This report begins with an inventory of basic information: definitions and guides to histories of the growth of open access publishing and citation archives and descriptions of selected major open access activities. It moves on to summarize major points of difference between proponents and opponents of nongovernmental open access publishing and databases, and then highlights federal, including National Institutes of Health (NIH), open access activities and contentious issues surrounding these developments. The report also briefly describes open access developments in the United Kingdom (where a number of governmental and nongovernmental initiatives have occurred) and in the international arena. Finally, controversial issues which could receive attention in the 109th Congress are summarized.

A letter report issued by the Government Accountability Office with an abstract that begins "The September 11 attacks showed that agencies must balance the need to protect and share sensitive information to prevent future attacks. Agencies classify this information or designate it sensitive but unclassified to protect and limit access to it. The National Archives' Information Security Oversight Office (ISOO) assesses agencies' classification management programs, and in July 2004 and April 2005 recommended changes to correct problems at the Justice Department (DOJ) and Federal Bureau of Investigation (FBI). GAO was asked to examine (1) DOJ's and FBI's progress in implementing the recommendations and (2) the management controls DOJ components have to ensure the proper use of sensitive but unclassified designations. GAO reviewed ISOO's reports and agency documentation on changes implemented and controls in place, and interviewed security program managers at DOJ, its components, and ISOO to examine these issues."

The accelerated development of digital libraries and archives, in tandem with efficient search engines and the computational ability to retrieve and parse massive amounts of information, are making it possible to quantify the time evolution of scientific literatures. These data are but one piece of the tangible recorded evidence of the processes whereby scientists create and exchange information in their journeys towards the generation of knowledge. As such, these tools provide a proxy with which to study our ability to innovate. Innovation has often been linked with prosperity and growth and, consequently, trying to understand what drives scientific innovation is of extreme interest. Identifying sets of population characteristics, factors, and mechanisms that enable scientific communities to remain at the cutting edge, accelerate their growth, or increase their ability to re-organize around new themes or research topics is therefore of special significance. Yet generating a quantitative understanding of the factors that make scientific fields arise and/or become more or less productive is still in its infancy. This is precisely the type of knowledge most needed for promoting and sustaining innovation. These grant materials were prepared for the National Digital Newspaper Program, a project funded by the National Endowment for the Humanities (NEH) to provide access to historic American Newspapers. The Library of Congress serves as the technical adviser for the NDNP. NEH designated this proposal a “We the People” grant, and it was provided by NEH as an example grant in the following year’s grant round. The award funded digitization of Texas historical newspapers. For the grant, UNT served as the lead institution with partners at the Center for American History at the University of Texas, and Texas Tech University. This proposal was funded for $397,552.

The purpose of this report is to provide information needed by the DOE to assess WIPP's environmental performance and to make WIPP environmental information available to stakeholders and members of the public. This report has been prepared in accordance with DOE Order 231.1A and DOE guidance. This report documents WIPP's environmental monitoring programs and their results for 2004. The WIPP Project is authorized by the DOE National Security and Military Applications of Nuclear Energy Authorization Act of 1980 (Pub. L. 96-164). After more than 20 years of scientific study and public input, WIPP received its first shipment of waste on March 26, 1999. Located in southeastern New Mexico, WIPP is the nation's first underground repository permitted to safely and permanently dispose of TRU radioactive and mixed waste (as defined in the WIPP LWA) generated through defense activities and programs. TRU waste is defined, in the WIPP LWA, as radioactive waste containing more than 100 nanocuries (3,700 becquerels [Bq]) of alpha-emitting TRU isotopes per gram of waste, with half-lives greater than 20 years except for high-level waste, waste that has been determined not to require the degree of isolation required by the disposal regulations, and waste the U.S. Nuclear Regulatory Commission …

The National Museum of the Pacific War presents an oral interview with Lorraine Mannering, nee Ungaretti. She discusses life prior to World War II and life on the homefront during the war. Her husband, drafted into the Army in 1941, served with the 18th Engineers constructing the Alcan Highway in Alaska. He also served on the Aleutian Islands of Attu, Adak, and Shemya. During the war, Lorraine continued her work in the insurance industry in San Francisco, California. She discusses rationing, shortages, blackouts, and victory gardens. She talks about war damage insurance policies and communicating with her husband via mail. She reflects on the treatment of Japanese Americans, the changing role of women, the use of atomic bombs, and race relations in San Francisco. When her husband was transferred to Fort Belvoir, Virginia, she worked for the Red Cross. Her husband was discharged in 1945. The interview includes information about her parents as well as her life after the war.

A comprehensive test ban treaty, or CTBT, is the oldest item on the nuclear arms control agenda. Three treaties currently limit testing to underground only, with a maximum force equal to 150,000 tons of TNT. This report outlines the CTBT and related legislation.
