NAFEMS was originally founded at the United Kingdom's National Engineering Laboratory as the National Agency for Finite Element Methods and Standards. It was subsequently privatized as the not-for-profit organization NAFEMS, Ltd., but retains its mission ''To promote the safe and reliable use of finite element and related technology''. That mission has been pursued in part by sponsoring a series of studies that published benchmarked deemed suitable to assess the basic accuracy of engineering simulation tools. The early studies focused on FEA for linear solid and structural mechanics and then extended to nonlinear solid mechanics, eventually including contact. These benchmarks are complemented by educational materials concerning analysis technologies and approaches. More recently NAFEMS is expanding to consider thermal-fluid problems. Further information is available at www.nafems.org. Essentially all major commercial firms selling FEA for solid mechanics are members of NAFEMS and it seemed clear that Methods Development Group should leverage from this information resource, too. In 2002, W Program ASCI funding purchased a three-year membership in NAFEMS. In the summer of 2003 the first author hosted a summer graduate student to begin modeling some of the benchmark problems. Testimony issued by the General Accounting Office with an abstract that begins "One of the five priorities in the President's Management Agenda is the expansion of electronic (e-) government--the use of Internet applications to enhance access to and delivery of government information and services. To this end, the Office of Management and Budget (OMB) has sponsored 25 high-profile e-government initiatives. The initiatives were selected on the basis of value to citizens, potential improvement in agency efficiency, and the likelihood of being deployed within 18 to 24 months. In May 2002, a total of 91 objectives were set for these initiatives. At the request of Congress, GAO assessed the progress of the initiatives in addressing these 91 objectives as well as key challenges they have faced."

The National Museum of the Pacific War presents an interview with Thomas Alt. Alt joined the Aviation Cadet Corps in June of 1942 at the age of 17. By January of 1943, once he turned 18, he was called up for training. In mid-1943 he traveled to Pearl Harbor, and completed Fire Fighting School with the Navy while on the island. In mid-1944 Alt was assigned to the USS Sea Cat (SS-399). He worked as Military Police on night shifts and guard duty in the brig. They traveled to Saipan and the South China Sea where the Sea Cat operated in a wolf pack. He landed on Saipan 7 July 7, as the battle was coming to an end. He served with a firefighting crew on the beach for pilots making emergency or crash landings. Alt remained on Saipan through early 1945. He was stationed on Tinian in July, and recalls when the Enola Gay landed. He returned to the US and was discharged in March of 1945.

This document is the collaborative effort of the members of an ad hoc subcommittee of the Underground Test Area (UGTA) Technical Working Group (TWG). The UGTA Project relies on data from a variety of sources; therefore, a process is needed to identify relevant factors for determining whether material-property data collected from other areas can be used to support groundwater flow, radionuclide transport, and other models within a Corrective Action Unit (CAU), and for documenting the data transfer decision and process. This document describes the overall data transfer process. Separate Parameter Descriptions will be prepared that provide information for selected specific parameters as determined by the U.S. Department of Energy (DOE) UGTA Project Manager. This document and its accompanying appendices do not provide the specific criteria to be used for transfer of data for specific uses. Rather, the criteria will be established by separate parameter-specific and model-specific Data Transfer Protocols. The CAU Data Documentation Packages and data analysis reports will apply the protocols and provide or reference a document with the data transfer evaluations and decisions.

The document fulfills the requirement of U.S. Department of Energy (DOE) Order 231.1, ''Environment, Safety and Health Reporting,'' for an annual summary of environmental data to characterize environmental performance. The environmental monitoring criteria are described in DOE Order 450.1, ''Environmental Protection Program''. The results summarized in this report are based on data collected prior to and through 2003. This report is not intended to provide the results of all sampling on the ORR. Additional data collected for other site and regulatory purposes, such as environmental restoration remedial investigation reports, waste management characterization sampling data, and environmental permit compliance data, are presented in other documents that have been prepared in accordance with applicable DOE guidance and/or laws. Corrections to the report for the previous year are found in Appendix A.
