Sustaining the Productivity and Function of Intensively Managed Forests - Final Report

The main goal of this study is to ensure sustainable management of wetland forests in the southeastern United States. The study is projected to measure soil, hydrology, and forest responses to several management scenarios across a complete forest cycle. From August 1997 to August 2000 the study has received funding as one of the Agenda 2020 projects, from the U.S. Department of Energy (Cooperative Agreement Number DE-FC07-97ID13551), the National Council of the Paper Industry for Air and Stream Improvement, and Westvac Corporation. Quarterly progress reports were submitted regularly to the Department and all project participants. This final report summarizes the project results and progress achieved during this 3-year period. Over the past three years all research objectives planned for this project were completed.

A letter report issued by the General Accounting Office with an abstract that begins "The computer systems that support the Department of Energy's (DOE) civilian research and development programs house enormous amounts of data. Although unclassified, some of the information in these systems is nevertheless sensitive and must be protected from inappropriate access or disclosure. For this reason, DOE property management regulations require the agency to clear the hard drives of all computers before they are transferred into the excess category for reuse or disposal. GAO found that DOE lacks standardized instructions, verification procedures, and training for agency and contract employees on how to properly clear excessed computers. DOE also does not ensure that procedures used to remove all software, information, and data from systems are effective. As a result, some of the excessed computers GAO inspected at DOE headquarters had information still stored on the hard drives."

The 49-year-old Chemistry and Metallurgy Research (CMR) Facility is where analytical chemistry and metallurgical studies on samples of plutonium and nuclear materials are conduct in support of the Department of Energy's nuclear weapons program. The CMR Facility is expected to be decontaminated and decommissioned (D and D) over the next ten to twenty years. Over the decades, several hazardous material issues have developed that need to be address. Unstable chemicals must be properly reassigned or disposed of from the workspace during D and D operation. Materials that have critical effects that are primarily chronic in nature, carcinogens, reproductive toxin, and materials that exhibit high chronic toxicity, have unique decontamination requirements, including the decontrolling of areas where these chemicals were used. Certain types of equipment and materials that contain mercury, asbestos, lead, and polychlorinated biphenyls have special provisions that must be addressed. Utilization of commercially available software programs for addressing hazardous material issues during D and D operations such as legacy chemicals and documentation are presented. These user-friendly programs eliminate part of the tediousness associated with the complex requirements of legacy hazardous materials. Correspondence issued by the General Accounting Office with an abstract that begins "GAO reviewed the non-profit and non-partisan Federal City Council's (FCC) proposal to use the current site of the Washington Convention Center for the National Museum of American Music (NMAM). The FCC proposal which is now in the conceptual stage anticipates that NMAM will be located at the existing Convention Center site and that it will be part of a major mixed-use complex that includes retail, entertainment, and performance venues. The total estimated cost for FCC's mixed-use proposal is $1.1 billion, with $172.5 million attributed to the music museum. The proposal estimates that the District would receive annual land rent of $13 million, equivalent to a seven-percent return on the estimated land value of $183 million. FCC spent $300,000 in federal appropriations on the project management services provided by the Smithsonian Institution. The District of Columbia has not yet considered any proposals for the use of the Convention Center site. The Mayor has established a task force to study the possible uses for the site, and it is developing a process to both solicit and evaluate independently generated proposals for the site."
