Electronic Records Archives: The National Archives and Records Administration's Fiscal Year 2006 Expenditure Plan

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, the National Archives and Records Administration (NARA) has been working to acquire the Electronic Records Archives (ERA) system, which is intended to address critical issues in the creation, management, and use of federal electronic records. As required by law, the agency submitted its fiscal year 2006 expenditure plan to the congressional appropriations committees, seeking the release of about $22 million for the development of the system. GAO's objectives in reviewing the expenditure plan were to (1) determine the extent to which the expenditure plan satisfied the legislative conditions specified in the appropriations act; (2) determine the extent to which NARA has implemented GAO's prior recommendations; and (3) provide any other observations about the expenditure plan and the ERA acquisition. We reviewed the expenditure plan and analyzed it against the legislative conditions and assessed NARA's progress in addressing prior recommendations."

This is the final report for the DOE-sponsored experimental particle physics program at Virginia Tech to study the properties of the Standard Model of strong and electroweak interactions. This contract (DE-AS05-80ER10713) covers the period from August 1, 1980 to January 31, 1993. Task B of this contract, headed by Professor Alexander Abashian, is described in this final report. This program has been pursued on many fronts by the researchers in a search for axions at SLAC, in electron-positron collisions in the AMY experiment at the TRISTAN collider in Japan, in measurements of muon decay properties in the MEGA and RHO experiments at the LAMPF accelerator, in a detailed analysis of scattering effects in the purported observation of a 17 keV neutrino at Oxford, in a search for a disoriented chiral condensate with the MiniMax experiment at Fermilab, and in an R&D program on resistive plate counters that could find use in low-cost high-quality charged particle detection at low rates.

Restoring Sustainable Forests on Appalachian Mined Lands for Wood Products, Renewable Energy, Carbon Sequestration, and Other Ecosystems Services Quarterly Report

The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. In this quarterly report, we present a preliminary comparison of the carbon sequestration benefits for two forest types used to convert abandoned grasslands for carbon sequestration. Annual mixed hardwood benefits, based on total stand carbon volume present at the end of a given year, range from a minimum of $0/ton of carbon to a maximum of $5.26/ton of carbon (low prices). White pine benefits based on carbon volume range from a minimum of $0/ton of carbon to a maximum of $18.61/ton of carbon (high prices). The higher maximum white pine carbon payment can primarily be attributed to the fact that the shorter rotation means that payments for white pine carbon are being made on far less cumulative carbon tonnage than for that of the long-rotation hardwoods. Therefore, the payment per ton of white pine carbon needs to be higher than that of the hardwoods in order to render the conversion to white pine profitable by the end of a rotation. These carbon …

THREE DIMENSIONAL INTEGRATED CHARACTERIZATION AND ARCHIVING SYSTEM (3D-ICAS)

The overall objective of this project is to develop an integrated system that remotely characterizes, maps, and archives measurement data of hazardous decontamination and decommissioning (D&D) areas. The system will generate a detailed 3-dimensional topography of the area as well as real-time quantitative measurements of volatile organics and radionuclides. The system will analyze substrate materials consisting of concrete, asbestos, and transite. The system will permanently archive the data measurements for regulatory and data integrity documentation. Exposure limits, rest breaks, and donning and removal of protective garments generate waste in the form of contaminated protective garments and equipment. Survey times are increased and handling and transporting potentially hazardous materials incur additional costs. Off-site laboratory analysis is expensive and time-consuming, often necessitating delay of further activities until results are received. The Three Dimensional Integrated Characterization and Archiving System (3D-ICAS) has been developed to alleviate some of these problems. 3D-ICAS provides a flexible system for physical, chemical and nuclear measurements reduces costs and improves data quality. Operationally, 3D-ICAS performs real-time determinations of hazardous and toxic contamination. A prototype demonstration unit is available for use in early 2000.
