All technical project activities have been successfully completed. This effort included (1) completion of field testing using density tracers, (2) development of a spreadsheet based HMC simulation program, and (3) preparation of a menu-driven expert system for HMC trouble-shooting. The final project report is now being prepared for submission to DOE comment and review. The submission has been delayed due to difficulties in compiling the large base of technical information generated by the project. Technical personnel are now working to complete this report. Effort is being underway to finalize the financial documents necessary to demonstrate that the cost-sharing requirements for the project have been met.

This project seeks a fundamental understanding and major improvement in cesium separation from high-level waste by cesium-selective calixcrown extractants. Systems of particular interest involve novel solvent-extraction systems containing specific members of the calix[4]arene-crown-6 family, alcohol solvating agents, and alkylamines. Questions being addressed pertain to cesium binding strength, extraction selectivity, cesium stripping, and extractant solubility. Enhanced properties in this regard will specifically benefit cleanup projects funded by the USDOE Office of Environmental Management to treat and dispose of high-level radioactive wastes currently stored in underground tanks at the Savannah River Site (SRS), the Hanford site, and the Idaho National Environmental and Engineering Laboratory.1 The most direct beneficiary will be the SRS Salt Processing Project, which has recently identified the Caustic-Side Solvent Extraction (CSSX) process employing a calixcrown as its preferred technology for cesium removal from SRS high-level tank waste.2 This technology owes its development in part to fundamental results obtained in this program.

The National Museum of the Pacific War presents an interview with Merle Ainley. Ainley joined the Navy in September of 1944. He completed Radar School in Hawaii, and served as a Radar Specialist and navigator aboard USS Finch (DE-328). They traveled to Guam, Leyte and maneuvered along the China Coast, with a carrier task force. They transported prisoners-of-war from Taiwan and Formosa to Manila. They traveled to Saipan and completed occupation duty in Hong Kong, completing air sea rescue and charting harbors. He returned to the US and was discharged in June of 1946.

The Constitution assigns each state a number of electors equal to the combined total of the state’s Senate and House of Representatives delegations; at present, the number of electors per state ranges from three to 55, for a total of 538. This report discuses constitutional origins, the electoral college today and explains the allocation of electors and electoral votes.

This document describes the U.S. Department of Energy's (DOE) Hanford Site environment. It is updated each year and is intended to provide a consistent description of the Hanford Site environment for the many National Environmental Policy Act (NEPA) documents being prepared by DOE contractors. No statements of significance or environmental consequences are provided. This year's report is the thirteenth revision of the original document published in 1988 and is (until replaced by the fourteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents. The two chapters included in this document (Chapters 4 and 6) are numbered to correspond to the chapters where such information is typically presented in environmental impact statements (Weiss) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology, geology, hydrology, ecology, cultural, archaeological, and historical resources, socioeconomics, occupational safety, and noise. Chapter 6.0 (Statutory and Regulatory Requirements) describes federal and state laws and regulations, DOE directives and permits, and presidential executive orders that are applicable to the NEPA documents prepared for Hanford Site activities.

This Report is a guide to one of the 13 regular appropriations bills that Congress passes each year. Testimony issued by the General Accounting Office with an abstract that begins "Electronic government (e-government) refers to the use of information technology (IT), including Web-based Internet applications, to enhance access to and delivery of government information and services, as well as to improve the internal efficiency and effectiveness of the federal government. The Office of Personnel Management (OPM) is managing five e-government initiatives whose goal is to transform the way OPM oversees the government's human capital functions. These 5 initiatives are among 25 identified by the Office of Management and Budget (OMB) as foremost in the drive toward egovernment transformation. The 25 initiatives have ambitious goals, including eliminating redundant, nonintegrated business operations and systems and improving service to citizens by an order of magnitude. Achieving these results, according to OMB, could produce billions of dollars in savings from improved operational efficiency. In today's testimony, among other things, GAO identifies the challenges facing OPM as it moves forward in implementing the five human capital initiatives."

