Electronic Records Archive: The National Archives and Records Administration's Fiscal Year 2009 Expenditure Plan

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, the National Archives and Records Administration (NARA) has been developing an Electronic Records Archive (ERA) to preserve and provide access to massive volumes of electronic records independent of their original hardware and software. The ERA system is to include a base system for federal records and a separate system for presidential records, known as the Executive Office of the President (EOP) system. The 2009 Omnibus Appropriations Act requires NARA to submit an expenditure plan for ERA to congressional appropriation committees. GAO's objectives were to (1) determine whether NARA's fiscal year 2009 plan meets the legislative conditions set forth in the 2009 Omnibus Appropriations Act, (2) provide an update on NARA's progress in implementing recommendations made in GAO's review of NARA's 2008 expenditure plan, and (3) provide any other observations about the expenditure plan and the ERA acquisition. To do this, GAO reviewed the expenditure plan, interviewed NARA officials, and reviewed program data and documentation."

PRIDE Surveillance Projects Data Packaging Project, Information Package Specification Version 1.0

This document contains a specification for a standard XML document format called an information package that can be used to store information and the context required to understand and use that information in information management systems and other types of information archives. An information package consists of packaged information, a set of information metadata that describes the packaged information, and an XML signature that protects the packaged information. The information package described in this specification was designed to be used to store Department of Energy (DOE) and National Nuclear Security Administration (NNSA) information and includes the metadata required for that information: a unique package identifier, information marking that conforms to DOE and NNSA requirements, and access control metadata. Information package metadata can also include information search terms, package history, and notes. Packaged information can be text content, binary content, and the contents of files and other containers. A single information package can contain multiple types of information. All content not in a text form compatible with XML must be in a text encoding such as base64. Package information is protected by a digital XML signature that can be used to determine whether the information has changed since it was signed …

A Low-Cost Soft-Switched DC/DC Converter for Solid-Oxide Fuel Cells

A highly efficient DC to DC converter has been developed for low-voltage high-current solid oxide fuel cells. The newly developed 'V6' converter resembles what has been done in internal combustion engine that split into multiple cylinders to increase the output capacity without having to increase individual cell size and to smooth out the torque with interleaving operation. The development was started with topology overview to ensure that all the DC to DC converter circuits were included in the study. Efficiency models for different circuit topologies were established, and computer simulations were performed to determine the best candidate converter circuit. Through design optimization including topology selection, device selection, magnetic component design, thermal design, and digital controller design, a bench prototype rated 5-kW, with 20 to 50V input and 200/400V output was fabricated and tested. Efficiency goal of 97% was proven achievable through hardware experiment. This DC to DC converter was then modified in the later stage to converter 35 to 63 V input and 13.8 V output for automotive charging applications. Crosscutting Technology Development at the Center for Advanced Separation Technologies

The U.S. is the largest producer of mining products in the world. In 2003, U.S. mining operations produced $57 billion worth of raw materials that contributed a total of $564 billion to the nation's wealth. Despite these contributions, the mining industry has not been well supported with research and development funds as compared to mining industries in other countries. To overcome this problem, the Center for Advanced Separation Technologies (CAST) was established to develop technologies that can be used by the U.S. mining industry to create new products, reduce production costs, and meet environmental regulations. Originally set up by Virginia Tech and West Virginia University, this endeavor has been expanded into a seven-university consortium -- Virginia Tech, West Virginia University, University of Kentucky, University of Utah, Montana Tech, New Mexico Tech and University of Nevada, Reno - that is supported through U.S. DOE Cooperative Agreement No. DE-FC26-02NT41607: Crosscutting Technology Development at the Center for Advanced Separation Technologies. Much of the research to be conducted with Cooperative Agreement funds will be longer-term, high-risk, basic research and will be carried out in five broad areas: (1) Solid-solid separation; (2) Solid-liquid separation; (3) Chemical/biological extraction; (4) Modeling and control; and (5) Environmental control. …

HPSS in the Extreme Scale Era: Report to DOE Office of Science on HPSS in 2018-2022

This paper is a product for the Department of Energy?s (DOE) Office of Science (OS) reporting on the feasibility of using HPSS into the Extreme Scale era of storage (2018 -2022). The initial sections provide a summary of the systems environment and expected archival storage requirements extracted from other Extreme Scale workshopreports conducted since 2007 by various applications and programs within the DOE OS. These high level requirements aid in identifying long-term data storage system features that support Extreme Scale science. Participants also separately forecasted data growth in established long-term data storage systems through 2018 - 2022 to get a picture of the amount of data that systems will need to manage. The report concludes that HPSS is well positioned to meet the requirements projected for the Extreme Scale era and provides recommendations from the HPSS Collaboration to the DOE Office of Science for ensuring that HPSS can meet these extreme scale storage requirements of 2018 - 2022.
