The National Radiobiology Archives (NRA) are an archival program, started in 1989, to collect, organize and maintain data, laboratory notebooks, and animal tissue specimens from government (Department of Energy and its predecessor agencies) sponsored radiobiology life-span animal studies. These unique records, histopathology slides and paraffin embedded tissue blocks are maintained in a central facility and are available for further research study. The materials include electronic and paper records for each of more than 6,000 life-span-observations on dogs as well as details of major studies involving nearly 30,000 mice. Although these studies were performed over many years and at different laboratories with differing data management systems, the NRA has translated them into a standardized set of relational database tables. These can be distributed to interested individuals on written request. Specific Aims are: (1) To Maintain the Archive of Written Records from the Animal Experiments - The USTUR continued to maintain the NRA archives which consist of approximately 175 storage boxes containing laboratory notebooks, animal exposure records, animal pathologic records, and radiographs. These were stored in a 6,000 square foot leased facility in Richland, WA. The final reports for each sub-project are attached in the appendix. Much of the research to be conducted with Cooperative Agreement funds will be longer-term, high-risk, basic research and will be carried out in five broad areas: a) Solid-solid separation b) Solid-liquid separation c) Chemical/Biological Extraction d) Modeling and Control, and e) Environmental Control.

This paper describes a grant project to digitize Cooke County, Texas ledgers. The project was funded in part by the National Historic Publications and Records Commission (NHPRC) and involves digitizing and hosting several rare and unique collections representative of the Civil War. The UNT Archives partnered with the UNT Libraries Digital Projects Unit (DPU), which managed all stages of the digitization. This paper describes and examines the process the DPU implemented to digitize the Cooke County ledger collection; in doing so, it provides insight into the problems one might encounter, as well as recommendations for institutions that may be considering similar digital projects.

This is an appendix to the MetaArchive Final Report. This appendix includes the 2010-2013 Strategic Plan which highlights the Educopia institute's strengths and achievements to date and details the strategic planning process. Digital technology has made culture more accessible than ever before. Texts, audio, pictures and video can easily be produced, disseminated, used and remixed using devices that are increasingly user-friendly and affordable. However, along with this technological democratization comes a paradoxical flipside: the norms regulating culture's use — copyright and related rights — have become increasingly restrictive. This book brings together essays by academics, librarians, entrepreneurs, activists and policy makers, who were all part of the EU-funded Communia project. Together the authors argue that the Public Domain — that is, the informational works owned by all of us, be that literature, music, the output of scientific research, educational material or public sector information — is fundamental to a healthy society. The essays range from more theoretical papers on the history of copyright and the Public Domain, to practical examples and case studies of recent projects that have engaged with the principles of Open Access and Creative Commons licensing.

This report intends to assist Congress in its oversight of executive branch agencies' public communications. Here, "public communications" refers to agency communications that are directed to the public.

Following the Civil War, the United States was fully engaged in a bloody conflict with ex-Confederates, conservative Democrats, and members of organized terrorist groups, such as the Ku Klux Klan, for control of the southern states. Texas became one of the earliest battleground states in the War of Reconstruction. Throughout this era, white Texans claimed that Radical Republicans in Congress were attempting to dominate their state through “Negro-Carpetbag-Scalawag rule.” In response to these perceived threats, whites initiated a violent guerilla war that was designed to limit support for the Republican Party. They targeted loyal Unionists throughout the South, especially African Americans who represented the largest block of Republican voters in the region. Was the Reconstruction era in the Lone Star State simply a continuation of the Civil War? Evidence presented by sixteen contributors in this new anthology, edited by Kenneth W. Howell, argues that this indeed was the case. Topics include the role of the Freedmen’s Bureau and the occupying army, focusing on both sides of the violence. Several contributors analyze the origins of the Ku Klux Klan and its operations in Texas, how the Texas State Police attempted to quell the violence, and Tejano adjustment to Reconstruction. This list of about 150 congressional liaison offices is intended to help congressional offices in placing telephone calls and addressing correspondence to government agencies. This report provides summary information about the goals, activities, and results of this project, focusing on January 2008-December 2011. Section One will provide a brief summary of the outcomes of the project work based on the authors' project's performance objectives. Section Two will offer a brief reiteration of the authors' project's original goals and ambitions and an in-depth discussion of the authors' findings and development activities. Section Three will describe plans for the program's continuation and its long-term impact. Section Four will provide a list of the staff who have worked on various aspects of this project during the project period.

The deadly attacks on Afghan civilians allegedly by a U.S. service member have raised questions regarding the Status of Forces Agreement (SOFA) in place between the United States and Afghanistan that would govern whether Afghan law would apply in this circumstance. In the case of Afghanistan, the SOFA, in force since 2003, provides that U.S. Department of Defense military and civilian personnel are to be accorded status equivalent to that of U.S. Embassy administrative and technical staff under the Vienna Convention on Diplomatic relations of 1961. Accordingly, U.S. personnel are immune from criminal prosecution by Afghan authorities and are immune from civil and administrative jurisdiction except with respect to acts performed outside the course of their duties. Under the existing SOFA, the United States would have jurisdiction over the prosecution of the service member who allegedly attacked the Afghan civilians.