The United States (U.S.) Department of Energy (DOE) Carlsbad Field Office (CBFO) and Washington TRU Solutions LLC (WTS) are dedicated to maintaining high quality management of Waste Isolation Pilot Plant (WIPP) environmental resources. DOE Order 5400.1, General Environmental Protection Program, and DOE Order 231.1, Environment, Safety, and Health Reporting, require that the environment at and near DOE facilities be monitored to ensure the safety and health of the public and the environment. This Waste Isolation Pilot Plant 2002 Site Environmental Report summarizes environmental data from calendar year 2002 that characterize environmental management performance and demonstrate compliance with federal and state regulations. This report was prepared in accordance with DOE Order 5400.1, DOE Order 231.1, and Guidance for the Preparation of DOE Annual Site Environmental Reports (ASERs) for Calendar Year 2002 (DOE Memorandum EH-41: Natoli:6-1336, April 4, 2003). These Orders and the guidance document require that DOE facilities submit an annual site environmental report to DOE Headquarters, Office of the Assistant Secretary for Environment, Safety, and Health; and the New Mexico Environment Department (NMED).

The National Museum of the Pacific War presents an oral interview with Jim Romer. In 1943 he was a civilian single-engine flight instructor at an Army Primary Flying School in Helena, Arkansas. He then joined the Ferry Command in Memphis, Tennessee where he received twin-engine training and worked as a civilian pilot ferrying airplanes. He shares an anecdote about leading a flight of six airplanes from Brazil to Ascension Island. After attending four-engine flight school, he went to Mitchel Field in Long Island, New York. He describes the conversion of B-24 bombers into C-109 fuel transports. The Army gave him an appointment as a flight officer and sent him to Shamshernagar, India. He flew missions transporting fuel over ?the Hump? to Chengtu and Kunming for use by bombers and other airplanes operating out of China. He flew C-87 transport planes, which were converted B-24 bombers. He talks about the hazards involved in the transport missions over the Himalaya Mountains, such as encountering Japanese planes, adverse weather conditions, and engine failure. He relates a story about drifting off course as well a one about losing three engines. He also mentions Japanese radio propaganda. Additionally, he comments on some of the activities …

The National Museum of the Pacific War presents an oral interview with James E. Holden. Holden joined the Army and trained at Camp Swift, Texas in 1943. He was assigned to a replacement battalion and eventually shipped to Burma where he joined Merrill's Marauders. He joined them before the Myitkyina campaign. He got injured by a fall and was eventually evacuated back to Lido. He returned to his unit in time for them to relocate to Kunming. He was detached to temporary duty at Kweiyang helping build a Red Cross station. He was there when the war ended and witnessed some fighting between the Chinese Nationalists and communists. Holden was discharged in December, 1945.

The central activity of the PDB continues to be the collection, archiving and distribution of high quality structural data to the scientific community on a timely basis. In support of these activities NIST has continued its roles in developing the physical archive, in developing data uniformity, in dealing with NMR issues and in the distribution of PDB data through CD-ROMs. The physical archive holdings have been organized, inventoried, and a database has been created to facilitate their use. Data from individual PDB entries have been annotated to produce uniform values improving tremendously the accuracy of results of queries. Working with the NMR community we have established data items specific for NMR that will be included in new entries and facilitate data deposition. The PDB CD-ROM production has continued on a quarterly basis, and new products are being distributed.

A letter report issued by the General Accounting Office with an abstract that begins "Section 15(k) of the Small Business Act requires that all federal agencies with procurement powers establish an Office of Small and Disadvantaged Business Utilization (OSDBU). This law is one of many designed to enhance the participation of small and disadvantaged businesses in federal procurement. Section 15(k)(3) of the act requires that OSDBU directors, who are intended to be advocates for small and disadvantaged businesses, be responsible only to and report directly to agency heads or deputy agency heads. GAO was asked to determine compliance with section 15(k)(3) across the government, review to whom the OSDBU director at the Office of the Secretary of Defense has reported since the office was exempted from that provision, and determine whether section 15(k) applies to the Office of Administration (OA), which is the central procurement arm of the Executive Office of the President (EOP)."

The E-Government Act of 2002 made the Office of Management and Budget (OMB) responsible for overseeing electronic government initiatives. We examined the extent to which agency-specific Web sites and the new governmentwide Regulations.gov Web site permit the public to electronically (1) identify proposed rules that are open for comment, (2) comment on proposed rules, and (3) access regulatory supporting materials (e.g., economic analyses) and the comments of others."

The National Museum of the Pacific War presents an interview with Edwin Koehler. Koehler joined the Army in December of 1943. He completed basic training at Camp Fannin in Texas. He continued there through mid-1944 training new recruits. In February of 1945 he joined the 4th Infantry Division in Germany and fought against the German SS. He provides details of his combat experiences. Koehler continued serving in Germany after the war ended. He returned to the states in late 1945. He was discharged in March of 1946.
