Open Access Publishing and Citation Archives: Background and Controversy

This report begins with an inventory of basic information: definitions and guides to histories of the growth of open access publishing and citation archives and descriptions of selected major open access activities. It moves on to summarize major points of difference between proponents and opponents of nongovernmental open access publishing and databases, and then highlights federal, including National Institutes of Health (NIH), open access activities and contentious issues surrounding these developments. The report also briefly describes open access developments in the United Kingdom (where a number of governmental and nongovernmental initiatives have occurred) and in the international arena. Finally, controversial issues which could receive attention the 110th Congress are summarized.

Analysis of the Costs of a Backlog Project in Response to Recommendation 2 of the 2004 Archives and History Office Program Review Committee Report

SLAC Archives and History Office (AHO) backlog of unprocessed material is over 3,000 cubic feet and growing. Because much of this material was directly transferred to off-site storage, the provenance and contents are a mystery. The costs of off-site storage, lack of knowledge of the contents, and the impending federal regulations in 2009 concerning storage facilities all suggest the need for a long-term plan for the backlog. AHO presents these options to SLAC management: (1) Continue with the status quo, adding new accessions to OffSite Records Management, LLC (hereinafter referred to as OffSite) storage; (2) Pull the backlog back a segment at a time for box-level processing, determine what is in each box, get rid of extraneous material, and return what is left to OffSite storage; (3) Gradually retrieve the backlog for thorough, folder-level processing and then transfer to the Federal Records Center in San Bruno (hereinafter referred to as FRC) or the Archives side of the operations at the National Archives and Records Administration in San Bruno (hereinafter referred to as NARA); and (4) Gradually retrieve the backlog for a combination of box-level processing with return to OffSite storage and thorough folder-level processing with transfer to FRC or NARA.

A work bibliography on native food consumption, demography and lifestyle. Hanford Environmental Dose Reconstruction Project

The purpose of this report is to provide a bibliography for the Native American tribe participants in the Hanford Environmental Dose Reconstruction (HEDR) Project to use. The HEDR Project`s primary objective is to estimate the radiation dose that individuals could have received as a result of emissions since 1944 from the US Department of Energy`s Hanford Site near Richland, Washington. Eight Native American tribes are responsible for estimating daily and seasonal consumption of traditional foods, demography, and other lifestyle factors that could have affected the radiation dose received by tribal members. This report provides a bibliography of recorded accounts that tribal researchers may use to verify their estimates. The bibliographic citations include references to information on the specific tribes, Columbia River plateau ethnobotany, infant feeding practices and milk consumption, nutritional studies and radiation, tribal economic and demographic characteristics (1940--1970), research methods, primary sources from the National Archives, regional archives, libraries, and museums.
