The National Museum of the Pacific War presents an oral interview with Rufus Dye. Dye joined the Army Air Corps in 1940 after finishing high school in Illinois. Dye finished radio operator school in Chicago before heading for flight training in California. Upon completion of flight training and earning his commission, Dye reported for duty with the 392nd Fighter Squadron, 367th Fighter Group in England where he flew combat missions in France prior to the Normandy landing. He flew a P-38 Lightning. He was in Frankfurt when the war ended.

DOD Personnel Clearances: Preliminary Observations Related to Backlogs and Delays in Determining Security Clearance Eligibility for Industry Personnel

Testimony issued by the General Accounting Office with an abstract that begins "Because of increased awareness of threats to national security and efforts to privatize federal jobs, the demand for security clearances for government and industry personnel has increased. Industry personnel are taking on a greater role in national security work for the Department of Defense (DOD) and other federal agencies. Because many of these jobs require access to classified information, industry personnel need security clearances. As of September 30, 2003, industry workers held about one-third of the approximately 2 million DOD-issued security clearances. Terrorist attacks have heightened national security concerns and underscored the need for a timely, high-quality personnel security clearance process. However, GAO's past work found that DOD had a clearance backlog and other problems with its process. GAO was asked to review the clearance eligibility determination process and backlog for industry personnel. This testimony presents our preliminary observations on the security clearance process for industry personnel and describes (1) the size of the backlog and changes in the time needed to issue eligibility determinations, (2) the impediments to reducing the backlog and delays, and (3) some of the initiatives that DOD is considering to eliminate the backlog …

Coral Radiocarbon Records of Indian Ocean Water Mass Mixing and Wind-Induced Upwelling Along the Coast of Sumatra, Indonesia

Radiocarbon ({sup 14}C) in the skeletal aragonite of annually banded corals track radiocarbon concentrations in dissolved inorganic carbon (DIC) in surface seawater. As a result of nuclear weapons testing in the 1950s, oceanic uptake of excess {sup 14}C in the atmosphere has increased the contrast between surface and deep ocean {sup 14}C concentrations. We present accelerator mass spectrometric (AMS) measurements of radiocarbon isotope ({Delta}{sup 14}C) in Porites corals from the Mentawai Islands, Sumatra (0 S, 98 E) and Watamu, Kenya (3 S, 39 E) to document the temporal and spatial evolution of the {sup 14}C gradient in the tropical Indian Ocean. The rise in {Delta}{sup 14}C in the Sumatra coral, in response to the maximum in nuclear weapons testing, is delayed by 2-3 years relative to the rise in coral {Delta}{sup 14}C from the coast of Kenya. Kenya coral {Delta}{sup 14}C values rise quickly because surface waters are in prolonged contact with the atmosphere. In contrast, wind-induced upwelling and rapid mixing along the coast of Sumatra entrains {sup 14}C-depleted water from the subsurface, which dilutes the effect of the uptake of bomb-laden {sup 14}C by the surface-ocean. Aviation Security: Issues Before Congress Since September 11, 2001

The events of September 11, 2001 heightened concerns regarding aviation security in the United States. The ensuing debate in Congress focused on the degree of federal involvement needed to improve aviation security and restore public confidence in air travel. The Aviation and Transportation Security Act (ATSA, P.L. 107-71, 115 Stat. 597) established the Transportation Security Administration (TSA) and contained provisions establishing a federal screener workforce and requiring screening of checked baggage using explosive detection systems. In November 2004, airports will be eligible to opt out of the federal security screening program and a provision of P.L. 107-296 preserving TSA in its present form will expire allowing DHS to restructure the TSA if it so chooses, although no such plan has been revealed to date. During the second session of the 108th Congress, oversight of TSA’s plans for implementing the security screening opt-out program will likely be of considerable interest as will any plans to restructure the TSA.
