User Fees: DOD Fees for Providing Information Not Current and Consistent

A letter report issued by the General Accounting Office with an abstract that begins "The National Defense Authorization Act for 2001 authorized the military archives to (1) charge fees to persons requesting information and (2) retain collected fees to help defray costs of providing the information. Although none of the archives has yet implemented a fee, one archive plans to do so by October 2001. The Department of Defense's (DOD) archives and other offices are also authorized under both the User Charge Statute and the Freedom of Information Act (FOIA) to charge for information provided to the public. However, neither of these statutes authorizes an agency to retain those fees. The four designated archives are charging fees to public requesters but are not using the fee schedule mandated by the DOD regulation implementing the User Charge Statute. Similarly, DOD's fee schedules for charges under FOIA are outdated. DOD's inconsistent use of the authority to charge fees and the use of outdated DOD fees schedules result in uncollected fees of a million dollars or more annually and inconsistent handling of public requests for historical information."

Determination of the Prebomb Southern (Antartic) Ocean Radiocarbon in Organic Matter

The Southern Hemisphere is an important and unique region of the world's oceans for water-mass formation and mixing, upwelling, nutrient utilization, and carbon export. In fact, one of the primary interests of the oceanographic community is to decipher the climatic record of these processes in the source or sink terms for Southern Ocean surface waters in the CO{sub 2} balance of the atmosphere. Current coupled ocean-atmosphere modeling efforts to trace the input of CO{sub 2} into the ocean imply a strong sink of anthropogenic CO{sub 2} in the southern ocean. However, because of its relative inaccessibility and the difficulty in directly measuring CO{sub 2} fluxes in the Southern Ocean, these results are controversial at best. An accepted diagnostic of the exchange of CO{sub 2} between the atmosphere and ocean is the prebomb distribution of radiocarbon in the ocean and its time-history since atmospheric nuclear testing. Such histories of {sup 14}C in the surface waters of the Southern Ocean do not currently exist, primarily because there are few continuous biological archives (e.g., in corals) such as those that have been used to monitor the {sup 14}C history of the tropics and subtropics. We utilize monthly {sup 14}C data derived from coral archives in conjunction with ocean circulation models to address two questions: (1) how does the shallow circulation of the tropical Pacific vary on seasonal to decadal time scales and (2) which dynamic processes determine the mean vertical structure of the equatorial Pacific thermocline. Our results directly impact the understanding of global climate events such as the El Nino-Southern Oscillation (ENSO). To study changes in ocean circulation and water mass distribution involved in the genesis and evolution of ENSO and decadal climate variability, it is necessary to have records of climate variables several decades in length. Continuous instrumental records are limited because technology for continuous monitoring of ocean currents (e.g. satellites and moored arrays) has only recently been available, and ships of opportunity archives such as COADS contain large spatial and temporal biases. In addition, temperature and salinity in surface waters are not conservative and thus can not be independently relied upon to trace water masses, reducing the utility of historical observations. An immediate EM science need is a reliable kinetic model that predicts long-term waste glass performance. A framework for which the kinetics of mineral-solution reactions can be used to interpret complex silicate glass properties is required to accurately describe the current and future behavior of glasses as synthetic monoliths or natural analogs. Reaction rates and mechanisms are essential elements in deciphering mineral/material reactivity trends within a compositional series or across a matrix of complex solution compositions. An essential place to start, and the goal of this research, is to quantify the reactivity of crystalline and amorphous SiO2 phases in the complex fluids of natural systems.

This heterogeneous debris transuranic waste stream was generated after January 25, 1990 and before March 20, 1997. The waste was packaged in 55-gallon drums, then shipped to the transuranic waste storage facility in ''E'' area of the Savannah River Site. This acceptable knowledge report includes information relating to the facility's history, configuration, equipment, process operations and waste management practices. Information contained in this report was obtained from numerous sources including: facility safety basis documentation, historical document archives, generator and storage facility waste records and documents, and interviews with cognizant personnel.

