U.S. Battleship Operations in World War I, 1917-1918

This dissertation is an examination of the operations of U.S. battleships in World War I. The study examines tactical cooperation between units of the U.S. Atlantic Fleet and the British Grand Fleet and relations between the two navies; the efficiency of U.S. battleships in terms of both personnel and material; and the strategic ideas of U.S. naval leaders governing the use of capital ships. The manuscript is based primarily on records of the Department of the Navy in the National Archives and Admiralty records at the Public Record Office. Also important are the private papers of principal naval leaders, located at the Library of Congress and the National Maritime Museum in Greenwich, U.K. The published memoirs of several of the participants are also utilized. The first chapter examines Anglo-American naval relations and traces diplomatic events leading to the U.S. Navy Department's decision to dispatch dreadnought battleships to European waters. The following two chapters discuss the amalgamation of Battleship Division Nine into the British Grand Fleet. Chapter IV examines the gunnery efficiency of U.S. battleships serving with the Grand Fleet. Development of a video-based slurry sensor for on-line ash analysis. Fourth quarter technical progress report, July 1--September 30, 1995

Automatic control of fine coal cleaning circuits has traditionally been limited by the lack of sensors for on-line ash analysis. Although several nuclear-based analyzers are available, none have seen widespread acceptance. This is largely due to the fact that nuclear sensors are expensive and tend to be influenced by changes in seam type and pyrite content. Recently, researchers at VPI and SU have developed an optical sensor for phosphate analysis. The sensor uses image processing technology to analyze video images of phosphate ore. It is currently being used by Texasgulf for off-line analysis of dry flotation concentrates. The primary advantages of optical sensors over nuclear sensors are that they are significantly cheaper, are not subject to measurement variations due to changes in high atomic number minerals, are inherently safer and require no special radiation permitting. The purpose of this work is to apply the knowledge gained in the development of an optical phosphate analyzer to the development of an on-line ash analyzer for fine coal slurries. During the past quarter, a study was conducted to determine if monochromatic illumination could be used as a means of enhancing the differences observed between coal and mineral matter under reflected light. Possible Uses of Animal Databases for Further Statistical Evaluation and Modeling

Many studies have been performed in animals which mimic potential exposures of people in order to understand how factors modify radiation dose-response relationships. Cooperative analyses by investigators in different laboratories have a large potential for strengthening the conclusions that can be drawn from individual studies. When information on each animal is combined, then formal tests can be made to demonstrate that apparent consistencies or inconsistencies are statistically significant. Statistical methods must be carefully chosen so that differences between laboratories or studies can be controlled or described as part of the analysis in the interpretation of the conclusions. In this report, the example of bone cancer of the large number of studies of modifying factors for bone cancer available from studies in US and European laboratories.

Advisory Committee on human radiation experiments final report

When the Advisory Committee began work in April 1994 we were charged with determining whether the radiation experiments design and administration adequately met the ethical and scientific standards, including standards of informed consent, that prevailed at the time of the experiments and that exist today and also to determine the ethical and scientific standards and criteria by which it shall evaluate human radiation experiments. Although this charge seems straightforward, it is in fact difficult to determine what the appropriate standards should be for evaluating the conduct and policies of thirty or fifty years ago. First, we needed to determine the extent to which the standards of that time are similar to the standards of today. To the extent that there were differences we needed to determine the relative roles of each in making moral evaluations. In Chapter 1 we report what we have been able to reconstruct about government rules and policies in the 1940s and 1950s regarding human experiments. We focus primarily on the Atomic Energy Commission and the Department of Defense. In Chapter 2 we turn from a consideration of government standards to an exploration of the norms and practices of physicians and medical scientists who conducted research …

Radionuclides, stable isotopes, inorganic constituents, and organic compounds in water from selected wells and springs from the southern boundary of the Idaho National Engineering Laboratory to the Hagerman Area, Idaho, 1994

The US Geological Survey and the Idaho Department of Water Resources, in response to a request from the US Department of Energy, samples 18 sites as part of a long-term project to monitor water quality of the Snake River Plain aquifer from the southern boundary of the Idaho National Engineering Laboratory to the Hagerman area. Water samples were collected and analyzed for selected radionuclides, stable isotopes, inorganic constituents, and organic compounds. The samples were collected from seven irrigation wells, seven domestic wells, two springs, one stock well, and one observation well. Two quality assurance samples also were collected and analyzed. None of the radionuclide, inorganic constituent, or organic compound concentrations exceeded the established maximum contaminant levels for drinking water. Many of the radionuclide and inorganic constituent concentrations exceeded their respective reporting levels. All samples analyzed for dissolved organic carbon had concentrations that exceeded their minimum reporting levels.

This report provides sinformation on energy consumption in Federal buildings and operations and documents activities conducted by Federal agencies to meet statutory requirements of the National Energy Conservation Policy Act. It also describes energy conservation and management activities of the Federal Government under section 381 of the Energy Policy and Conservation Act. Implementation activities undertaken during FY94 by the Federal agencies under the Energy Policy Act of 1992 and Executive Orders 12759 and 12902 are also described. During FY94, total (gross) energy consumption of the US Government, including energy consued to produce, process, and transport energy, was 1.72 quadrillion Btu. This represents {similar_to}2.0% of the total 85.34 quads used in US.
