All project activities are now winding down. Follow-up tracer tests were conducted at several of the industrial test sites and analysis of the experimental data is currently underway. All required field work was completed during this quarter. In addition, the heavy medium cyclone simulation and expert system programs are nearly completed and user manuals are being prepared. Administrative activities (e.g., project documents, cost-sharing accounts, etc.) are being reviewed and prepared for final submission to DOE. All project reporting requirements are up to date. All financial expenditures are within approved limits.

Accurate measurement of temperature is essential for the safe and efficient operation and control of a wide range of industrial processes. Appropriate techniques and instrumentation are needed depending on the temperature measurement requirements in different industrial processes and working environments. Harsh environments are common in many industrial applications. These harsh environments may involve extreme physical conditions, such as high-temperature, high-pressure, corrosive agents, toxicity, strong electromagnetic interference, and high-energy radiation exposure. Due to these severe environmental conditions, conventional temperature sensors are often difficult to apply. This situation has opened a new but challenging opportunity for the sensor society to provide robust, high-performance, and cost-effective temperature sensors capable of operating in those harsh environments. The focus of this research program has been to develop a temperature measurement system for temperature measurements in the primary and secondary stages of slagging gasifiers. For this application the temperature measurement system must be able to withstand the extremely harsh environment posed by the high temperatures and corrosive agents present in these systems. Real-time, accurate and reliable monitoring of temperature for the coal gasification process is important to realize the full economic potential of these gasification systems. Many of the United States’ hazardous and radioactively contaminated waste sites will not be sufficiently remediated to allow unrestricted land use because funding and technology limitations preclude cleanup to pristine conditions. This means that after cleanup is completed, the Department of Energy will have long-term stewardship responsibilities to monitor and safeguard more than 100 sites that still contain residual contamination. Long-term stewardship encompasses all physical and institutional controls, institutions, information, and other mechanisms required to protect human health and the environment from the hazards remaining. The Department of Energy Long-Term Stewardship National Program is in the early stages of development, so considerable planning is still required to identify all the specific roles and responsibilities, policies, and activities needed over the next few years to support the program’s mission. The Idaho National Engineering and Environmental Laboratory was tasked with leading the development of Science and Technology within the Long-Term Stewardship National Program. As part of that role, a task was undertaken to identify the existing science and technology related requirements, identify gaps and conflicts that exist, and make recommendations to the Department of Energy for future requirements related to science and technology requirements for long-term stewardship. This document is | prepared for WIPP in accordance with the guidance contained in DOE Order 5400.1; DOE Order 5400.5, Radiation Protection of the Public and Environment; applicable sections of Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance (DOE/EH-0173T; DOE, 1991); and the Title 10 Code of Federal Regulations (CFR) Part 834, ''Radiation Protection of the Public and Environment'' (draft). Many sections of DOE Order 5400.1 have been replaced by DOE Order 231.1, which is the driver for the annual Site Environmental Report (SER) and the guidance source for preparing many environmental program documents. The LHC Quality Assurance Plan is a set of operating principles, requirements, and practices used to support Berkeley Lab's participation in the Large Hadron Collider Project. The LHC/QAP is intended to achieve reliable, safe, and quality performance in the LHC project activities. The LHC/QAP is also designed to fulfill the following objectives: (1) The LHC/QAP is Berkeley Lab's QA program document that describes the elements necessary to integrate quality assurance, safety management, and conduct of operations into the Berkeley Lab's portion of the LHC operations. (2) The LHC/QAP provides the framework for Berkeley Lab LHC Project administrators, managers, supervisors, and staff to plan, manage, perform, and assess their Laboratory work. (3) The LHC/QAP is the compliance document that conforms to the requirements of the Laboratory's Work Smart Standards for quality assurance (DOE O 414.1, 10 CFR 830.120), facility operations (DOE O 5480.19), and safety management (DOE P 450.4).