Sustaining the Productivity and Function of Intensively Managed Forests - Final Report

The main goal of this study is to ensure sustainable management of wetland forests in the southeastern United States. The study is projected to measure soil, hydrology, and forest responses to several management scenarios across a complete forest cycle. From August 1997 to August 2000 the study has received funding as one of the Agenda 2020 projects, from the U.S. Department of Energy (Cooperative Agreement Number DE-FC07-97ID13551), the National Council of the Paper Industry for Air and Stream Improvement, and Westvac Corporation. Quarterly progress reports were submitted regularly to the Department and all project participants. This final report summarizes the project results and progress achieved during this 3-year period. Over the past three years all research objectives planned for this project were completed.

Co-design of software and hardware to implement remote sensing algorithms

Both for offline searches through large data archives and for onboard computation at the sensor head, there is a growing need for ever-more rapid processing of remote sensing data. For many algorithms of use in remote sensing, the bulk of the processing takes place in an 'inner loop' with a large number of simple operations. For these algorithms, dramatic speedups can often be obtained with specialized hardware. The difficulty and expense of digital design continues to limit applicability of this approach, but the development of new design tools is making this approach more feasible, and some notable successes have been reported. On the other hand, it is often the case that processing can also be accelerated by adopting a more sophisticated algorithm design. Unfortunately, a more sophisticated algorithm is much harder to implement in hardware, so these approaches are often at odds with each other. With careful planning, however, it is sometimes possible to combine software and hardware design in such a way that each complements the other, and the final implementation achieves speedup that would not have been possible with a hardware-only or a software-only solution. Next Generation Extractants for Cesium Separation from High-Level Waste: From Fundamental Concepts to Site Implementation

This project seeks a fundamental understanding and major improvement in cesium separation from high-level waste by cesium-selective calixcrown extractants. Systems of particular interest involve novel solvent-extraction systems containing specific members of the calix[4]arene-crown-6 family, alcohol solvating agents, and alkylamines. Questions being addressed bear upon cesium binding strength, extraction selectivity, cesium stripping, and extractant solubility. Enhanced properties in this regard will specifically benefit applied projects funded by the USDOE Office of Environmental Management to clean up sites such as the Savannah River Site (SRS), Hanford, and the Idaho National Environmental and Engineering Laboratory. The most direct beneficiary will be the SRS Salt Processing Project, which has recently identified the Caustic-Side Solvent Extraction (CSSX) process employing a calixcrown as its preferred technology for cesium removal from SRS high-level tank waste.

Moisture Distribution and Flow During Drying of Wood and Fiber

New understanding, theories, and techniques for moisture flow and distribution were developed in this research on wood and wood fiber. Improved understanding of the mechanisms of flake drying has been provided. Observations of flake drying and drying rate curves revealed that rate of moisture loss consisted of two falling rate periods and no constant rate drying period was observed. Convective heat transfer controls the first period, and bound water diffusion controls the second period. Influence of lower drying temperatures on bending properties of wood flakes was investigated. Drying temperature was found to have a significant influence on bending stiffness and strength. A worksheet for calculation of the energy required to dry a single strandboard flake was developed but has not been tested in an industrial setting yet. A more complete understanding of anisotropic transverse shrinkage of wood is proposed based on test results and statistical analysis. A simplified mod el of a wood cell's cross-section was drawn for calculating differential transverse shrinkage. The model utilizes cell wall thickness and microfibrillar packing density and orientation. In spite of some phenomena of cell wall structure not yet understood completely, the results might explain anisotropic transverse shrinkage to a major extent. Boundary layer …

THREE DIMENSIONAL INTEGRATED CHARACTERIZATION AND ARCHIVING SYSTEM (3D-ICAS)

The overall objective of this project is to develop an integrated system that remotely characterizes, maps, and archives measurement data of hazardous decontamination and decommissioning (D&D) areas. The system will generate a detailed 3-dimensional topography of the area as well as real-time quantitative measurements of volatile organics and radionuclides. The system will analyze substrate materials consisting of concrete, asbestos, and transite. The system will permanently archive the data measurements for regulatory and data integrity documentation. Exposure limits, rest breaks, and donning and removal of protective garments generate waste in the form of contaminated protective garments and equipment. Survey times are increased and handling and transporting potentially hazardous materials incur additional costs. Off-site laboratory analysis is expensive and time-consuming, often necessitating delay of further activities until results are received. The Three Dimensional Integrated Characterization and Archiving System (3D-ICAS) has been developed to alleviate some of these problems. 3D-ICAS provides a flexible system for physical, chemical and nuclear measurements reduces costs and improves data quality. Operationally, 3D-ICAS performs real-time determinations of hazardous and toxic contamination. A prototype demonstration unit is available for use in early 2000. Poc-Scale Testing of a Dry Triboelectrostatic Separator for Fine Coal Cleaning

