Status of Forces Agreement (SOFA): What Is It, and How Has It Been Utilized?

Multilateral and bilateral agreements addressing the status of U.S. armed forces abroad are commonly referred to as Status of Force Agreements (SOFAs). SOFAs establish the framework under which military personnel operate in a foreign country. The United States is currently party to more than 100 agreements that may be considered SOFAs. A list of current agreements included at the end of this report is categorized in tables according to the underlying source of authority, if any, for each of the SOFAs.

Oral History Interview with Charles Engel, June 18, 2009

The National Museum of the Pacific War presents an interview with Charles Engel. Engel joined the Navy in December of 1939. He served aboard the USS Zane (DMS-14) as Chief Signalman. Engel was aboard the Zane on 7 December 1941 in Pearl Harbor. At 7:55am he heard the planes and identified the marks on Japanese planes. He signaled the nearby ships, announcing the attack on Pearl Harbor. At Pearl Harbor, their ship was assigned to a mine warfare force to sweep mines. They also traveled to Australia, New Zealand, New Caledonia, Guadalcanal and Tulagi. They participated in the invasions of Ulithi, Kwajalein, Saipan, Tinian and Guam. Throughout their travels they swept mines and delivered supplies. Engel provides details of his travels, work and participation with invasions. He was discharged in December of 1945.

Oral History Interview with David Greathouse, August 18, 2009

The National Museum of the Pacific War presents an oral interview with David Greathouse. During the war, Greathouse spent summers in the scouts and junior ROTC program. After making regimental commander at age 15, he became an unofficial member of the Texas State Guard, even providing marksmanship instruction. At home, food was in short supply and Greathouse worked various jobs to help support his family. He recalls the war effort went so far as to include propaganda printed on chewing gum wrappers. With the draft looming, Greathouse joined the Navy in February 1946. Following in the footsteps of his father, who was commanding officer at a Navy rifle range, Greathouse was designated as company commander, overseeing 180 men at boot camp. He went on to earn a Master's Degree in electrical engineering at the Naval Academy and retired after 26 years of service.

Strategic Arms Control After START: Issues and Options

The United States and Soviet Union signed the Strategic Arms Reduction Treaty in 1991; it entered into force in December 1994 and expired in December 2009. This report provides background information about the START Treaty and reviews the discussions about a possible successor to START. It also presents a range of alternatives that the United States and Russia might consider if they choose to follow START with a new framework for the arms control process.
