Advocacy for the Archives and History Office of the SLAC National Accelerator Laboratory: Stages and Methods

Advocating for the good of the SLAC Archives and History Office (AHO) has not been a one-time affair, nor has it been a one-method procedure. It has required taking time to ascertain the current and perhaps predict the future climate of the Laboratory, and it has required developing and implementing a portfolio of approaches to the goal of building a stronger archive program by strengthening and appropriately expanding its resources. Among the successful tools in the AHO advocacy portfolio, the Archives Program Review Committee has been the most visible. The Committee and the role it serves as well as other formal and informal advocacy efforts are the focus of this case study My remarks today will begin with a brief introduction to advocacy and outreach as I understand them, and with a description of the Archives and History Office's efforts to understand and work within the corporate culture of the SLAC National Accelerator Laboratory. I will then share with you some of the tools we have employed to advocate for the Archives and History Office programs and activities; and finally, I will talk about how well - or badly - those tools have served us over the past decade.

'Study the past--what is past is prologue'. These words appear as the motto on a pair of statues at the National Archives Building in Washington DC. They are also the opening sentence in the preface of a document written in August of 1956 entitled 'A Summary of Accidents and Incidents Involving Radiation in Atomic Energy Activities--June 1945 thru December 1955'. This document, one of several written by D.F. Hayes of the Safety and Fire Protection Branch, Division of Organization and Personnel, U.S. Atomic Energy Commission in Washington DC, and many others are often forgotten even though they contain valuable glovebox fire protection lessons for us today.

Washington is called the 'Evergreen State' and it evokes images like this of lush forests, lakes and mountains. However, such images apply primarily to the half of the state west of the Cascade Mountains, where we are today. Eastern Washington state is quite a different matter and I want to draw your attention to a portion of Eastern Washington that is the focus ofmy presentation to you this morning. This image was taken on a part of the Department of Energy's Hanford Site, a 586-square mile government reservation, the second largest DOE facility in the nation . Here you can see where I am talking about, roughly 220 miles southeast of Seattle and about the same distance northeast of Portland.

PRIDE Surveillance Projects Data Packaging Project, Information Package Specification Version 1.0

This document contains a specification for a standard XML document format called an information package that can be used to store information and the context required to understand and use that information in information management systems and other types of information archives. An information package consists of packaged information, a set of information metadata that describes the packaged information, and an XML signature that protects the packaged information. The information package described in this specification was designed to be used to store Department of Energy (DOE) and National Nuclear Security Administration (NNSA) information and includes the metadata required for that information: a unique package identifier, information marking that conforms to DOE and NNSA requirements, and access control metadata. Information package metadata can also include information search terms, package history, and notes. Packaged information can be text content, binary content, and the contents of files and other containers. A single information package can contain multiple types of information. All content not in a text form compatible with XML must be in a text encoding such as base64. Package information is protected by a digital XML signature that can be used to determine whether the information has changed since it was signed …

A Low-Cost Soft-Switched DC/DC Converter for Solid-Oxide Fuel Cells

A highly efficient DC to DC converter has been developed for low-voltage high-current solid oxide fuel cells. The newly developed 'V6' converter resembles what has been done in internal combustion engine that split into multiple cylinders to increase the output capacity without having to increase individual cell size and to smooth out the torque with interleaving operation. The development was started with topology overview to ensure that all the DC to DC converter circuits were included in the study. Efficiency models for different circuit topologies were established, and computer simulations were performed to determine the best candidate converter circuit. Through design optimization including topology selection, device selection, magnetic component design, thermal design, and digital controller design, a bench prototype rated 5-kW, with 20 to 50V input and 200/400V output was fabricated and tested. Efficiency goal of 97% was proven achievable through hardware experiment. This DC to DC converter was then modified in the later stage to converter 35 to 63 V input and 13.8 V output for automotive charging applications. The complete prototype was tested at Delphi with their solid oxide fuel cell test stand to verify the performance of the modified DC to DC converter. The output was tested …

Crosscutting Technology Development at the Center for Advanced Separation Technologies