Numerous advanced coal cleaning processes have been developed in recent years that are capable of substantially reducing both ash- and sulfur-forming minerals from coal. However, most of the processes involve fine grinding and use water as the cleaning medium; therefore, the clean coal products must be dewatered before they can be transported and burned. Unfortunately, dewatering fine coal is costly, which makes it difficult to deploy advanced coal cleaning processes for commercial applications. As a means of avoiding problems associated with the fine coal dewatering, the National Energy Technology Laboratory (NETL) developed a dry coal cleaning process in which mineral matter is separated from coal without using water. In this process, pulverized coal is subjected to triboelectrification before being placed in an electric field for electrostatic separation. The triboelectrification is accomplished by passing a pulverized coal through an in-line mixer made of copper. Copper has a work function that lies between that of carbonaceous material (coal) and mineral matter. Thus, coal particles impinging on the copper wall lose electrons to the metal thereby acquiring positive charges, while mineral matter impinging on the wall gain electrons to acquire negative charges. The CASs addressed by CAU 271 are located at Guard Station 500, the Reactor Control Point (RCP), Bare Reactor Experiment - Nevada Tower, and Engine Test State-1 (ETS-1) facilities in Area 25; the Port Gaston and Project Pluto facilities in Area 26; and the Baker Site in Area 27 of the Nevada Test Site. Between 1 958 and 1973, the RCP and ETS-1 facilities supported the development and testing of nuclear reactors for space propulsion as part of the Nuclear Rocket Development Station. National Personnel Records Center: Plan Needed to Show How Timeliness Goal Will Be Achieved

A letter report issued by the General Accounting Office with an abstract that begins "The National Personnel Records Center (NPRC) is responsible for maintaining the official military personnel records of discharged members of the military services. Veterans frequently need their records for a variety of reasons, such as obtaining disability compensation, health benefits, GI bill education benefits, home loan guarantees, and burial in national cemeteries. However, access to these benefits has been hampered due to delays in obtaining documentation of their military service from NPRC. This report evaluates NPRC's timeliness in responding to veterans' requests for records. GAO reviewed (1) how long it took NPRC to answer veterans' requests for records and (2) whether the actions NPRC was taking would improve response time. GAO found that, in fiscal year 2000, NPRC took an average of 54 days to respond to written requests for records, answering about six percent of written requests within 10 working days. Actions NPRC was taking to respond more quickly were unlikely to significantly improve timeliness soon, and the prospects for meeting its fiscal year 2005 goal of answering 95 percent of requests within 10 working days were unclear."

The United States agreed to recognize ownership of property, including the ownership of land grants, in the ceded areas. Whether the United States carried out the provisions of the treaty, especially with regard to community land grants, has been a controversial issue for generations. Land grant documents contained no direct reference to "community land grants," nor do Spanish and Mexican laws define or use this term. GAO did find, however, that some grants refer to lands set aside for general communal use or for specific purposes, such as hunting, maintaining pastures, wood gathering, or watering. A letter report issued by the General Accounting Office with an abstract that begins "This report discusses the facts surrounding the ability of the Clinton White House to preserve certain electronic mail (e-mail) deemed official government records. GAO found that two malfunctions occurred in the White House e-mail system that prevented official records from being properly recorded in the Automated Records Management System (ARMS). The first problem involved an anomaly with incoming Internet e-mail users of the "Mail2" e-mail server. The second problem surfaced while the contractor was trying the resolve the first problem. During its efforts to determine the cause of the Mail2 e-mail errors, the letter D was deleted from a key piece of software, causing the ARMS scanner to skip e-mail accounts of users with first names beginning with the letter D. The White House began a costly and time-consuming project to recover e-mail records that had not been effectively managed. Several factors contributed to the cost and scope of the tape restoration project, including the contractor's performance of tape management and systems maintenance and legal scrutiny of e-mail malfunctions by external authorities."
