OPTICAL FIBER SENSOR TECHNOLOGIES FOR EFFICIENT AND ECONOMICAL OIL RECOVERY

Efficient and complete recovery of petroleum reserves from existing oil wells has proven difficult due to a lack of robust instrumentation that can monitor processes in the downhole environment. Commercially available sensors for measurement of pressure, temperature, and fluid flow exhibit shortened lifetimes in the harsh downhole conditions, which are characterized by high pressures (up to 20 kpsi), temperatures up to 250 C, and exposure to chemically reactive fluids. Development of robust sensors that deliver continuous, real-time data on reservoir performance and petroleum flow pathways will facilitate application of advanced recovery technologies, including horizontal and multi-lateral wells. The main objective of the research program is to develop cost-effective, reliable fiber sensor instrumentation for real-time monitoring and /or control of various key parameters crucial to efficient and economical oil production. This report presents the detailed research work and technical progress from October 1, 1998 to September 30, 1999. High-Resolution UV Relay Lens for Particle Size Distribution Measurements Using Holography

Shock waves passing through a metal sample can produce ejecta particulates at a metal-vacuum interface. Holography records particle size distributions by using a high-power, short-pulse laser to freeze particle motion. The sizes of the ejecta particles are recorded using an in-line Fraunhofer holography technique. Because the holographic plate would be destroyed in an energetic environment, a high-resolution lens has been designed to relay the interference fringes to a safe environment. Particle sizes within a 12-mm-diameter, 5-mm-thick volume are recorded onto holographic film. To achieve resolution down to 0.5 μm, ultraviolet laser (UV) light is needed. The design and assembly of a nine-element lens that achieves >2000 lp/mm resolution and operates at f/0.89 will be described. To set up this lens system, a doublet lens is temporarily attached that enables operation with 532-nm laser light and 1100 lp/mm resolution. Thus, the setup and alignment are performed with green light, but the dynamic recording is done with UV light. During setup, the 532-nm beam provides enough focus shift to accommodate the placement of a resolution target outside the ejecta volume; this resolution target does not interfere with the calibrated wires and pegs surrounding the ejecta volume. Development of a video-based slurry sensor for on-line ash analysis. Fifth quarterly technical progress report, October 1, 1995--December 31, 1995

Automatic control of fine coal cleaning circuits has traditionally been limited by the lack of sensors for on-line ash analysis. Although several nuclear-based analyzers are available, none have seen widespread acceptance. This is largely due to the fact that nuclear sensors are expensive and tend to be influenced by changes in seam type and pyrite content. Recently, researchers at VPI&SU have developed an optical sensor for phosphate analysis. The sensor uses image processing technology to analyze video images of phosphate ore. It is currently being used by PCS Phosphate for off-line analysis of dry flotation concentrate. The primary advantages of optical sensors over nuclear sensors are that hey are significantly cheaper, are not subject to measurement variations due to changes in high atomic number materials, are inherently safer and require no special radiation permitting. The purpose of this work is to apply the knowledge gained in the development of an optical phosphate analyzer to the development of an on-line ash analyzer for fine coal slurries. Restoring Sustainable Forests on Appalachian Mined Lands for Wood Products, Renewable Energy, Carbon Sequestration, and Other Ecosystems Services Quarterly Report

The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. We are currently estimating the acreage of lands in VA, WV, KY, OH, and PA mined under SMCRA and reclaimed to non-forested post-mining land uses that are not currently under active management, and therefore can be considered as available for carbon sequestration. To determine actual sequestration under different forest management scenarios, a field study was installed as a 3 x 3 factorial in a random complete block design with three replications at each of three locations, Ohio, West Virginia, and Virginia. The treatments included three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots requires 4.5 acres, and the complete installation at each site requires 13.5 acres. This document is prepared for WIPP in accordance with the guidance contained in DOE Order 5400.1; DOE Order 5400.5, Radiation Protection of the Public and Environment (DOE, 1990b); Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance (DOE/EH-0173T; DOE, 1991); and the Title 10 Code of Federal Regulations (CFR) 834, Radiation Protection of the Public and Environment (Draft). Many sections of DOE Order 5400.1 have been replaced by DOE Order 231.1 (DOE, 1995), which is the driver for the Annual Site Environmental Report (ASER) and the guidance source for preparing many environmental program documents. The WIPP project is operated by Westinghouse Electric Company, Waste Isolation Division (WID), for the DOE. Design requirements document for the phase 1 privatization electrical power system