The U.S. is the largest producer of mining products in the world. In 2003, U.S. mining operations produced $57 billion worth of raw materials that contributed a total of $564 billion to the nation's wealth. Despite these contributions, the mining industry has not been well supported with research and development funds as compared to mining industries in other countries. To overcome this problem, the Center for Advanced Separation Technologies (CAST) was established to develop technologies that can be used by the U.S. mining industry to create new products, reduce production costs, and meet environmental regulations. Originally set up by Virginia Tech and West Virginia University, this endeavor has been expanded into a seven-university consortium -- Virginia Tech, West Virginia University, University of Kentucky, University of Utah, Montana Tech, New Mexico Tech and University of Nevada, Reno - that is supported through U.S. DOE Cooperative Agreement No. DE-FC26-02NT41607: Crosscutting Technology Development at the Center for Advanced Separation Technologies. Use of Gene Probes to Assess the Impact and Effectiveness of Aerobic in Situ Bioremediation of Tce

Gene probe hybridization was used to determine distribution and expression of co-metabolic genes at a contaminated site as it underwent in situ methanotrophic bioremediation of trichloroethylene (TCE). The bioremediation strategies tested included a series of air, air:methane, and air:methane:nutrient pulses of the test plot using horizontal injection wells. During the test period, the levels of TCE reduced drastically in almost all test samples. Sediment core samples (n = 367) taken from 0 m (surface)-43 m depth were probed for gene coding for methanotrophic soluble methane monooxygenase (sMMO) and heterotrophic toluene dioxygenase (TOD), which are known to co-metabolize TCE. The same sediment samples were also probed for genes coding for methanol dehydrogenase (MDH) (catalyzing the oxidation of methanol to formaldehyde) to assess specifically changes in methylotrophic bacterial populations in the site. Gene hybridization results showed that the frequency of detection of sMMO genes were stimulated approximately 250% following 1% methane:air (v/v) injection. Subsequent injection of 4% methane:air (v/v) resulted in an 85% decline probably due to nutrient limitations, since addition of nutrients (gaseous nitrogen and phosphorus) thereafter caused an increase in the frequency of detection of sMMO genes. HPSS in the Extreme Scale Era: Report to DOE Office of Science on HPSS in 2018-2022

This paper is a product for the Department of Energy?s (DOE) Office of Science (OS) reporting on the feasibility of using HPSS into the Extreme Scale era of storage (2018 -2022). The initial sections provide a summary of the systems environment and expected archival storage requirements extracted from other Extreme Scale workshopreports conducted since 2007 by various applications and programs within the DOE OS. These high level requirements aid in identifying long-term data storage system features that support Extreme Scale science. Participants also separately forecasted data growth in established long-term data storage systems through 2018 - 2022 to get a picture of the amount of data that systems will need to manage. The report concludes that HPSS is well positioned to meet the requirements projected for the Extreme Scale era and provides recommendations from the HPSS Collaboration to the DOE Office of Science for ensuring that HPSS can meet these extreme scale storage requirements of 2018 - 2022.

The work was conducted by the Desert Research Institute at the request of the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office and the U.S. Department of Defense, Defense Threat Reduction Agency (DTRA). The U12t Tunnel is one of a series of tunnels used for underground nuclear weapons effects tests on the east side of Rainier and Aqueduct Mesas. Six nuclear weapons effects tests, Mint Leaf, Diamond Sculls, Husky Pup, Midas Myth/Milagro, Mighty Oak, and Mission Ghost, and one high explosive test, SPLAT, were conducted within the U12t Tunnel from 1970 to 1987. All six of the nuclear weapons effects tests and the high explosive test were sponsored by DTRA. Two conventional weapons experiments, Dipole Knight and Divine Eagle, were conducted in the tunnel portal area in 1997 and 1998. Food abundance does not determine bird use of early-successional habitat.

