A letter report issued by the General Accounting Office with an abstract that begins "The National Defense Authorization Act for 2001 authorized the military archives to (1) charge fees to persons requesting information and (2) retain collected fees to help defray costs of providing the information. Although none of the archives has yet implemented a fee, one archive plans to do so by October 2001. The Department of Defense's (DOD) archives and other offices are also authorized under both the User Charge Statute and the Freedom of Information Act (FOIA) to charge for information provided to the public. However, neither of these statutes authorizes an agency to retain those fees. The four designated archives are charging fees to public requesters but are not using the fee schedule mandated by the DOD regulation implementing the User Charge Statute. Similarly, DOD's fee schedules for charges under FOIA are outdated. DOD's inconsistent use of the authority to charge fees and the use of outdated DOD fees schedules result in uncollected fees of a million dollars or more annually and inconsistent handling of public requests for historical information."

Two major accomplishments resulted from Phase I. One is the success of the surface geochemistry program, which collected over 800 samples from the site of the 1st demonstration well in Vernon Field and has pretty well provided us with the tools to delineate favorable ground from unfavorable. The second is the recent detailed mapping of the Central Michigan Basin that for the first time revealed the presence of at least two major faults that control the location of many of the reservoirs in the Michigan Basin. These faults were located from structure maps obtained by contouring the surface of the Dundee Formation using top picks from 9861 wells in 14 counties. Faults were inferred where the contour lines were most dense (''stacked'').

The 1994 Fish and Wildlife Program of the Northwest Power Planning Council specifies the recovery and preservation of population health of native resident fishes of the Columbia River Basin. Among the native resident species of concern are interior rainbow trout of the Columbia River redband subspecies Oncorhynchus mykiss gairdneri 1 and westslope cutthroat trout O. clarki lewisi. The westslope cutthroat trout has been petitioned for listing under the U. S. Endangered Species Act (American Wildlands et al. 1997). Before at-risk populations can be protected, their presence and status must be established. Where introgression from introduced species is a concern, as in the case of both westslope cutthroat trout and redband rainbow trout, genetic issues must be addressed as well. As is true with native trout elsewhere in the western United States (Behnke 1992), most of the remaining pure populations of these species in the Columbia River Basin are in relatively remote headwater reaches. The objective of this project was to photo-document upper Columbia Basin native resident trout populations in Washington, and to ascertain their species or subspecies identity and relative genetic purity using a nonlethal DNA technique. The National Museum of the Pacific War presents an oral interview with Harold Collins. Collins was born in Driftwood, Pennsylvania on 24 September 1920. In 1943 he joined the United States Navy and was sent to Camp Peary for eight weeks of boot training. He then went to Camp Parks, California where he was assigned to Company A, 93rd Construction Battalion. In October 1943 the unit boarded the USAT Perida, arriving at Noumea, New Caledonia on 1 November 1943. Just as the ship anchored in the harbor, Collins witnessed an ammunition ship explode at the docks. The accident resulted in many deaths. The battalion went to Banika Island where they built a hospital. They then went to Green Island Atoll where they built two air strips and a hospital. In January 1945, the battalion boarded the USS Cape Johnson (AP-172) and sailed to Samar, Philippines. He describes being under attack by Japanese aircraft. While on Samar, Collins’ unit constructed airstrips and warehouses. During October 1945, Collins returned to the United States and was assigned to the Philadelphia Navy Yard. He had developed a serious ear infection while overseas and was sent to a naval hospital. After receiving treatment for two …

Seven full-sized Peach Bottom Reactor. fuel elements were fabricated in a cooperative effort by Oak Ridge National Laboratory (ORNL) and Gulf General Atomic (GGA) as part of the National HTGR Fuel Recycle Development Program. These elements contain bonded fuel rods and loose beds of particles made from several combinations of fertile and fissile particles of interest for present and future use in the High-Temperature Gas-Cooled Reactor (HTGR). The portion of the fuel prepared for these elements by ORNL is described in detail in this report, and it is in conjunction with the GGA report (GA-10109) a complete fabrication description of the test. In addition, this report describes the results obtained to date from postirradiation examination of the first two elements removed from the Peach Bottom Reactor, RTE-7 and -4. The fuel examined had relatively low exposure, up to about 1.5 x 10{sup 21} neutrons/cm* fast (>0.18 MeV) fluence, compared with the peak anticipated HTGR fluence of 8.0 x 10{sup 21}, but it has performed well at this exposure. Dimensional data indicate greater irradiation shrinkage than expected from accelerated test data to higher exposures. This suggests that either the method of extrapolation of the higher exposure data back to low exposure …

This is a proposal for a new software configure/build tool for building, maintaining, deploying, and installing software. At its completion, this new tool will replace current standard tool suites such as ''autoconf'', ''automake'', ''libtool'', and the de facto standard build tool, ''make''. This ambitious project is born out of the realization that as scientific software has grown in size and complexity over the years, the difficulty of configuring and building software has increased as well. For high performance scientific software, additional complexities often arises from the need for portability to multiple platforms (including many one-of-a-kind platforms), multilanguage implementations, use of third party libraries, and a need to adapt algorithms to the specific features of the hardware. Development of scientific software is being hampered by the quality of configuration and build tools commonly available. Inordinate amounts of time and expertise are required to develop and maintain the configure and build system for a moderately complex project. Better build and configure tools will increase developer productivity. This proposal is a first step in a process of shoring up the foundation upon which DOE software is created and used.

The National Museum of the Pacific War presents an interview with Charles Juliussen. Juliussen joined the Navy Seabees in March of 1943. He completed boot camp, gunnery school and additional Seabees training at Port Hueneme in California. Juliussen served with the 33rd Naval Construction Battalion. They traveled by freighter to the Russell Islands and had a Shellback initiation when they crossed the equator. They helped load an LST, and invaded the Green Islands, where they were attacked by Japanese Zeros. Their job was to build airstrips on the island, where Juliussen worked in the heavy equipment shop and in the crane and shovel repair group. From there they traveled to Hollandia, the Solomon Islands and Tacloban in the Philippines. They completed 4 airstrips and 1 Navy base. He provides vivid details of his work, the camaraderie with fellow servicemen and attacks made by the Japanese. He was discharged shortly after the war ended.

The National Museum of the Pacific War presents an oral interview with Tom Krauska. Krauska was born 15 December 1919 in St. Louis, Missouri and attended high school in Cleveland, Missouri. He graduated from the University of St. Louis with a Law degree. He was drafted into the United States Army and assigned to the 329th Infantry at Shelby, Mississippi. After basic training, he was assigned to menial tasks such as kitchen police and guard duty. He was soon selected for the Aviation Cadet Training program and sent to a civilian flying school in Fort Worth, Texas. From there, he went to bombardier school at Midland, Texas. Krauska describes methods used to train bombardiers and the use of the Norden bombsight. Upon completion of this training he was sent to Casper, Wyoming for crew training in a B-24 Liberator. His crew was then sent to Langley Field, Virginia for training in low altitude bombing, which consisted of using radar and performing submarine search missions off of the east coast of the United States. Eventually, the crew picked up a new B-24 and flew it to Hawaii where they were assigned to the 11th Bomb Group, 425th Bomb Squadron. They went …
