Open Access Publishing and Citation Archives: Background and Controversy

This report begins with an inventory of basic information: definitions and guides to histories of the growth of open access publishing and citation archives and descriptions of selected major open access activities. It moves on to summarize major points of difference between proponents and opponents of nongovernmental open access publishing and databases, and then highlights federal, including National Institutes of Health (NIH), open access activities and contentious issues surrounding these developments. The report also briefly describes open access developments in the United Kingdom (where a number of governmental and nongovernmental initiatives have occurred) and in the international arena. Finally, controversial issues which could receive attention in the 109th Congress are summarized.

Experiments with the Dragon Machine

The basic characteristics of a self-sustaining chain reaction were demonstrated with the Chicago Pile in 1943, but it was not until early 1945 that sufficient enriched material became available to experimentally verify fast-neutron cross-sections and the kinetic characteristics of a nuclear chain reaction sustained with prompt neutrons alone. However, the demands of wartime and the rapid decline in effort following the cessation of hostilities often resulted in the failure to fully document the experiments or in the loss of documentation as personnel returned to civilian pursuits. When documented, the results were often highly classified. Even when eventually declassified, the data were often not approved for public release until years later.2 Even after declassification and approval for public release, the records are sometimes difficult to find. Through a fortuitous discovery, a set of handwritten notes by ''ORF July 1945'' entitled ''Dragon - Research with a Pulsed Fission Reactor'' was found by William L. Myers in an old storage safe at Pajarito Site of the Los Alamos National Laboratory3. Of course, ORF was identified as Otto R. Frisch. The nation’s health, wealth, and security rely on the production and distribution of certain goods and services. The array of physical assets, processes and organizations across which these goods and services move are called critical infrastructures (e.g. electricity, the power plants that generate it, and the electric grid upon which it is distributed). Computers and communications, themselves critical infrastructures, are increasingly tying these infrastructures together. This report aims to address the concern that this reliance on computers and computer networks raises the vulnerability of the nation’s critical infrastructures to “cyber” attacks.

The Pathogenomic Sequence Analysis of B. cereus and B. Thuringiensis isolates closely related to Bacillus anthracis

The sequencing and analysis of two close relatives of Bacillus anthracis are reported. AFLP analysis of over 300 isolates of B. cereus, B. thuringiensis and B. anthracis identified two isolates as being very closely related to B. anthracis. One, a B. cereus, BcE33L, was isolated from a zebra carcass in Nambia; the second, a B. thuringiensis, 97-27, was isolated from a necrotic human wound. The B. cereus appears to be the closest anthracis relative sequenced to date. A core genome of over 3,900 genes was compiled for the Bacillus cereus group, including B anthracis. Comparative analysis of these two genomes with other members of the B. cereus group provides insight into the evolutionary relationships among these organisms. Evidence is presented that differential regulation modulates virulence, rather than simple acquisition of virulence factors. These genome sequences provide insight into the molecular mechanisms contributing to the host range and virulence of this group of organisms.

Evaluation of Macroinvertebrate Communities and Habitat for Selected Stream Reaches at Los Alamos National Laboratory

This is the second aquatic biological monitoring report generated by Los Alamos National Laboratory's (LANL's) Water Quality and Hydrology Group. The study has been conducted to generate impact-based assessments of habitat and water quality for LANL waterways. The monitoring program was designed to allow for the detection of spatial and temporal trends in water and habitat quality through ongoing, biannual monitoring of habitat characteristics and benthic aquatic macroinvertebrate communities at six key sites in Los Alamos, Sandia, Water, Pajarito, and Starmer's Gulch Canyons. Data were collected on aquatic habitat characteristics, channel substrate, and macroinvertebrate communities during 2001 and 2002. Aquatic habitat scores were stable between 2001 and 2002 at all locations except Starmer's Gulch and Pajarito Canyon, which had lower scores in 2002 due to low flow conditions. Channel substrate changes were most evident at the upper Los Alamos and Pajarito study reaches. The macroinvertebrate Stream Condition Index (SCI) indicated moderate to severe impairment at upper Los Alamos Canyon, slight to moderate impairment at upper Sandia Canyon, and little or no impairment at lower Sandia Canyon, Starmer's Gulch, and Pajarito Canyon.