Abstract. Few attempts have been made to experimentally address the extent to which temporal or spatial variation in food availability influences avian habitat use. We used an experimental approach to investigate whether bird use differed between treated (arthropods reduced through insecticide application) and control (untreated) forest canopy gaps within a bottomland hardwood forest in the Upper Coastal Plain of South Carolina, USA. Gaps were two- to three-year-old group selection timber harvest openings of three sizes (0.13, 0.26, and 0.50 ha). Our study was conducted during four bird use periods (spring migration, breeding, post-breeding, and fall migration) in 2002 and 2003. Arthropods were reduced in treated gaps by 68% in 2002 and 73% in 2003. We used mist-netting captures and foraging attack rates to assess the influence of arthropod abundance on avian habitat use. Evidence that birds responded to arthropod abundance was limited and inconsistent. In 2002, we generally captured more birds in treated gaps of the smallest size (0.13 ha) and fewer birds in treated gaps of the larger sizes. In 2003, we recorded few differences in the number of captures in treated and control gaps. Foraging attack rates generally were lower in treated than in control gaps, indicating that …

The purpose of the Waste Isolation Pilot Plant Annual Site Environmental Report for 2008 (ASER) is to provide information required by U.S. Department of Energy (DOE) Order 231.1A, Environment, Safety, and Health Reporting. Specifically, the ASER presents summary environmental data to characterize site environmental management performance; summarize environmental occurrences and responses reported during the calendar year; confirm compliance with environmental standards and requirements; highlight significant facility programs and efforts; and describe how compliance and environmental improvement is accomplished through the WIPP Environmental Management System (EMS). The DOE Carlsbad Field Office (CBFO) and the management and operating contractor (MOC), Washington TRU Solutions LLC (WTS), maintain and preserve the environmental resources at the Waste Isolation Pilot Plant (WIPP). DOE Order 231.1A; DOE Order 450.1A, Environmental Protection Program; and DOE Order 5400.5, Radiation Protection of the Public and the Environment, require that the affected environment at and near DOE facilities be monitored to ensure the safety and health of the public and workers, and preservation of the environment. Metagenomic Sequencing of an In Vitro-Simulated Microbial Community

Background: Microbial life dominates the earth, but many species are difficult or even impossible to study under laboratory conditions. Sequencing DNA directly from the environment, a technique commonly referred to as metagenomics, is an important tool for cataloging microbial life. This culture-independent approach involves collecting samples that include microbes in them, extracting DNA from the samples, and sequencing the DNA. A sample may contain many different microorganisms, macroorganisms, and even free-floating environmental DNA. A fundamental challenge in metagenomics has been estimating the abundance of organisms in a sample based on the frequency with which the organism's DNA was observed in reads generated via DNA sequencing. Methodology/Principal Findings: We created mixtures of ten microbial species for which genome sequences are known. Each mixture contained an equal number of cells of each species. We then extracted DNA from the mixtures, sequenced the DNA, and measured the frequency with which genomic regions from each organism was observed in the sequenced DNA. We found that the observed frequency of reads mapping to each organism did not reflect the equal numbers of cells that were known to be included in each mixture. Personalizing situation awareness (open access)

Personalizing situation awareness

Emergency responders need access to information but what counts as actionable information depends on their role, task, location, and other variables. For example, experts who have unique knowledge and experience and are called on to serve as scientific and teclmical responders, require correspondingly unique situation awareness in order to do their work. In our research-in-progress we leverage emerging and evolving web and digital library technologies to create personalized situation awareness tools that address the needs of these scientific and technical responders in real time, through focused information collection, extraction, integration, representation, and dissemination. We describe three personalized situation awareness tools in this paper: the Theme Awareness Tool (THEMAT), Social Awareness Tool (SAT), and Expertise Awareness Tool (EXPAT). The concepts and technologies we are developing in collaboration with experts apply to those who use the Web, in general, and offer an approach to the general issue of HCI design for emergencies.

Using architectures for semantic interoperability to create journal clubs for emergency response

In certain types of 'slow burn' emergencies, careful accumulation and evaluation of information can offer a crucial advantage. The SARS outbreak in the first decade of the 21st century was such an event, and ad hoc journal clubs played a critical role in assisting scientific and technical responders in identifying and developing various strategies for halting what could have become a dangerous pandemic. This research-in-progress paper describes a process for leveraging emerging semantic web and digital library architectures and standards to (1) create a focused collection of bibliographic metadata, (2) extract semantic information, (3) convert it to the Resource Description Framework /Extensible Markup Language (RDF/XML), and (4) integrate it so that scientific and technical responders can share and explore critical information in the collections.

