There is overwhelming evidence that addiction is a disease of the brain (Leshner, 1997). Yet public perception that addiction is a reflection of moral weakness or a lack of willpower persists. The insidious consequence of this perception is that we lose sight of the fact that there are enormous medical consequences of addiction including the fact that a large fraction of the total deaths from cancer and heart disease are caused by smoking addiction. Ironically the medical school that educates physicians in addiction medicine and the cancer hospital that has a smoking cessation clinic are vanishingly rare and efforts at harm reduction are frequently met with a public indignation. Meanwhile the number of people addicted to substances is enormous and increasing particularly the addictions to cigarettes and alcohol. It is particularly tragic that addiction usually begins in adolescence and becomes a chronic relapsing problem and there are basically no completely effective treatments. Clearly we need to understand how drugs of abuse affect the brain and we need to be creative in using this information to develop effective treatments. A letter report issued by the General Accounting Office with an abstract that begins "The computer systems that support the Department of Energy's (DOE) civilian research and development programs house enormous amounts of data. Although unclassified, some of the information in these systems is nevertheless sensitive and must be protected from inappropriate access or disclosure. For this reason, DOE property management regulations require the agency to clear the hard drives of all computers before they are transferred into the excess category for reuse or disposal. GAO found that DOE lacks standardized instructions, verification procedures, and training for agency and contract employees on how to properly clear excessed computers. DOE also does not ensure that procedures used to remove all software, information, and data from systems are effective. As a result, some of the excessed computers GAO inspected at DOE headquarters had information still stored on the hard drives."

The National Museum of the Pacific War presents an oral interview with Truman Gill. Gill grew up in Texas and joined the Marine Corps in April, 1942 at San Antonio. Gill trained in San Diego and attended Sea School there prior to arriving at Pearl harbor to board the USS Mississippi (BB-41). Gill served as an antiaircraft gunner aboard ship and mentions going on patrols in the Coral Sea and around the Aleutians. Gill also mentions witnessing the USS Liscome Bay (CVE-56) sinking after a torpedo attack off Tarawa. He also describes attending a burial at sea. The Mississippi sopported the Army invasion of Makin. Gill was eventually transferred off the Mississippi and sent to New Caldonia, where he describes a deer hunt. Gill was training with the Fourth Defense Battalion on Tinian when the war ended.

This paper introduces the engineer who is undertaking distributed generation projects to a wide range of financing options. Distributed generation systems (such as internal combustion engines, small gas turbines, fuel cells and photovoltaics) all require an initial investment, which is recovered over time through revenues or savings. An understanding of the cost of capital and financing structures helps the engineer develop realistic expectations and not be offended by the common requirements of financing organizations. This paper discusses several mechanisms for financing distributed generation projects: appropriations; debt (commercial bank loan); mortgage; home equity loan; limited partnership; vendor financing; general obligation bond; revenue bond; lease; Energy Savings Performance Contract; utility programs; chauffage (end-use purchase); and grants. The paper also discusses financial strategies for businesses focusing on distributed generation: venture capital; informal investors (''business angels''); bank and debt financing; and the stock market.

Over 1,140 yd{sup 3} of radioactively contaminated soil containing toxic mercury (Hg) and several liters of mixed-waste elemental mercury were generated during a Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) removal action at Brookhaven National Laboratory (BNL). The US Department of Energy's (DOE) Office of Science and Technology Mixed Waste Focus Area (DOE MWFA) is sponsoring a comparison of several technologies that may be used to treat these wastes and similar wastes at BNL and other sites across the DOE complex. This report describes work conducted at BNL on the application and pilot-scale demonstration of the newly developed Sulfur Polymer Stabilization/Solidification (SPSS) process for treatment of contaminated mixed-waste soils containing high concentrations ({approximately} 5,000 mg/L) of mercury and liquid elemental mercury. BNL's SPSS (patent pending) process chemically stabilizes the mercury to reduce vapor pressure and leachability and physically encapsulates the waste in a solid matrix to eliminate dispersion and provide long-term durability. Two 55-gallon drums of mixed-waste soil containing high concentrations of mercury and about 62 kg of radioactive contaminated elemental mercury were successfully treated.
