Mine-to-Mill optimization is a total systems approach to the reduction of energy and cost in mining and processing. Developed at the Julius Krutschnitt Mineral Research Center in Queensland, Australia, the Mine-to-Mill approach attempts to minimize energy consumption through optimization of all steps in the size reduction process. The approach involves sampling and modeling of blasting and processing, followed by computer simulation to optimize the operation and develop alternatives. The most promising alternatives are implemented, and sampling is conducted to quantify benefits. In the current project, the primary objective was to adapt Mine-to-Mill technology to the aggregates industry. The first phase of this work was carried out at the Bealeton Quarry near Fredericksburg, Virginia. The second phase was carried out at the Pittsboro Quarry south of Chapel Hill, North Carolina. Both quarries are operated by Luck Stone Corporation of Richmond, Virginia. As a result of the work, several conclusions can be drawn from the project which should assist DOE in assessing the applicability of the Mine-to-Mill approach to the aggregates industry. 1. "Secret" or "closed door" sessions of the House of Representatives and Seante are held periodically to discuss business, including impeachment deliberations, deemed to require confidentiality and secrecy. Authority for the two chambers to hold these sessions is implied by Article I, Section 5, of the Constitution. National Security is the principal reason for such sessions in recent years. This report provides a historical background of such sessions, as well as relevant regulations and expectations for Members of Congress during such sessions.

The National Museum of the Pacific War presents an oral interview with Don Riel. Riel joined the Navy in 1943 after working in the tool room at a Chevrolet plant. He received basic training at Camp Perry and joined the Seabees as a second class petty officer. On Kwajalein, while operating a truck, he was struck in the shoulder blade by a piece of coral during a controlled explosion. There were no medical facilities there at the time, so Riel was sewn up on the beach. He was then assigned to operate a cement mixer, which is all he could do with his arm in a sling. On Ebeye, he was tasked with maintaining water stills. When he arrived on Tinian, he was a bulldozer operator for the construction of airstrips. Although Tinian had already been secured, Riel survived attacks by snipers and bombers, hiding under his armored dozer. He then served as a fresh water well mechanic until the end of the war. Riel returned home and was discharged in December 1945.

This document describes the development of a user-friendly and efficient groundwater management model of the Project Shoal Area (PSA and surrounding area that will allow the U.S. Department of Energy and State of Nevada personnel to evaluate the impact of proposed water-use scenarios. The management model consists of a simple hydrologic model within an interactive groundwater management framework. This framework is based on an object user interface that was developed by the U.S. Geological Survey and has been used by the Desert Research Institute researchers and others to couple disparate environmental resource models, manage temporal and spatial data, and evaluate model results for management decision making. This framework was modified and applied to the PSA and surrounding Fairview Basin. The utility of the management model was demonstrated through the application of hypothetical future scenarios including mineral mining, regional expansion of agriculture, and export of water to large urban areas outside the region. While the results from some of the scenarios indicated potential impacts to groundwater levels near the PSA and others did not, together they demonstrate the utility of the management tool for the evaluation of proposed changes in groundwater use in or near the PSA.

Water level measurements were performed and water samples collected from the Central Nevada Test Area model validation wells in September 2006. Hydraulic head measurements were compared to previous observations; the MV wells showed slight recovery from the drilling and testing operation in 2005. No radioisotopes exceeded limits set in the Corrective Action Decision Document/Corrective Action Plan, and no significant trends were observed when compared to previous analyses.

The National Museum of the Pacific War presents an interview with Allen Ensor. Ensor joined the Navy in 1940 and was assigned to USS Nashville (CL-43). He was aboard for the Doolittle Raid, some action in the Aleutian Islands and the Solomon Islands and New Guinea as part of Seventh Fleet. He was eventually transferred from the Nashville to shore duty in California training amphibious boat crews. Ensor shares anecdotes about piping General MacArthur aboard the Nashville, shore leave in Australia and training boat crews in California.
