Survey Results of Selected Non-CFO Act Agencies' Views on Having Audited Financial Statements

Correspondence issued by the General Accounting Office with an abstract that begins "GAO surveyed 26 agencies not subject to the Chief Financial Officers Act of 1990. Overall, the surveyed agencies reported that they either achieved significant benefits or would anticipate achieving such benefits from having audited financial statements. The level of effort to prepare financial statements and prepare for an audit varied significantly with the size and other characteristics of the agencies. In determining whether agencies should prepare financial statements and have them audited, respondents identified a combination of factors to consider, including budget authority, key financial statement amounts, and the type of agency operations. Irrespective of the importance of such factors, 21 of the 26 agencies reported that federal agencies should have their financial statements audited."

The DOE/NREL Next Generation Natural Gas Vehicle Program - An Overview

This paper summarizes the Next Generation Natural Gas Vehicle (NG-NGV) Program that is led by the U.S. Department Of Energy's (DOE's) Office of Heavy Vehicle Technologies (OHVT) through the National Renewable Energy Laboratory (NREL). The goal of this program is to develop and implement one Class 3-6 compressed natural gas (CNG) prototype vehicle and one Class 7-8 liquefied natural gas (LNG) prototype vehicle in the 2004 to 2007 timeframe. OHVT intends for these vehicles to have 0.5 g/bhp-hr or lower emissions of oxides of nitrogen (NOx) by 2004 and 0.2 g/bhp-hr or lower NOx by 2007. These vehicles will also have particulate matter (PM) emissions of 0.01 g/bhp-hr or lower by 2004. In addition to ambitious emissions goals, these vehicles will target life-cycle economics that are compatible with their conventionally fueled counterparts.

Alpha-null defocus: An optimum defocus condition with relevance for focal-series reconstruction

Two optimum defocus conditions are used in high-resolution transmission electron microscopy. Scherzer defocus produces an image of the specimen ''projected potential'' to the resolution of the microscope, and Lichte defocus minimizes dispersion. A third optimum defocus is best for focal-series reconstruction; alpha-null defocus maximizes transfer of high-frequency diffracted beam amplitudes into the microscope image. Beam transfer is confined by incident-beam convergence to a Gaussian ''packet'' of defocus values centered on the alpha-null defocus. For a diffracted beam hkl, with a spatial frequency of u, the envelope for incident beam convergence has null damping effect when defocus is set to -Cs. (wavelength.u)**2. On either side of this alpha-null defocus value, the damping effect of incident-beam convergence reduces diffracted-beam transfer. The position of alpha-null defocus for any spatial frequency depends only on the value of Cs, but defocus-packet width around the alpha-null defocus depends only on the convergence semi-angle. Under NCEM OAM (one-Angstrom microscope) conditions, a [110] diamond image with the correct 0.89A spacing appears when the Si (004) alpha-null defocus is selected. The alpha-null defocus should be included as the (furthest underfocus) limit for all high-resolution focal series reconstruction.

MOX Average Power Test 30 GWd/MT PIE: Quick Look

This report summarizes the early results of the post irradiation examination of the 30 GWd/MT MOX Average Power Test Capsules (numbers 3 and 10). The purpose of this preliminary examination is to document and monitor the progress of the MOX Average Power Test Irradiation. The capsules and their fuel pins were found to be in excellent condition. Measurement of the fission gas release fraction (about 1.50 to 2.26%), preliminary fuel stack gamma scan measurements, and preliminary fuel pin diameter measurements indicate that the fuel is behaving as expected.

Oral History Interview with Bill Sheehan, May 14, 2001

The National Museum of the Pacific War presents an oral interview with Bill Sheehan. Sheehan joined the Navy in October of 1942. He was trained as an aviation machinist mate and became a flight engineer on a PBM Mariner. Sheehan discusses engine maintenance and the challenges of minimizing the constant corrosion that threatened the plane. He briefly discusses flying anti-submarine missions along the East Coast and later in the Pacific. Sheehan also describes weathering a typhoon on the water. He returned to the U.S. and was stationed in California at the end of the war. Sheehan left the Navy in November 1945, but returned to the reserves and retired in 1966.

The National Museum of the Pacific War presents an oral interview with William C. Beyer. Beyer grew up in Texas and joined the Marines in January 1942. After training, he was assigned to the third division in artillery. He departed on the USS Mount Vernon for New Zealand. He anecdotes about meeting with some Maori people. Then he departed on the Cresent City for Guadalcanal in May 1943. From Guadalcanal he left for Bougainville in November 1943. He describes being caught in a foxhole for two days without communication. He also listened to Tokyo Rose on the radio. The Army relieved the Marines January 15, 1944, and his unit returned to Guadalcanal. On July 21, 1944, they landed on Guam and went into battle. Next Beyer left for Iwo Jima. The Third Marine Division was assigned to the central area of the island. He witnessed the raising of the flag. On the 50th anniversary of the war, Beyer and his wife returned to New Zealand and Guam.
