This report begins with an inventory of basic information: definitions and guides to histories of the growth of open access publishing and citation archives and descriptions of selected major open access activities. It moves on to summarize major points of difference between proponents and opponents of nongovernmental open access publishing and databases, and then highlights federal, including National Institutes of Health (NIH), open access activities and contentious issues surrounding these developments. The report also briefly describes open access developments in the United Kingdom (where a number of governmental and nongovernmental initiatives have occurred) and in the international arena. Finally, controversial issues which could receive attention in the 109th Congress are summarized.

The Institute of Medicine (IOM) of the National Academy of Sciences recently completed a critical review of the scientific literature pertaining to the association of indoor dampness and mold contamination with adverse health effects. In this paper, we report the results of quantitative meta-analysis of the studies reviewed in the IOM report. We developed point estimates and confidence intervals (CIs) to summarize the association of several respiratory and asthma-related health outcomes with the presence of dampness and mold in homes. The odds ratios and confidence intervals from the original studies were transformed to the log scale and random effect models were applied to the log odds ratios and their variance. Models were constructed both accounting for the correlation between multiple results within the studies analyzed and ignoring such potential correlation. Central estimates of ORs for the health outcomes ranged from 1.32 to 2.10, with most central estimates between 1.3 and 1.8. Confidence intervals (95%) excluded unity except in two of 28 instances, and in most cases the lower bound of the CI exceeded 1.2. George John Beto (1916-1991) is best known for his contributions to criminal justice, but his fame is not limited to this field. Walking George , authored by two of his former students, David M. Horton and George R. Nielsen, examines the entire life of Beto and his many achievements in the fields of both education and criminal justice—and how he wedded the two whenever possible. Beto initially studied to become a Lutheran pastor but instead was called to teach at Concordia Lutheran College in Austin, Texas. During his twenty years at that institution he became its president, expanded it into a junior college, racially integrated it, made it co-educational, and expanded its facilities. His successes convinced the administrators of the church to present him with a challenge to revitalize a seminary in Springfield, Illinois. He accepted the challenge in 1959, but after three years of progress, he left the seminary to become the head of the Texas Department of Corrections. Although Beto had no real academic training in corrections and had never served in any administrative position in corrections, he had learned incidentally. The purpose of this report is to provide information needed by the DOE to assess WIPP's environmental performance and to convey that performance to stakeholders and members of the public. This report has been prepared in accordance with DOE Order 231.1A and DOE guidance. This report documents WIPP's environmental monitoring programs and their results for 2003. The WIPP Project is authorized by the DOE National Security and Military Applications of Nuclear Energy Authorization Act of 1980 (Pub. L. 96-164). After more than 20 years of scientific study and public input, WIPP received its first shipment of waste on March 26, 1999. Located in southeastern New Mexico, WIPP is the nation's first underground repository permitted to safely and permanently dispose of TRU radioactive and mixed waste (as defined in the WIPP LWA) generated through the research and production of nuclear weapons and other activities related to the national defense of the United States. TRU waste is defined in the WIPP LWA as radioactive waste containing more than 100 nanocuries (3,700 becquerels [Bq]) of alpha-emitting transuranic isotopes per gram of waste, with half-lives greater than 20 years. The mission of Waste Isolation Pilot Plant (WIPP) is to safely and permanently dispose of transuranic (TRU) radioactive waste generated by the production of nuclear weapons and other activities related to the national defense of the United States (U.S.). In 2004, 8,839 cubic meters (m3) of TRU waste were emplaced at WIPP. From the first receipt of waste in March 1999 through the end of 2004, 25,809 m3 of TRU waste had been emplaced at WIPP. The U.S. Department of Energy (DOE) Carlsbad Field Office (CBFO) and Washington TRU Solutions LLC (WTS) are dedicated to maintaining high quality management of WIPP environmental resources. DOE Order 450.1, Environmental Protection Program; DOE Order 231.1A, Environment, Safety, and Health Reporting; and DOE Order 5400.5, Radiation Protection of the Public and Environment, require that the environment at and near DOE facilities be monitored to ensure the safety and health of the public and the environment. The National Museum of the Pacific War presents an interview with Warren Tsuneishi. Tsuneishi was living in California when the war started and was soon evacuated to a Japanese-American detention center. He joined his family at the Heart Mountain Relocation Center in Wyoming. He did not stay there long as he was allowed to attend Syracuse University. In 1943, he entered the Military intelligence Language School and studied Japanese to become an interpreter. He participated in the invasion of Leyte Island and worked as a translator and interpreter. Tsuneishi also went to Okinawa as a translator. Tsuneishi provides unique insight from the Japanese American perspective of his time in the Army.

It is updated each year and is intended to provide a consistent description of the Hanford Site environment for the many environmental documents being prepared by DOE contractors concerning the National Environmental Policy Act (NEPA). No statements about significance or environmental consequences are provided. This year’s report is the seventeenth revision of the original document published in 1988 and is (until replaced by the eighteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents. The two chapters included in this document (Chapters 4 and 6) are numbered to correspond to the chapters where such information is typically presented in environmental impact statements (EISs) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology; air quality; geology; hydrology; ecology; cultural, archaeological, and historical resources; socioeconomics; noise; and occupational health and safety. Transcript of an oral interview with Major General Yoshihiro Minamoto. Through the work of the translator, Minamoto recalls attending a military academy in Tokyo and granduating in April, 1944. From there, he was assigned to a Japanese Army shipping division in Hiroshima. Through the translator, Minamoto describes training a special squadron of suicide boat operators for deployment on Okinawa. He arrived on Okinawa in September, 1944. Minamoto never got a chance to attack with his suicide boat squadron at Okinawa, so he was folded into an infantry unit already on Okinawa. Minamoto also describes surrendering once he heard the war was finished. When he returned to Japan after the war, he volunteered for service in the Japanese Defense Forces.

Prairie Gothic is rich in Texas history. It is the story of Erickson s family, ordinary people who, through strength of character, found dignity in the challenges presented by nature and human nature. It is also the story of the place instrumental in shaping their lives the flatland prairie of northwestern Texas that has gone by various names (High Plains, South Plains, Staked Plains, and Llano Estacado), as well as the rugged country on its eastern boundary, often referred to as the caprock canyonlands. One branch of Erickson’s family arrived in Texas in 1858, settling in Parker County, west of Weatherford. Another helped establish the first community on the South Plains, the Quaker colony of Estacado. They crossed paths with numerous prominent people in Texas history: Sam Houston, Sul Ross, Charles Goodnight, Cynthia Ann and Quanah Parker, Jim Loving, and a famous outlaw, Tom Ross. Erickson’s research took him into the homes of well-known Texas authors, such as J. Evetts Haley and John Graves. Graves had written about the death of Erickson s great-great grandmother, Martha Sherman.