The electrical system for the Phase 1 privatization facilities will support the TWRS mission by providing the electrical power to the Phase 1 privatized facilities. This system will receive power from the Department of Energy-Richland Operations (RL) A4-8 230 kV transmission system powered from Bonneville Power Administration (BPA) Ashe and Midway 230 kV Substations. The existing RL 230 kV transmission line will be modified and looped 1021 into the new 230 kV substation bus. The new substation will be located in the vicinity of the privatized facilities, approximately 3.2 km (2 mi) south of the existing RL A4-8 230 kV transmission line. The substation will be capable of providing up to 40 MW of electrical power to support the Phase 1 privatization facilities and has space for accommodating future expansions. The substation will require at least two 230-13.8 kV transformers, 13.8 kV split bus switchgear, switchgear building, grounding transformers, instrument transformers, control and monitoring equipment, associated protection and isolation devices, lightning protection, yard lighting, cable and raceways, and infrastructure needed to provide desired availability and reliability. These criteria serve as the U.S. Department of Energy's (DOE) primary directive for ensuring that CH-TRU waste is managed and disposed of in a manner that protects human health and safety and the environment.The authorization basis of WIPP for the disposal of CH-TRU waste includes the U.S.Department of Energy National Security and Military Applications of Nuclear EnergyAuthorization Act of 1980 (reference 1) and the WIPP Land Withdrawal Act (LWA;reference 2). Proper Assessment of the JFK Assassination Bullet Lead Evidence from Metallurgical and Statistical Perspectives

The bullet evidence in the JFK assassination investigation was reexamined from metallurgical and statistical standpoints. The questioned specimens are comprised of soft lead, possibly from full-metal-jacketed Mannlicher-Carcano, 6.5-mm ammunition. During lead refining, contaminant elements are removed to specified levels for a desired alloy or composition. Microsegregation of trace and minor elements during lead casting and processing can account for the experimental variabilities measured in various evidentiary and comparison samples by laboratory analysts. Thus, elevated concentrations of antimony and copper at crystallographic grain boundaries, the widely varying sizes of grains in Mannlicher-Carcano bullet lead, and the 5-60 mg bullet samples analyzed for assassination intelligence effectively resulted in operational sampling error for the analyses. This deficiency was not considered in the original data interpretation and resulted in an invalid conclusion in favor of the single-bullet theory of the assassination. Alternate statistical calculations, based on the historic analytical data, incorporating weighted averaging and propagation of experimental uncertainties also considerably weaken support for the single-bullet theory. In effect, this assessment of the material composition of the lead specimens from the assassination concludes that the extant evidence is consistent with any number between two and five rounds fired in Dealey Plaza during the shooting.

Judging Edward Teller: A Closer Look at One of the Most Influential Scientists of the Twentieth Century

Much has been written about Edward TEller, but little of it is objective. Given, on the one hand, his position as one of the most inventive theoretical physicists of the 20th century, and on the other, his central role in the development and advocacy of thermonuclear weapons, one might imagine it impossible at this point in history to write a scholarly, impartial account of Teller's life and his impact. Now, however, Istvan Hargittai, a prominent Hungarian physical chemist and historian of science, has written a balanced, thoughtful, and beautifully research biography that comes closest. Hargittai is uniquely qualified for this difficult task. Coming a generation and a half later from a similar Hungarian-Jewish background, Hargittai understands well the influences and terrible events that shaped Teller. The advent of virulent, political anti-Semitism, first in Hungary and then in Germany, made Teller twice a refugee. Both Teller and Hargittai lost close family in the Holocaust; Hargittai was himself liberated from a Nazi concentration camp as a child. While Teller was in the US by then, his and Hargittai's surviving family members in Hungary suffered mistreatment at the hands of the postwar Hungarian Communist dictatorship. Task 1 is to establish a Plutonium Information Resource, which has been established in Amarillo, Texas. Task 2, Advisory Functions, coordinates studies and activities relating to the disposition of excess weapons-grade plutonium. Task 3, Environmental, Public Health, and Safety, supports soil remediation activities. Task 4, Education and Outreach, is supporting four programs: K--12 education improvement in science and math courses; Academic intervention to identify and encourage high ability high school and middle school students with potential to become scientists and engineers; Graduate education evaluation; and Public outreach programs. Task 5, Plutonium and other Materials Studies, is currently funding two projects for the disposition of high explosives: a feasibility study of burning a mixture of high explosives and other materials in a commercial coal-fired power plant and synthesis of diamond by shock compression of bucky ball with explosives.

The site computing organizations must develop systems that end users find easy to use. Systems must be put in place to support the primary function of site information workers. The developers of computer systems must be given tools that automate and speed up the development of information systems and applications based on computer technology. This document describes a proposal for a site-wide computing architecture that addresses the above requirements. In summary, this architecture is standards-based data-driven, and workstation-oriented with larger systems being utilized for the delivery of needed information to users in a client-server relationship.

