This report discusses the Library Services and Technology Act (LSTA), which consolidated and replaced the former Library Services and Construction Act (LSCA) and other federal library assistance legislation. LSTA grants to the states are allocated to state library administrative agencies (SLAAs), and may be used for two basic purposes: developing and improving electronic or other linkages and networks connecting providers and consumers of library services and resources; and/or targeting library services to under served or disadvantaged populations, such as persons with disabilities, those with limited literacy skills, or children from poor families.

Over time, the Senate has developed a series of procedures to deal with the concerns of its Members on nominations. First is the custom of senatorial courtesy, whereby Senators from the same party as the President might influence a nomination or kill it by objecting to it. This tradition has not always been absolute, but it has allowed Senators to play a fairly large role, particularly in the selection of nominees within a Senator’s home state, such as for district court judgeships.

Russian-Japanese Impasse and Its Implications

Relations between Russia and Japan are seriously strained. At the heart of the impasse is a territorial dispute over a group of islands seized by the Soviet Union in 1945 and claimed by both countries. The Japanese Government maintains that there can be no normalization of relations between the two countries until Russia agrees to return the islands. Japan may refuse to participate in large-scale economic assistance to Russia until it is satisfied on the territorial question.

Washington and Hanoi have incrementally normalized relations over the past decade. The pace has been relatively slow due to continued debate in the United States and Vietnam over improved relations. Congress has played a significant role in the normalization process.
