Open Access Publishing and Citation Archives: Background and Controversy

This report begins with an inventory of basic information: definitions and guides to histories of the growth of open access publishing and citation archives and descriptions of selected major open access activities. It moves on to summarize major points of difference between proponents and opponents of nongovernmental open access publishing and databases, and then highlights federal, including National Institutes of Health (NIH), open access activities and contentious issues surrounding these developments. The report also briefly describes open access developments in the United Kingdom (where a number of governmental and nongovernmental initiatives have occurred) and in the international arena. Finally, controversial issues which could receive attention in the 109th Congress are summarized.

Letter from W. J. McKinley to Friends. He says he doesn't care for writing, but would talk your ear off. He is doing well with his job and expects a raise. He talks about his crops. He is going to buy a sow and then sell her in the fall. After that he wants to go visit them. Mr. Lawrence visited and he wishes they lived closer. He hopes next year will be better for them. He talks about all of their cats. There was an oil leak at the depot. The next litter he has, he is going to send Claude a puppy.

[Letter from M. Dodd to his Sister, September 12, 1875]

The author is happy to hear from his sister and says that his family is doing well also. Although they have all been suffering from colds. The weather was really hot during the day and then frosting at night. There is a turnip patch that has produced and an irish potato patch that they had to fight the bugs off of them. They also have apples and are making cider with it. Wilson sold some sheep and now are running the cattle to Louisville. Wilson and Mr. Albright are heading to Texas and might call on her and Dinkie. The author also gives information on the flowers and on the horses. Mrs. Summers would like to go visit Texas also. He talks of the chickens, and then asks his sister to write more often.

Letter from S. V. Proudgt, Assistant Commissioner, to Bob Perryman, assignee of John W. Short stating that the claim that Bob Perryman had made to land 140 miles southwest of Boonville, Missouri was rejected because there was no proof that the John W. Short he purchased the land from was the same person who had been awarded the land on August 7, 1866 for military service.
