This Technical Progress Report describes progress made on the eight sub-projects awarded in the first year and the five projects awarded in the second year of Cooperative Agreement DE-FC26-01NT41091: Establishment of the Center for Advanced Separation Technologies. This work is summarized in the body of the main report: the individual subproject Technical Progress Reports are attached as Appendices. Due to the time taken up by the solicitation/selection process (approx. six months), the second year project TPR's cover the initial 6-month period of activity only.

The CAST initiative is comprised of a diverse group of subprojects, most of which are multistage, task-oriented developmental projects that cannot be conveniently categorized by the traditional reporting criteria required by the DOE Uniform Reporting Requirements. For example, several of the projects have required the construction of unique test equipment, others the generation of simulation models, etc., as preliminary tasks in the overall execution of the project. As such, the presentation of results is more appropriately described and discussed within the context of the individual Technical Progress Reports. These reports are attached to this document as Appendices and should be referred to for this information.

The National Museum of the Pacific War presents an interview with Laudell Raper. Raper joined the Marine Corps in early 1942. In the summer, he deployed to New Zealand and served with the 8th Marine Regiment. Beginning in August of 1942 through August of 1944, Person served as a Corporal in a machine gun section during the battles of Guadalcanal, Tarawa, Saipan and Tinian. Raper contracted malaria on Tinian and returned to the US in late 1944. He later completed Non-Commissioned Officer School and joined the 3rd Marine Regiment, 3rd Marine Division, participating in combat on Guam. Raper was then assigned to duty at the Naval Air Station in Corpus Christi, Texas. He was discharged around late 1945.

A letter report issued by the General Accounting Office with an abstract that begins "The free flow of information among federal, state, and local law enforcement agencies could prove vital to fighting the war on terrorism. State and local law enforcement officials are key stakeholders in the United States' efforts to combat terrorism, and as such, they may require access to classified national security information to help prevent or respond to terrorist attacks. In order to gain access to such information, state and local law enforcement officials generally need federal security clearances. The Federal Bureau of Investigation (FBI) grants security clearances and shares classified information with state and local law enforcement officials. Immediately following September 11, 2001, some state and local law enforcement officials expressed frustration with the complexity of the process for obtaining security clearances. Others expressed frustration with the length of time it took to obtain a security clearance. These frustrations exacerbated the general concern among law enforcement stakeholders that the lack of security clearances could impede the flow of critical information from the FBI to the state and local level, from the state and local level to the FBI, and laterally from one state or local agency …

Fall 2001: (September 29-30, 2001; Irvine, CA) This meeting focused on presentations and plans for two ad hoc projects sponsored by the committee?the burning plasma study and the partially ionized plasma proposals. Ongoing discussions with CHEDPP chair Ron Davidson were also included. Significant attention was given to FESAC and the Fusion Energy Snowmass meeting planned for Summer 2002. These discussions lead to continued development of the proposal for the burning plasma project. A science talk on plasma processing of materials from an industry perspective provided a backdrop for discussion of the partially ionized plasmas project. Spring 2002: (April 5-6, 2003; Washington, DC) This meeting included updates from the funding agencies (DOE, NSF, ONR, and NASA) and a discussion panel amongst them, a review of the burning plasma study proposal, and a discussion of the HED study?s progress. Future work items such as the plasma physics volume of the decadal physics survey and potential studies on computer modeling and simulation were also discussed. The National Ignition Facility (NIF) requires diagnostics to analyze high-energy density physics experiments. A VISAR (Velocity Interferometry System for Any Reflector) diagnostic has been designed to measure shock velocities, shock breakout times, and shock emission of targets with sizes from 1 to 5 mm. An 8-inch-diameter fused silica triplet lens collects light at f/3 inside the 30-foot-diameter vacuum chamber. The optical relay sends the image out an equatorial port, through a 2-inch-thick vacuum window, and into two interferometers. A 60-kW VISAR probe laser operates at 659.5 nm with variable pulse width. Special coatings on the mirrors and cutoff filters are used to reject the NIF drive laser wavelengths and to pass a band of wavelengths for VISAR, passive shock breakout light, or thermal imaging light (bypassing the interferometers). The first triplet can be no closer than 500 mm from the target chamber center and is protected from debris by a blast window that is replaced after every event. The front end of the optical relay can be temporarily removed from the equatorial port, allowing other experimenters to use that port. A unique resolution pattern has been designed to validate the VISAR diagnostic before each use. All optical lenses are on …

This report discusses the current political state of Kosovo, which, on February 7, 2008, declared its independence from Serbia. Since then, Serbia has contested Kosovo's declaration of independence, leading to parallel governing institutions and ongoing talks between the two nations. This report discusses challenges Kosovo faces regarding international recognition and the status of its ethnic minorities. This report also discusses Kosovo's relationship with the United States, and U.S. foreign aid efforts to Kosovo.

A key finding of this research program was that Laccase Mediator Systems (LMS) treatments on high-kappa kraft could be successfully accomplished providing substantial delignification (i.e., > 50%) without detrimental impact on viscosity and significantly improved yield properties. The efficiency of the LMS was evident since most of the lignin from the pulp was removed in less than one hour at 45 degrees C. Of the mediators investigated, violuric acid was the most effective vis-a-vis delignification. A comparative study between oxygen delignification and violuric acid revealed that under relatively mild conditions, a single or a double LMS{sub VA} treatment is comparable to a single or a double O stage. Of great notability was the retention of end viscosity of LMS{sub VA} treated pulps with respect to the end viscosity of oxygen treated pulps. These pulps could then be bleached to full brightness values employing conventional ECF bleaching technologies and the final pulp physical properties were equal and/or better than those bleached in a conventional ECF manner employing an aggressively O or OO stage initially. Spectral analyses of residual lignins isolated after LMS treated high-kappa kraft pulps revealed that similar to HBT, VA and NHA preferentially attack phenolic lignin moieties. In addition, …

The National Museum of the Pacific War presents an oral interview with John V. Haselby. Haselby was born in Grass Creek, Indiana on 24 April 1919. Haselby had 4 brothers and 5 sisters. He and his brothers all served and survived their service to the war effort. Haselby attended flight training at Chickasha, Oklahoma and received his wings and commission in Victoria, Texas in April 1942. He was sent to Morocco aboard USS Chenango (ACV-28) which was transporting 78 P40 airplanes that had been hoisted onboard. He flew 78 missions from Morocco to Sicily protecting and defending ground troops as they moved. Haselby was awarded a Purple Heart for an injury received during a mission flying close to the ground. He also received the Distinguished Flying Cross, the Air Medal, and 7 Oak Leaf Clusters. Haselby made a career out of the Air Force and retired as a lieutenant colonel in 1957.