There is overwhelming evidence that addiction is a disease of the brain (Leshner, 1997). Yet public perception that addiction is a reflection of moral weakness or a lack of willpower persists. The insidious consequence of this perception is that we lose sight of the fact that there are enormous medical consequences of addiction including the fact that a large fraction of the total deaths from cancer and heart disease are caused by smoking addiction. Ironically the medical school that educates physicians in addiction medicine and the cancer hospital that has a smoking cessation clinic are vanishingly rare and efforts at harm reduction are frequently met with a public indignation. Meanwhile the number of people addicted to substances is enormous and increasing particularly the addictions to cigarettes and alcohol. It is particularly tragic that addiction usually begins in adolescence and becomes a chronic relapsing problem and there are basically no completely effective treatments. Clearly we need to understand how drugs of abuse affect the brain and we need to be creative in using this information to develop effective treatments. The Islands of Martha’s Vineyard and Nantucket are separated from the Massachusetts mainland by Vineyard and Nantucket Sounds; water between the two islands flows through Muskeget Channel. The towns of Edgartown (on Martha’s Vineyard) and Nantucket recognize that they are vulnerable to power supply interruptions due to their position at the end of the power grid, and due to sea level rise and other consequences of climate change. The tidal energy flowing through Muskeget Channel has been identified by the Electric Power Research Institute as the strongest tidal resource in Massachusetts waters. The Town of Edgartown proposes to develop an initial 5 MW (nameplate) tidal energy project in Muskeget Channel. The project will consist of 14 tidal turbines with 13 providing electricity to Edgartown and one operated by the University of Massachusetts at Dartmouth for research and development. Each turbine will be 90 feet long and 50 feet high. The electricity will be brought to shore by a submarine cable buried 8 feet below the seabed surface which will landfall in Edgartown either on Chappaquiddack or at Katama. The Sloan Digital Sky Survey data acquisition system, and early results

The Sloan Digital Sky Survey will systematically map one- quarter of the sky, producing detailed images in five color bands and determining the positions and absolute bright- nesses of more than 100 million celestial objects. It will also measure the redshifts of a million selected galaxies and of 100,000 quasars, yielding a three-dimensional map of the universe through a volume one hundred times larger than that explored to date. The SDSS collaboration is currently in the process of commissioning the 2.5-meter survey tele- scope. We describe the data acquisition system used to record the survey data. This system consists of twelve sin- gle board computers and their associated interfaces to the camera and spectrograph CCD electronics, to tape drives, and to online video displays, distributed among several VME crates. A central UNIX computer connected to the VME crates via a vertical bus adapter coordinates the sys- tem and provides the interface to telescope operations. We briefly discuss results from the observing runs to date and plans for the archiving and distribution of data.

Technology Issues and Benefits of a Fast Ignition Power Plant with Cone Targets

The use of cone focus, fast ignition targets, either for direct or indirect drive, promises to lower the required driver size and relax the symmetry requirements in IFE power plants. It may also allow use of chamber concepts previously thought infeasible with a laser driver. These benefits will lower the COE and make IFE plants more competitive at smaller size. Their use also raises unique issues that will impact the design and development of power plant subsystems. Cone targets have a significant mass of high Z material whether or not they have a hohlraum and they are not spherically symmetric. This has implications for target injection, tracking and chamber background gas allowable.

In the US, there are two sets of key decommissioning records clearly identified -- those that are essential for planning the D and D of a facility and then those that are the result of the decommissioning process itself. In some cases, the regulatory authorities require and in others advise the licensees of the records that may be useful or which are required to be kept from the decommissioning. In the remainder of the paper, the author attempts to highlight some important aspects of decommissioning recordkeeping.

Part III: AFS - A Secure Distributed File System

AFS is a secure distributed global file system providing location independence, scalability and transparent migration capabilities for data. AFS works across a multitude of Unix and non-Unix operating systems and is used at many large sites in production for many years. AFS still provides unique features that are not available with other distributed file systems even though AFS is almost 20 years old. This age might make it less appealing to some but with IBM making AFS available as open-source in 2000, new interest in use and development was sparked. When talking about AFS, people often mention other file systems as potential alternatives. Coda (http://www.coda.cs.cmu.edu/) with its disconnected mode will always be a research project and never have production quality. Intermezzo (http://www.inter-mezzo.org/) is now in the Linux kernel but not available for any other operating systems. NFSv4 (http://www.nfsv4.org/) which picked up many ideas from AFS and Coda is not mature enough yet to be used in serious production mode. This article presents the rich features of AFS and invites readers to play with it.
