Economic Development in Texas During Reconstruction, 1865-1875

The study challenges many traditional stereotypes of Texas during Reconstruction. Contrary to what Democrats charged, the Davis government did not levy exorbitant taxes. Radical taxes seemed high in comparison to antebellum taxes, because antebellum governments had financed operations with indemnity bonds, but they were not high in comparison to taxes in other states. Radical taxes constituted only 1.77 percent of the assessed value of property in Texas, which was lower than the average for the United States and about the same for other states undergoing Reconstruction. In Texas most of the tax increases during Reconstruction were made necessary by the Civil War and the increase in population. The tax increases paid for state and local governments, frontier and local protection, public buildings, internal improvements, and public schools. Edmund J. Davis, Radical governor, contributed significantly to Texas government when he attempted to focus attention on reforming the tax system,limiting state expenses to state income, limiting state aid for railroad companies, and protecting the public from railroad company abuses.

The Physiology of Azotobacter Vinelandii Cysts

The value of the adenylate energy charge [(ATP)+1/2(ADP)/(ATP)+(ADP)+(AMP)] in Azotobacter vinelandii cells was monitored during growth and germination in flask cultures. The miximal value of 0.88 was attained during mid-log phase; this declined gradually to 0.50 by late stationary phase. When these cultures were transferred to encystment media, the adenylate energy charge decreased to an average value of 0.40 as the vegetative cells encysted and remained unchanged during the next 20 days. Encystment cultures wre composed of vegetative cells, encysting cells and mature cysts but the proportionate value of the energy charge could be assigned. Viability of the total population remained 95% or higher during the entire period studied. Azotobacter vinelandii cysts cultivated on phosphate-sufficient media. Although cell protein and nucleic acids were unaffected by phosphate deficiency, cell wall structures, oxygen uptake and sncystment were significantly affected. Phosphate-limited cysts contained much larger amounts of poly-beta-hydroxybutyric acid but had a lower adenylate energy charge than did control cysts. The ATP/ADP ratio was much lower in phosophate-deficient cysts than in the control cysts. The data indicate a "substrate saving" choice of three metabolic pathways available to cells of Azotobacter under different growth conditions.

An Application of Ridge Regression to Educational Research

Behavioral data are frequently plagued with highly intercorrelated variables. Collinearity is an indication of insufficient information in the model or in the data. It, therefore, contributes to the unreliability of the estimated coefficients. One result of collinearity is that regression weights derived in one sample may lead to poor prediction in another model. One technique which was developed to deal with highly intercorrelated independent variables is ridge regression. It was first proposed by Hoerl and Kennard in 1970 as a method which would allow the data analyst to both stabilize his estimates and improve upon his squared error loss. The problem of this study was the application of ridge regression in the analysis of data resulting from educational research.

Institutional origins of the Department of Energy: the Federal Energy Administration

The Federal Energy Administration was the successor of the Federal Energy Office, a short-term organization created to coordinate the government's response to the Arab oil embargo. In October 1977, it became part of the Department of Energy. A brief history of the period from 1974 to 1977 specifically concerning these agencies is presented. Discussed are: the Arab Oil Embargo, the Federal Energy Office, the Federal Energy Administration, the Autumn Crisis (1974), Zarb Rebuilds the Agency, the Energy Policy and Conservation Act, the Energy Conservation and Production Act, Program Growth, and Energy Reorganization. Records of the Federal Energy Administration are briefly presented.