Scientific Grand Challenges: Challenges in Climate Change Science and the Role of Computing at the Extreme Scale

The U.S. Department of Energy (DOE) Office of Biological and Environmental Research (BER) in partnership with the Office of Advanced Scientific Computing Research (ASCR) held a workshop on the challenges in climate change science and the role of computing at the extreme scale, November 6-7, 2008, in Bethesda, Maryland. At the workshop, participants identified the scientific challenges facing the field of climate science and outlined the research directions of highest priority that should be pursued to meet these challenges. Representatives from the national and international climate change research community as well as representatives from the high-performance computing community attended the workshop. This group represented a broad mix of expertise. Of the 99 participants, 6 were from international institutions. Before the workshop, each of the four panels prepared a white paper, which provided the starting place for the workshop discussions. These four panels of workshop attendees devoted to their efforts the following themes: Model Development and Integrated Assessment; Algorithms and Computational Environment; Decadal Predictability and Prediction; Data, Visualization, and Computing Productivity. The recommendations of the panels are summarized in the body of this report.

Investigating methods of supporting dynamically linked executables on high performance computing platforms.

Shared libraries have become ubiquitous and are used to achieve great resource efficiencies on many platforms. The same properties that enable efficiencies on time-shared computers and convenience on small clusters prove to be great obstacles to scalability on large clusters and High Performance Computing platforms. In addition, Light Weight operating systems such as Catamount have historically not supported the use of shared libraries specifically because they hinder scalability. In this report we will outline the methods of supporting shared libraries on High Performance Computing platforms using Light Weight kernels that we investigated. The considerations necessary to evaluate utility in this area are many and sometimes conflicting. While our initial path forward has been determined based on this evaluation we consider this effort ongoing and remain prepared to re-evaluate any technology that might provide a scalable solution. This report is an evaluation of a range of possible methods of supporting dynamically linked executables on capability class1 High Performance Computing platforms. Efforts are ongoing and extensive testing at scale is necessary to evaluate performance. While performance is a critical driving factor, supporting whatever method is used in a production environment is an equally important and challenging task.

Out-of-band exposure characterization with the SEMATECH Berkeley 0.3-NA microfield exposure tool

For the commercialization of extreme ultraviolet lithography (EUVL), discharge or laser produced, pulsed plasma light sources are being considered. These sources are known to emit into a broad range of wavelengths that are collectively referred to as the out-of-band (OOB) radiation by lithographers. Multilayer EUV optics reflect OOB radiation emitted by the EUV sources onto the wafer plane resulting in unwanted background exposure of the resist (flare) and reduced image contrast. The reflectivity of multilayer optics at the target wavelength of 13.5 nm is comparable to that of their reflectivity in the deep ultraviolet (DUV) and UV regions from 100-350 nm. The aromatic molecular backbones of many of the resists used for EUV are equally absorptive at specific DUV wavelengths as well. In order to study the effect of these wavelengths on imaging performance in a real system, we are in the process of integrating a DUV source into the SEMATECH Berkeley 0.3-NA Microfield Exposure Tool (MET). The MET plays an active role in advanced research in resist and mask development for EUVL and as such, we will utilize this system to systematically evaluate the imaging impact of DUV wavelengths in a EUV system. ASCR Science Network Requirements

The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2009 ESnet and the Office of Advanced Scientific Computing Research (ASCR), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by ASCR. The ASCR facilities anticipate significant increases in wide area bandwidth utilization, driven largely by the increased capabilities of computational resources and the wide scope of collaboration that is a hallmark of modern science. Many scientists move data sets between facilities for analysis, and in some cases (for example the Earth System Grid and the Open Science Grid), data distribution is an essential component of the use of ASCR facilities by scientists.
