Energy Savings Assessment for Digital-to-Analog Converter Boxes

The Digital Television (DTV) Converter Box Coupon Program was administered by the U.S. government to subsidize purchases of digital-to-analog converter boxes, with up to two $40 coupons for each eligible household. In order to qualify as Coupon Eligible Converter Boxes (CECBs), these devices had to meet a number of minimum performance specifications, including energy efficiency standards. The Energy Star Program also established voluntary energy efficiency specifications that are more stringent than the CECB requirements. In this study, we measured the power and energy consumptions for a sample of 12 CECBs (including 6 Energy Star labeled models) in-use in homes and estimated aggregate energy savings produced by the energy efficiency policies. Based on the 35 million coupons redeemed through the end of the program, our analysis indicates that between 2500 and 3700 GWh per year are saved as a result of the energy efficiency policies implemented on digital-to-analog converter boxes. The energy savings generated are equivalent to the annual electricity use of 280,000 average US homes.

FEMA's Disaster Declaration Process: A Primer

The Robert T. Stafford Disaster Relief and Emergency Assistance Act (referred to as the Stafford Act - 42 U.S.C. 5721 et seq.) authorizes the President to issue "major disaster" or "emergency" declarations before or after catastrophes occur. Emergency declarations trigger aid that protects property, public health, and safety and lessens or averts the threat of an incident becoming a catastrophic event. A major disaster declaration, issued after catastrophes occur, constitutes broader authority for federal agencies to provide supplemental assistance to help state and local governments, families and individuals, and certain nonprofit organizations recover from the incident.

INTEGRATION OF FACILITY MODELING CAPABILITIES FOR NUCLEAR NONPROLIFERATION ANALYSIS

Developing automated methods for data collection and analysis that can facilitate nuclear nonproliferation assessment is an important research area with significant consequences for the effective global deployment of nuclear energy. Facility modeling that can integrate and interpret observations collected from monitored facilities in order to ascertain their functional details will be a critical element of these methods. Although improvements are continually sought, existing facility modeling tools can characterize all aspects of reactor operations and the majority of nuclear fuel cycle processing steps, and include algorithms for data processing and interpretation. Assessing nonproliferation status is challenging because observations can come from many sources, including local and remote sensors that monitor facility operations, as well as open sources that provide specific business information about the monitored facilities, and can be of many different types. Although many current facility models are capable of analyzing large amounts of information, they have not been integrated in an analyst-friendly manner. This paper addresses some of these facility modeling capabilities and illustrates how they could be integrated and utilized for nonproliferation analysis. Transcript of an oral interview with Robert J. Rabbitt. He discusses going to boot camp in Mississippi as part of the 69th Division, then shipping out to France via Scotland and England. He entered France through Omaha Beach in late July 1944, and was part of later Normandy Invasion action before being transferred to the 3058th Graves Registration Company where he served until fall of 1945.

Oral History Interview with Vaughn Attaway, November 18, 2011

The National Museum of the Pacific War presents an oral interview with Vaughn Attaway. Attaway was married and living on the farm when he was drafted into the Army in October, 1944. After training, Attaway was shipped to Luzon and attached to the 161st Infantry Battlaion, 25th Infantry Division. Attaway describes varoius patrols he conducted in the hills on Luzon. When the war ended, Attaway's unit began training for the invasion of Japan. When the war ended, Attaway was assigned occupation duty in Japan. Attaway shares a few anecdotes about occupation duty. Attaway returned to the US and was discharged in August, 1946.
