Oral History Interview with John H. Hoagland, September 17, 2004

The National Museum of the Pacific War presents an oral interview with John H. Hoagland. Hoagland finished college in June, 1941 and was working in a war industry plant making machine guns and airplane propellors before he joined the Navy. He trained as a radar man and was assigned to the Pacific Fleet in August, 1944. He served aboard the USS Lewis Hancock (DD-675), then the USS New Jersey (BB-62), where he worked in the combat information center as a radarman. He describes his participation in the Battle of Leyte Gulf, and defends Admiral Halsey's actions at Cape Engano. Hoagland also served aboard the USS Brush (DD-745) and experienced a typhoon. Hoagland left the serveic in December, 1945 and returned to Harvard Business School. During his career, he taught in the business school at Michigan State University.

Efficient binning for bitmap indices on high-cardinality attributes

Bitmap indexing is a common technique for indexing high-dimensional data in data warehouses and scientific applications. Though efficient for low-cardinality attributes, query processing can be rather costly for high-cardinality attributes due to the large storage requirements for the bitmap indices. Binning is a common technique for reducing storage costs of bitmap indices. This technique partitions the attribute values into a number of ranges, called bins, and uses bitmap vectors to represent bins (attribute ranges) rather than distinct values. Although binning may reduce storage costs, it may increase the access costs of queries that do not fall on exact bin boundaries (edge bins). For this kind of queries the original data values associated with edge bins must be accessed, in order to check them against the query constraints.In this paper we study the problem of finding optimal locations for the bin boundaries in order to minimize these access costs subject to storage constraints. We propose a dynamic programming algorithm for optimal partitioning of attribute values into bins that takes into account query access patterns as well as data distribution statistics. Mathematical analysis and experiments on real life data sets show that the optimal partitioning achieved by this algorithm can lead to …

This report describes the IQA and OMB's and the agencies' information quality guidelines, noting how several key terms are defined, how risk-related information is to be treated, and how agencies' correction processes should be established. The report also reviews OMB's report on the first year of the IQA's implementation, focusing on the correction requests received during that period and how they were resolved. It also describes a critical comment on that report by a nongovernmental organization. Finally, this report examines the issue of judicial review and the IQA, and explores some suggested improvements and modifications to the act's implementation.

The National Museum of the Pacific War presents an oral interview with Richard R. McTaggart. McTaggart had finished two and a-half years at Texas A&M when he was drafted into the Army on 2 February 1943 and had basic training at Camp Wolters. He also attended the NCO academy and the basic parachute course. After that he attended the German language program at Berkeley, graduating in the spring of 1944. From there his group went to Camp Bowie, Texas where they joined the 13th Armored Division which had just finished its preparation for overseas. Most of the private soldiers suddenly got orders to go overseas as replacements (D-Day was approaching). He landed a La Havre which was just being developed. McTaggart served with B Company of the 59th Armored Infantry Battalion, attached to the French 2nd Armored Division. When the Germans began their offensive in Belgium, his unit was assigned to the 9th Armored Division to bolster the defenses. They went through Luxembourg and then Bastogne and ended up northeast of there. Interview includes discussion of the fighting in this area and his unit's moves. Crossed the Rhine at St. Goar. Assigned to the 513th Counter Intelligence Corps detachment and …

Environmental policy and regulatory constraints to natural gas production.

For the foreseeable future, most of the demand for natural gas in the United States will be met with domestic resources. Impediments, or constraints, to developing, producing, and delivering these resources can lead to price increases or supply disruptions. Previous analyses have identified lack of access to natural gas resources on federal lands as such an impediment. However, various other environmental constraints, including laws, regulations, and implementation procedures, can limit natural gas development and production on both federal and private lands. This report identifies and describes more than 30 environmental policy and regulatory impediments to domestic natural gas production. For each constraint, the source and type of impact are presented, and when the data exist, the amount of gas affected is also presented. This information can help decision makers develop and support policies that eliminate or reduce the impacts of such constraints, help set priorities for regulatory reviews, and target research and development efforts to help the nation meet its natural gas demands.

Oral History Interview with Archie Mayes, December 17, 2004

The National Museum of the Pacific War presents an interview with Archie Mayes. Mayes joined the Missouri National Guard in 1938 and, when the Guard was federalized, travelled with his unit, the 35th Infantry Division, to Arkansas for training. In 1942, Mayes went to Officer Candidate School and earned a commission. Afterwards, he was assigned to the 160th Combat Engineer Battalion as the battalion S-3 (operations officer). He travelled overseas to England in July and landed in France in August, 1944. His unit built bridges. General Patton complimented Mayes on his outfit's construction once. After the war, Mayes transferred to the Air Force and served as base engineer in the Aleutians and other posts in the US. During the Vietnam War, Mayes established engineering units for the Air Force to build air bases.