DOE Order 5400.1, General Environmental Protection Program, and DOE Order 231.1, Environmental, Safety, and Health Reporting, require that the environment at and near DOE facilities be monitored to ensure the safety and health of the public and the environment. This Waste Isolation Pilot Plant 2001 Site Environmental Report summarizes environmental data from calendar year (CY) 2001 that characterize environmental management performance and demonstrate compliance with federal and state regulations. This report was prepared in accordance with DOE Order 5400.1, DOE Order 231.1, the Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance (DOE/EH- 0173T), and the Waste Isolation Pilot Plant Environmental Protection Implementation Plan (DOE/WIPP 96-2199). The National Museum of the Pacific War presents an interview with Raymond and Florence Bower. Raymond joined the Army in 1940. He completed aircraft mechanics school and joined the 86th Observation Squadron, 7th Air Force, at Bellows Field in Hawaii. He provides vivid details of his first-hand experiences through the attack on Pearl Harbor in December of 1941. He recalls the capture of a Japanese soldier from a midget sub, who later attended their 50th squadron reunion in Hawaii. Raymond stayed in Hawaii until July of 1945. Raymond flew all over the South Pacific in B-24s, and notes that his unit was converted into a combat mapping squadron. They traveled from Honolulu to Saipan, Kwajalein, Japan, Tinian. Florence completed nurse training and served in World War II with the Women’s Army Auxiliary Corps, from 1943 to 1945. She completed recruiting school and was assigned to the Northern New Jersey, Delaware recruiting area. She encouraged women, through TV, radio and speaking engagements to join the military. Florence provides details of her public relations work, her uniform, selling war bonds and overall enthusiasm in serving her country. She was then assigned to the Staten Island Area Station Hospital in New York from …

Testimony issued by the General Accounting Office with an abstract that begins "E-government is critical to the government's ability to effectively communicate with the public. Both Congress and current and past administrations have emphasized the importance of e-government and have put forth proposals to address the challenges associated with this issue. Earlier this year, the Senate passed S. 803, the E-government Act of 2002. To accomplish the goal of enhancing the management and promotion of e-government, S. 803 addresses many of the substantive information resource and management challenges facing the government today. Initiatives contained in this bill represent important steps in creating a government that is more efficient, effective, and focused on citizens' needs. Specifically, the bill would (1) secure the transmission of sensitive information in e-government transactions by promoting the development of electronic signatures, (2) protect individuals' privacy by requiring agencies to conduct privacy impact assessments, and (3) make government information more accessible to the public."

A letter report issued by the General Accounting Office with an abstract that begins "GAO reviewed efforts by the Interagency Security Committee (ISC) to protect critical federal infrastructure since the committee was created in 1995. ISC is chaired by the General Services Administration (GSA) and comprises 14 department-level agencies and other executive agencies and officials. ISC's primary responsibilities are to (1) establish policies for security in and protection of federal facilities; (2) develop and evaluate security standards for federal facilities, develop a strategy for ensuring compliance with such standards, and oversee the implementation of appropriate security measures in federal facilities; and (3) take the steps necessary to enhance the quality and effectiveness of security and protection of federal facilities. ISC has carried out some of its responsibilities, but it has made little progress on others. During the past 7 years, ISC has developed and issued security design criteria and minimum standards for building access procedures; disseminated information to member agencies, for their consideration and implementation, on entry security technology for buildings needing the highest security levels; and through its meetings and 13 working groups, provided a forum for federal agencies to discuss security issues and share information and ideas. This corrective action decision document (CADD) identifies and rationalizes the U.S. Department of Energy, National Nuclear Security Administration Nevada Operations Office's selection of a recommended corrective action alternative (CAA) appropriate to facilitate the closure of Corrective Action Unit (CAU) 271, Areas 25, 26, and 27 Septic Systems, Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order (FFACO). Located on the NTS approximately 65 miles northwest of Las Vegas, CAU 271 consists of fifteen Corrective Action Sites (CASs). The CASs consist of 13 septic systems, a radioactive leachfield, and a contaminated reservoir. The purpose of this CADD is to identify and provide a rationale for the selection of a recommended CAA for each CAS within CAU 271. Corrective action investigation (CAI) activities were performed from October 29, 2001, through February 22, 2002, and April 29, 2002, through June 25, 2002. Analytes detected during the CAI were evaluated against preliminary action levels and regulatory disposal limits to determine contaminants of concern (COC) for each CAS. It was determined that contaminants of concern included hydrocarbon-contaminated media, polychlorinated biphenyls, and radiologically-contaminated media. Three corrective action objectives were identified for these CASs, and subsequently three CAAs developed for consideration based on …
