense, and the State of Nevada. The corrective action strategy for the site includes proof-of-concept monitoring in support of site closure. This report summarizes investigation activities associated with CAU 443 that were conducted at the site during fiscal year 2008. This is the second groundwater monitoring report prepared by DOE-LM for the CNTA.

2010 Census: Census Bureau Has Made Progress on Schedule and Operational Control Tools, but Needs to Prioritize Remaining System Requirements

2010 Census: Communications Campaign Has Potential to Boost Participation
Testimony issued by the Government Accountability Office with an abstract that begins "A complete and accurate census is becoming an increasingly daunting task, in part because the nation's population is growing larger, more diverse, and more reluctant to participate, according to the U.S. Census Bureau (Bureau). When the census misses a person who should have been included, it results in an undercount, and the differential impact on various subpopulations, such as minorities, is particularly problematic. This testimony provides an update on the Bureau's readiness to implement its Integrated Communications Campaign, one of several efforts aimed at reducing the undercount. GAO focused on the campaign's key components: partnerships with local and national organizations, paid advertising and public relations, and Census in Schools (designed to reach parents and guardians through their school-age children). GAO also discusses the extent to which the rollout of the campaign is consistent with factors important for greater accountability and successful results. This testimony is based on previously issued work, ongoing reviews of relevant documents, and interviews with key Bureau officials."

2010 Census: Efforts to Build an Accurate Address List Are Making Progress, but Face Software and Other Challenges
Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a constitutionally mandated activity that produces data used to apportion congressional seats, redraw congressional districts, and help allocate billions of dollars in federal assistance. A complete and accurate master address file (MAF), along with precise maps--the U.S. Census Bureau's (Bureau) mapping system is called Topologically Integrated Geographic Encoding and Referencing (TIGER)--are the building blocks of a successful census. If the Bureau's address list and maps are inaccurate, people can be missed, counted more than once, or included in the wrong location. This testimony discusses the Bureau's readiness for the 2010 Census and covers: (1) the Bureau's progress in building an accurate address list; and (2) an update of the Bureau's information technology (IT) system used to extract information from its MAF/TIGER? database. Our review included observations at 20 early opening local census offices in hard-to-count areas. The testimony is based on previously issued and ongoing work."

In March 2008, GAO designated the 2010 Census a high-risk area in part because of problems with the performance of handheld computers used to collect data. The U.S. Census Bureau has since strengthened its risk management efforts and made other improvements; however, the Bureau curtailed a dress rehearsal scheduled for 2008 and was unable to test key operations under census-like conditions. This testimony discusses the Bureau's readiness for 2010 and covers: (1) the importance of reliable cost estimates; (2) building a complete and accurate address list; (3) following up on missing and conflicting responses to ensure accuracy; (4) targeting outreach to undercounted populations; and (5) designing, testing, and implementing technology for the census. 4th Annual DOE-ERSP PI Meeting: Abstracts
This contains abstracts from the 2009 Annual Environmental Remediation Sciences Program (ERSP) Principal Investigators (PI) Meeting. The ERSP seeks to advance fundamental science to understand, predict, and mitigate the impacts of environmental contamination from past nuclear weapons production and provide a scientific basis for the long-term stewardship of nuclear waste disposal. These ambitious goals cannot be achieved by any one project alone. Therefore, ERSP funds a combination of research programs at the DOE national laboratories, individual projects at universities and federal agencies, and large long(er)-term field site research. Integration of these activities to advance the ERSP goals is a constant challenge, but made significantly simpler by bringing together all funded ERSP researchers once a year to discuss the very latest research results. It is at these meetings where new ideas and/or scientific advancements in support of ERSP goals can be discussed and openly debated among all PIs in the program. The ERSP thrives, in part, on the new ideas, concepts, scientific connections, and collaborations generated as a result of these meetings.
