This report provides an overview of two The Freedom of Information Act (FOIA) bills in the 114th Congress, S. 337 and H.R. 653, and provides analysis of certain FOIA-related provisions within each.

This report provides a side-by-side comparison of two bills relevant to the Freedom of Information Act (FOIA), using the versions that have passed each of their originating congressional chambers. The report also provides context related to bill amendments and language additions that occurred between bill versions, when applicable. Finally, the report provides analysis of certain provisions of the bills.

This report identifies all nominations during the 114th Congress that were submitted to the Senate for full-time positions in 40 organizations in the executive branch (27 independent agencies, 6 agencies in the Executive Office of the President [EOP], and 7 multilateral organizations) and 4 agencies in the legislative branch. The tables include full-time positions confirmed by the Senate, pay levels for these positions, and appointment action within each agency, with additional summary information across all agencies in an appendix.

In addition, this report provides some examples of the methods Congress, the President, and the courts have employed to provide or require the provision of information to one another, as well as a list of resources related to transparency, secrecy, access, and nondisclosure.

This report analyzes rules changes made on only the opening day of the 110th, 111th, 112th, 113th, and 114th Congresses, with references in footnotes to other selected legislation and actions during these Congresses that also affected House rules. One of the majority party's prerogatives is writing House rules and using its numbers to effect the chamber's rules on the day a new House convenes. This report report provides a brief overview on how Congress can establish federal advisory committees, and provides some considerations as to why a federal advisory committee may or may not be an appropriate mechanism to assist a particular policy or funding question. The report also explores why Federal Advisory Committee Act (FACA) may or may not be appropriate for application to particular advisory committees. It presents data on the number of active FACA committees established by Congress with special emphasis on the committees established in FY2015. This report concludes by presenting a list of the federal advisory committees currently proposed for statutory establishment in the 114th Congress.

This report focuses on several proposals for a new Authorization for Use of Military Force (AUMF) specifically targeting the Islamic State made during the 113th and 114th Congresses. It includes a brief review of existing authorities and AUMFs, as well as a discussion of issues related to various provisions included in existing and proposed AUMFs that both authorize and limit presidential use of military force. Appendices provide a comparative analysis of similar provisions in new AUMFs proposed in the 113th and 114th Congresses. This report will be updated to reflect congressional activity.

This report provides background on the two major federal gun control statutory frameworks: the National Firearms Act of 1934 (NFA), as amended, and the Gun Control Act of 1968 (GCA), as amended. It then provides analysis of the Senate amendments offered in the 114th Congress that would have addressed issues regarding expanding federal background check requirements to private non-licensed gun sellers in public places, allowing the Attorney General power to stop the sale of firearms or explosives to a person deemed "a dangerous terrorist", revising and codifying rules regarding people with mental health conditions acquiring firearms, and improving computer systems and the availability of information on persons not authorized to possess a firearm . It also tracks the status of gun control related appropriations for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Federal Bureau of Investigation National Instant Criminal Background Check System (NICS) Section, National Criminal History Improvement Program (NCHIP), and NICS Amendments Record Improvement Program (NARIP).
