This report provides an overview of the relationship between executive and legislative authority over national security information, and summarizes the current laws that form the legal framework protecting classified information, including current executive orders and some agency regulations pertaining to the handling of unauthorized disclosures of classified information by government officers and employees. The report also summarizes criminal laws that pertain specifically to the unauthorized disclosure of classified information, as well as civil and administrative penalties. Finally, the report describes some recent developments in executive branch security policies and legislation currently before Congress (S. 3454).

A letter report issued by the Government Accountability Office with an abstract that begins "Although the Departments of Defense (DOD) and Energy (DOE) use various investment review processes to identify duplicative investments, GAO found that 37 of its sample of 810 investments were potentially duplicative. These investments account for about $1.2 billion in total information technology (IT) spending for fiscal years 2007 through 2012. For example, GAO identified four DOD Navy personnel assignment investments—one system for officers, one for enlisted personnel, one for reservists, and a general assignment system—each of which is responsible for managing similar functions. While GAO did not identify any potentially duplicative investments at the Department of Homeland Security (DHS) within its sample, DHS officials have independently identified several duplicative investments and systems."

Testimony issued by the Government Accountability Office with an abstract that begins "Although the Departments of Defense, Energy, and Homeland Security utilize various processes to prevent and reduce investment in duplicative programs and systems, potentially duplicative IT investments exist. Further complicating agencies’ ability to identify and address duplicative investments is miscategorization of investments within agencies. Each of the agencies has recently initiated plans to address many of these investments. DHS’s efforts have resulted in the identification and elimination of duplication, but DOD’s and DOE’s initiatives have not yet led to the elimination or consolidation of duplicative investments or functionality. Until DOD and DOE demonstrate progress on their efforts to identify and eliminate duplicative investments, and correctly categorize investments, it will remain unclear whether they are avoiding investment in unnecessary systems. Each of the agencies we reviewed has IT investment management processes in place that are, in part, intended to prevent, identify, and eliminate unnecessary duplicative investments. Even with such investment review processes, of the 810 investments we reviewed,we identified 37 potentially duplicative investments at DOD and DOE within three FEA categories (Human Resource Management, Information and Technology Management, and Supply Chain Management)."

The National Museum of the Pacific War presents an oral interview with Daniel Crowley. Crowley left school at 16, electing to go to work. In October, 1940, he joined the Army Air Corps. He describes his journey to the Philippines, where he landed in March, 1941. He was stationed at Nichols Field. Crowley recalls being shipped across Manila Bay to Bataan in Christmas Day and fighting the Japanese there until the US forces surrendered. Instead of surrendering, Crowley made it to Corregidor. Whe nCOrregidor was surrendered, Crowley was sent back to Manila and paraded through the streets with other Americans before being sent to Cabanatuan. From there, Crowley was sent to Palawan and, with others, was forced to build an airfield in the jungle. Before the massacre at Palawan, Crowley was sent back to Cabanatuan, then placed aboard a hell ship and sent to Japan, where he was forced to work in a copper mine.

This report provides analysis of goals for and concerns about the use of loan guarantees as a mechanism to support the development of innovative clean energy technologies.

Correspondence issued by the Government Accountability Office with an abstract that begins "Our evaluation of the reports MSHA used to support its proposal and the key scientific studies on which the reports were based shows that they support the conclusion that lowering the PEL from 2.0 mg/m3 to 1.0 mg/m3 would reduce miners’ risk of disease. The reports and key studies concluded that miners’ cumulative exposure to coal mine dust at the current PEL over their working lives places them at an increased risk of developing CWP, progressive massive fibrosis, and decreased lung function, among other adverse health outcomes. To mitigate the limitations and biases in the data, the researchers took reasonable steps, such as using multiple x-ray specialists to reduce the risk of misclassifying disease and making adjustments to coal mine dust samples where bias was suspected. In addition to addressing the limitations and biases in the data, researchers used appropriate analytical methods to conclude that lowering the existing PEL would decrease miners’ risk of developing black lung disease. The National Museum of the Pacific War presents an oral interview with David T. Hughes. Hughes joined the Marine Corps in September, 1942. He trained in San Diego and then shipped over to New Zealand. When Hughes arrived, he was assigned to A Company, 1st Battalion, 6th Regiment, 2nd Marine Division as a rifleman. Hughes shares several anecdotes about training in New Zealand prior to shipping to Tarawa. At Tarawa, his unit was held in reserve and did not go ashore until the afternoon of the second day. The next day, Hughes was shot in the arm and evacuated to a ship. That ship took him back to the hospital at Pearl Harbor where Hughes recovered and was awarded the Purple Heart by Admiral Nimitz. He was finally shipped back to the US and was mustered out of the Marine Corps due to his disability in October, 1944.

A letter report issued by the Government Accountability Office with an abstract that begins "The Census Bureau’s (Bureau) early planning and preparation efforts for the 2020 Census are consistent with most leading practices in each of the three management areas GAO reviewed. For example, with respect to its effort to transform its decennial organization, top Bureau leadership has been driving the transformation, and the agency has focused on a key set of principles as it begins to roll-out the strategy to staff. Furthermore, the Bureau has created a timeline to build momentum and show progress. At the same time, however, the amount of change-related activity the Bureau is considering as part of its reorganization of its decennial directorate may not be aligned with the resources the Bureau has allocated to plan, coordinate, and carry it out, and, as a result, the planned transformation efforts may not be sustainable or successful."

The National Museum of the Pacific War presents an oral interview with Richard Van Klaveren. Despite being colorblind, Van Klaveren joined the Navy in 1944 by cheating on his eye exam. After receiving basic training in San Diego, he trained as an LCVP coxswain and deployed to the Pacific aboard the USS Lenawee (APA-195). He developed a rapport with the storekeeper, who gave him real eggs and fresh bread. Van Klaveren showed the storekeeper a picture of his beautiful sister perched atop a 1936 Ford. At Iwo Jima, a few of the men in Van Klaveren's party were killed immediately. Fearing for his life, he initially defied his commander's orders and attempted to steer his LCVP away from the beach, ducking enemy fire and steering blindly. He eventually landed his party and returned for another load of Marines amidst kamikaze attacks. Okinawa was an easier landing for Van Klaveren, leaving the Marines to contend with the jagged coral. After VJ Day, he was terrified of the throngs of Japanese gathered at1 Tokyo Bay, but they turned out to be friendly. Van Klaveren returned home soon after, and his sister married the storekeeper.

This Closure Report (CR) presents information supporting closure of Corrective Action Unit (CAU) 547, Miscellaneous Contaminated Waste Sites, and provides documentation supporting the completed corrective actions and confirmation that closure objectives for CAU 547 were met. This CR complies with the requirements of the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the State of Nevada; the U.S. Department of Energy (DOE), Environmental Management; the U.S. Department of Defense; and DOE, Legacy Management (FFACO, 1996 as amended). CAU 547 consists of the following three Corrective Action Sites (CASs), located in Areas 2, 3, and 9 of the Nevada National Security Site: (1) CAS 02-37-02, Gas Sampling Assembly; (2) CAS 03-99-19, Gas Sampling Assembly; AND (3) CAS 09-99-06, Gas Sampling Assembly Closure activities began in August 2011 and were completed in June 2012. Activities were conducted according to the Corrective Action Decision Document/Corrective Action Plan (CADD/CAP) for CAU 547 (U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office [NNSA/NSO], 2011). The recommended corrective action for the three CASs in CAU 547 was closure in place with administrative controls.
