National Archives: Progress and Risks in Implementing its Electronic Records Archive Initiative

Testimony issued by the Government Accountability Office with an abstract that begins "Since 2001, the National Archives and Records Administration (NARA) has been working to develop a modern Electronic Records Archive (ERA) system, a major information system that is intended to preserve and provide access to massive volumes of all types and formats of electronic records. The system is being developed incrementally over several years, with the first two pieces providing an initial set of functions and additional capabilities to be added in future increments. NARA plans to deploy full system functionality by 2012 at an estimated life-cycle cost of about $550 million. NARA originally planned to complete the first segment of ERA in September 2007. However, software and contracting problems led the agency and its contractor Lockheed Martin to revise the development approach. The revised plan called for parallel development of two different increments: a "base" ERA system with limited functionality and an Executive Office of the President (EOP) system to support the ingestion and search of records from the outgoing Bush Administration. Advocacy for the Archives and History Office of the SLAC National Accelerator Laboratory: Stages and Methods

Advocating for the good of the SLAC Archives and History Office (AHO) has not been a one-time affair, nor has it been a one-method procedure. It has required taking time to ascertain the current and perhaps predict the future climate of the Laboratory, and it has required developing and implementing a portfolio of approaches to the goal of building a stronger archive program by strengthening and appropriately expanding its resources. Among the successful tools in the AHO advocacy portfolio, the Archives Program Review Committee has been the most visible. The Committee and the role it serves as well as other formal and informal advocacy efforts are the focus of this case study My remarks today will begin with a brief introduction to advocacy and outreach as I understand them, and with a description of the Archives and History Office's efforts to understand and work within the corporate culture of the SLAC National Accelerator Laboratory. I will then share with you some of the tools we have employed to advocate for the Archives and History Office programs and activities; and finally, I will talk about how well - or badly - those tools have served us over the past decade.

Electronic Records Archive: The National Archives and Records Administration's Fiscal Year 2009 Expenditure Plan

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, the National Archives and Records Administration (NARA) has been developing an Electronic Records Archive (ERA) to preserve and provide access to massive volumes of electronic records independent of their original hardware and software. The ERA system is to include a base system for federal records and a separate system for presidential records, known as the Executive Office of the President (EOP) system. The 2009 Omnibus Appropriations Act requires NARA to submit an expenditure plan for ERA to congressional appropriation committees. GAO's objectives were to (1) determine whether NARA's fiscal year 2009 plan meets the legislative conditions set forth in the 2009 Omnibus Appropriations Act, (2) provide an update on NARA's progress in implementing recommendations made in GAO's review of NARA's 2008 expenditure plan, and (3) provide any other observations about the expenditure plan and the ERA acquisition. To do this, GAO reviewed the expenditure plan, interviewed NARA officials, and reviewed program data and documentation."
