3-D subsurface modeling within the framework of an environmental restoration information system: Prototype results using earthvision

As a result of the DOE Oak Ridge Reservation (DOE-ORR) placement on the EPA Superfund National Priorities List in December of 1989, all remedial activities, including characterization, remedial alternatives selection, and implementation of remedial measures, must meet the combined requirements of RCRA, CERCLA, and NEPA. The Environmental Restoration Program, therefore, was established with the mission of eliminating or reducing to prescribed safe levels the risks to the environment or to human health and safety posed by inactive and surplus DOE-ORR managed sites and facilities that have been contaminated by radioactive and surplus DOE-ORR managed sites and facilities that have been contaminated by radioactive, hazardous, or mixed wastes. In accordance with an established Federal Facilities Agreement (FFA), waste sites and facilities across the DOE-ORR have been inventoried, prioritized, and are being systematically investigated and remediated under the direction of Environmental Restoration. EarthVision, a product of Dynamic Graphics, Inc., that provides three-dimensional (3-D) modeling and visualization, was exercised within the framework of an environmental restoration (ER) decision support system. A letter report issued by the Government Accountability Office with an abstract that begins "Although the U.S. Census Bureau (Bureau) generally completed the field data collection phase of the 2010 Census consistent with its operational plans, at $13 billion, 2010 was the costliest census in the nation's history. Moving forward, it will be important to both refine existing operations as well as to reexamine the fundamental approach to the census to better address long-standing issues such as securing participation and escalating costs. As requested, this report reviews (1) the conduct of nonresponse follow-up (NRFU), where enumerators collect data from households that did not return their census forms, (2) the implementation of other field operations critical to a complete count, and (3) potential reexamination areas that could help produce a more cost-effective 2020 Census. The report is based on GAO's analysis of Bureau data and documents, surveys of local census office managers, and field observations."

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Census Bureau (Bureau) puts forth tremendous effort to conduct a complete and accurate count of the nation's population and housing; yet some degree of error in the form of persons missed, duplicated, or counted in the wrong place is inevitable due to the complexity in counting a large and diverse population. The Bureau designed two operations, Coverage Follow-up (CFU) and Field Verification (FV), to reduce certain types of counting, or coverage, errors in the 2010 Census. GAO was asked to assess (1) the extent to which the Bureau completed CFU and FV on schedule and within estimated cost and (2) the implications of their key design elements for improving coverage. GAO reviewed Bureau evaluations, planning, and other documents on CFU and FV, and prior GAO work, and interviewed Bureau officials."

A letter report issued by the Government Accountability Office with an abstract that begins "To overcome the long-standing challenge of enumerating hard-to-count (HTC) groups such as minorities and renters, the U.S. Census Bureau (Bureau), used outreach programs, such as paid advertising, and partnered with thousands of organizations to enlist their support for the census. The Bureau also conducted Service-Based Enumeration (SBE), which was designed to count people who frequent soup kitchens or other service providers, and the Be Counted/Questionnaire Assistance Center (QAC) program, designed to count individuals who believed the census had missed them. As requested, GAO assessed how the design of these efforts compared to 2000 and the extent to which they were implemented as planned. GAO reviewed Bureau budget, planning, operational, and evaluation documents; observed enumeration efforts in 12 HTC areas; surveyed local census office managers; and interviewed Bureau officials."

3D Reconstruction Using Lidar and Visual Images

In this research, multi-perspective image registration using LiDAR and visual images was considered. 2D-3D image registration is a difficult task because it requires the extraction of different semantic features from each modality. This problem is solved in three parts. The first step involves detection and extraction of common features from each of the data sets. The second step consists of associating the common features between two different modalities. Traditional methods use lines or orthogonal corners as common features. The third step consists of building the projection matrix. Many existing methods use global positing system (GPS) or inertial navigation system (INS) for an initial estimate of the camera pose. However, the approach discussed herein does not use GPS, INS, or any such devices for initial estimate; hence the model can be used in places like the lunar surface or Mars where GPS or INS are not available. A variation of the method is also described, which does not require strong features from both images but rather uses intensity gradients in the image. This can be useful when one image does not have strong features (such as lines) or there are too many extraneous features.
